Hundreds of self-driving cars investigated over disregarding traffic rules

Google’s robot taxis are to be investigated by American regulators amid claims the self-driving cars flouted traffic laws.

The US National Highway Traffic Safety Administration (NHTSA) on Tuesday said its investigation would look at 444 vehicles owned by Waymo, a subsidiary of Google’s parent Alphabet.

It follows reports of 22 incidents, including 17 collisions, which included behaviour that potentially broke traffic laws, the regulator said.

In some of those cases, Waymo’s cars appeared to disobey “traffic safety control devices” – which can include street signs, traffic signals and road markings – and crashes happened after the vehicles “exhibited unexpected behaviour”, the NHTSA added.

Other reports included collisions with objects such as gates and chains, or crashes involving parked vehicles, while there were examples of vehicles “driving in opposing lanes with nearby oncoming traffic or entering construction zones”.

The move is the latest step taken by the regulator amid safety fears about driverless cars.

It has also launched similar investigations into rival driverless car firms Cruise and Zoox, which are owned by General Motors and Amazon respectively.

In February, Waymo recalled 444 self-driving vehicles following two collisions in quick succession in Arizona.

The company blamed a software error which it said could cause the cars to inaccurately predict the movement of a towed vehicle.

Separately, electric car maker Tesla was forced to issue software updates to more than two million cars to prevent drivers abusing its Autopilot system.

That followed hundreds of crashes which happened while drivers were using the technology, some of them fatal.

Following a two-year investigation, the NHTSA said in December that Tesla would make changes amid concerns that motorists were not paying attention to the road when the system was activated.

The regulator’s investigation into Waymo is the first part in a process that could eventually lead to a recall, should officials decide the vehicles pose an unreasonable risk to safety.

Waymo did not comment on the safety incidents but said it would cooperate with the NHTSA.

It added it was “proud of our performance and safety record over tens of millions of autonomous miles driven, as well as our demonstrated commitment to safety transparency”.

First official portrait of King Charles since coronation unveiled

The King has unveiled the first completed official portrait of himself since the coronation, which includes one detail Charles suggested should be added.

The portrait, by British artist Jonathan Yeo, was commissioned in 2020 to celebrate the then Prince of Wales’s 50 years as a member of The Drapers’ Company in 2022.

The portrait, which was unveiled on Tuesday afternoon at Buckingham Palace, depicts Charles wearing the uniform of the Welsh Guards, of which he was made Regimental Colonel in 1975.

The uniform of the Welsh Guards inspired the colour red, which was painted over much of the portrait, as Yeo said he felt like this portrait should have more of a “dynamic and contemporary feel”.

A butterfly is hovering over the King’s shoulder in the portrait, which was added in by Yeo at Charles’s suggestion.

After the unveiling, Yeo said he would “love to take full credit for that” but it was “actually the subject’s idea”.

During a conversation with the King, Yeo said they discussed how it would be “nice to have a narrative element which referenced his passion for nature and environment” and he spoke of how Charles “changed jobs halfway through the process” and the butterfly is a “symbol of metamorphosis” so it “tells multiple stories”.

After Yeo’s speech, the King joked “it’s nice to know I was a chrysalis when you first met me,” which was met with laughter.

The Queen said she “hopes it is going to be seen by lots of people” after the unveiling.

The canvas size – approximately eight and a half by six and a half feet when framed – was carefully considered to fit within the architecture of Drapers’ Hall and the context of the paintings it will eventually hang alongside.

Yeo had four sittings with the King, beginning when Charles was Prince of Wales in June 2021 at Highgrove, and later at Clarence House. The last sitting took place in November 2023 at Clarence House.

Yeo also worked from drawings and photographs he took of the King, allowing him to work on the portrait in his London studio between sittings.

He said: “It was a privilege and pleasure to have been commissioned by The Drapers’ Company to paint this portrait of His Majesty The King, the first to be unveiled since his coronation.

“When I started this project, His Majesty The King was still His Royal Highness The Prince of Wales, and much like the butterfly I’ve painted hovering over his shoulder, this portrait has evolved as the subject’s role in our public life has transformed.

“I do my best to capture the life experiences etched into any individual sitter’s face. In this case, my aim was also to make reference to the traditions of royal portraiture but in a way that reflects a 21st-century monarchy and, above all else, to communicate the subject’s deep humanity.

“I’m unimaginably grateful for the opportunity to capture such an extraordinary and unique person, especially at the historic moment of becoming King.”

Toulouse-based space tech Infinite Orbits bags €12 million to build first life extension satellite

The French new space in-orbit services company Infinite Orbits raised a €12 million round led by Newfund Capital along with the EIC Fund, IRDI Capital Investissement and Space Founders France. The main objective of this fundraising is enabling Infinite Orbits to accelerate the development of its main project “Endurance”, a Life Extension satellite for space assets.

Endurance will empower satellite operators to optimize their fleet management strategies while increasing their return on investment through adding years to the life of their satellites. Endurance is planned to demonstrate the first European Life Extension mission in 2026.

“Last year, we already achieved a major step: we are the first startup in the world to have a commercial nanosatellite in geostationary orbit, we formed a key alliance with satellite operator Intelsat to develop services for its fleet. With four major clients, including Azercosmos, Intelsat, CNES and Hispasat, the Company has closed its second year of revenues and is on a strong growth path to cross the €60 million figure in 2027,” explained Adel Haddoud, CEO of Infinite Orbits. “And as a commercially driven company, the next logical step for us is to offer all GEO operators new reliable and competitive services such as Life Extension.”

There isno other option for our country but to acquire or rediscover this Self. Some say that we have huge resources, we have talented people. That is true. But themost important prerequisite for [forming] our Self is great culture. We have our own cultural code, our own cultural identity, which most countries and peoples do not have. By the way, Dostoevsky felt it very well. Dostoevsky, especially in works such as ‘A Writer’s Diary’, expressed it 100% precisely. And many other writers of the 19th and 20th century [spoke about this] too. That is our most important resource, which we must use.

We need people to understand thatthey carry within themselves this cultural code. They are complex, but I am sure that we will solve them, because essentially, we have everything that we need to achieve this.

On Russian elites

The US Department of Energy (DOE) just delivered a one-two punch to the world of supercomputing with their Aurora system officially cracking the exascale barrier.

This epic achievement puts the US firmly in the lead, boasting the top two most powerful supercomputers on the planet, according to the latest Top500 list unveiled at the 2024 ISC High-Performance conference.

“The Department of Energy is thrilled by the Aurora team’s achievement,” said Geraldine Richmond, DOE’s Under Secretary for Science and Innovation.

“Aurora is expanding US leadership in advanced scientific computing and will provide researchers with a unique instrument to meld simulation, artificial intelligence (AI), and data analysis.”

“Frontier and Aurora will be pivotal tools in advancing trustworthy AI as we focus on harnessing AI’s potential while understanding and managing its risks,” she added.

What exactly is exascale?

Exascale computing achieves a minimum of one exaflop of calculations per second, enabling complex tasks like modeling, simulation, AI, and analytics. An exaflop denotes one quadrillion high-precision calculations per second, showcasing the immense computational power of these cutting-edge machines.

The Aurora supercomputer reached a performance milestone of 1.012 exaflops, making it one of only two officially recognized exascale systems globally.

Collaborative effort

This achievement wasn’t a solo act. The Aurora supercomputer, built at Argonne National Laboratory, is a collaborative effort between the DOE, Intel, and HPE. It’s a behemoth, housing a mind-boggling 10,624 computing nodes, each wielding the power of 63,744 Intel GPUs – the same tech driving the AI revolution. These processing monsters are all connected via HPE’s high-speed Slingshot interconnect, ensuring everything runs smoothly.

The current benchmark only tapped into 87% of what Aurora can do. Therefore, we have held onto our hats because even more incredible scientific discoveries are coming as the system reaches its maximum potential.

Top500 champion: Frontier

Frontier, which has been steadily flexing its muscles since its 2022 debut as the Top500 champion. Both teams at Argonne and Oak Ridge collaborate closely, and Frontier has already made significant scientific waves.

It snagged two prestigious Association for Computing Machinery Gordon Bell prizes – one for a groundbreaking approach to material discovery using the largest-ever simulation of an alloy, and another for a major leap in cloud modeling related to DOE’s Energy Exascale Earth System Model (E3SM).

The power of Aurora isn’t lost on the research community. The Argonne Leadership Computing Facility, home to both Aurora and other cutting-edge systems, has facilitated the Aurora Early Science Program and DOE’s Exascale Computing Project.

These programs allow researchers to test the waters with Aurora, pushing the boundaries of scientific exploration. Think about projects like creating new materials and pharmaceuticals to figuring out things about physics and cosmology – that’s the kind of potential Aurora holds.

Meanwhile, China experienced a decline in rankings, and Europe has surpassed Asia in representation. The new addition to the TOP500 list is the Alps system from the Swiss National Supercomputing Centre.

In energy efficiency, JEDI from Germany claimed the top spot on the GREEN500 list, while Frontier secured the 11th position, with its 52.93 GFlops/Watt score.

Geomagnetic storm shows need for space weather forecasts

From 10-13 May, aurorae (typically seen at the polar areas) could be seen at unusually low latitudes.

Spectacular sightings of aurorae borealis (the northern hemisphere) were observed from e.g. Florida, Italy and Spain and aurorae australis (the southern hemisphere) were reported as far north as Queensland in Australia.

This was the result of an extreme (the highest category) geomagnetic storm from a series of coronal mass ejections (CME’s) – clouds of plasma material that are expelled from the Sun with high velocity into the interplanetary space.

These plasma clouds carry magnetic field which interacts with the Earth’s magnetic field when it finds our planet on its path through interplanetary space.

While aurorae are a delightful spectacle, geomagnetic storms also have potentially disrupting impacts such as the stress they can impose on the power grid due to induced currents in power lines, and possible impacts on communication and satellite operations.

The latest geomagnetic storm followed earlier elevated solar activity. So called active regions, concentrations of magnetic flux on the solar surface, have over the past week released several top-category X class flares, bursts of electromagnetic wave emission.

These flares impact the Earths ionosphere causing (high frequency) radio blackouts on the sunlit side of the Earth, and they can also result in perturbations or interruptions of satellite navigation services.

“Such solar events happen regularly, with their occurrence rate following an eleven year cycle associated with the inversion of the overall Solar magnetic field each eleven years,” says Jesse Andries, scientific officer with WMO’s Space Programme.

“We are currently nearing the maximum of the present cycle with Solar events occurring most frequently. While Solar events appear regularly, this recent geomagnetic storm is certainly one of the largest in several decades,” he says.

Fortunately, space weather monitoring and prediction is more and more becoming an operational practice just as terrestrial weather is. The latest event was accurately forecast.

Space weather forecasters around the world monitor the sun closely. They report each day on the evolution of active regions on the solar surface and they estimate the probability for large flares to occur.

They furthermore record the properties of the onset of coronal mass ejections which they feed to models which then allow them to estimate the expected time of arrival at Earth.

Based on these analyses, critical sectors and the general public are notified in advance of upcoming events, so they can take protective measures, such as deviating flight routes away from the poles.

WMO has been making efforts to integrate Space Weather within its activities for over a decade and has embraced it as a related environmental service in its Strategic Plan.

The WMO Executive Council meeting in June is due to adopt a new Four-year Plan for WMO Activities related to Space Weather (2024-2027). This was recently approved by the WMO Commission for Observation, Infrastructure and Information systems (INFCOM).

The plan addresses the three main pillars of the WMO Infrastructure: observing infrastructure, modelling and prediction, and data exchange.

Furthermore, it seeks to advance the capabilities of WMO Members to provide valuable services to various economic sectors that are prone to threats from Solar eruptions and consequent Space Weather phenomena.

Ukraine Admits Frontlines In Kharkiv Are Collapsing

For the first time since Russia launched its major cross-border offensive into Ukraine's Kharkiv region (it began last Friday), Ukraine's government has acknowledged that Moscow forces have made rapid gains.

Oleg Sinegubov, the head of the military administration of the Kharkov Region, has said Russia is pushing past the frontline. "Essentially, the frontline is expanding as the enemy is advancing from multiple positions," he admitted during an interview with Sky News.

This confirms a prior Associated Press observation which stated that "Ukraine’s lack of adequate defensive lines has helped Russia make significant military gains, and constant enemy fire hinders building."

As for the lack of fortifications, it is widely believed that last year Kiev was so optimistic about the chances of its counteroffensive that defensive outposts were not prioritized. In essence Ukrainian officials bought into their own propaganda, which was also being widely echoed in the West.

A bloke spotted hundreds of tiny "dancing orbs" when looking out at the Northern Lights and believes he may have seen a fleet of UFOs.

Posting a video of the skies in south Norway, the man was left flummoxed by the appearance of hundreds of shapeshifting lights and believes the lights could either be from a far off festival or beings from outer space.

His post to Reddit garnered hundreds of upvotes and commenters concerned we were being invaded by beings from beyond the stars.

Regardless of what the lights represented, viewers were left stunned by one of "the coolest videos" they had ever seen. One user wrote the video was "super neat" and another said it was "beautiful".

Others questioned whether user CrayRazy had captured evidence of life from other planets. He wrote: "Saw this tonight in the south of Norway.

At first I thought it was light beams from a festival but I live in a tiny city and that cloud is either over mountains, a lake or just a residential area.

"Really confused to what this could be. Any ideas?"

Other users were left wondering if the lights in the sky were the recent sightings of aurora borealis, but one pointed out: "Aurora borealis is way higher up."

Another wrote: "UFOs are popping up for this storm. I saw one here". A third added: "I don't know, looks like a lot of shiny orbs. There seems to be a lot of UFO activity around this solar event!"

Other Reddit users were left less convinced by the appearance of aliens and wondered whether it was in fact a solar storm taking place in the area.

One said: "We are having a solar storm. The whole northern hemisphere is capable of seeing the aurora borealis."

The original poster replied: "That's why I went outside but that doesn't look like the northern lights at all."

While a definitive answer was unavailable on what had caused the hundreds of tiny orbs to appear, some were adamant it was not UFOs and just a collection of northern lights sightings. But that's what they want you to think.

One user wrote: "It’s definitely the northern lights. I live in the Northwest Territories in Canada and you see that exact same thing from time to time.

Nothing to get worked up about. Enjoy the show!"

Another claimed: "It’s definitely the aurora borealis, but people here don’t want to believe it. It’s much more fun to think it’s something unexplained."

Wyoming Sorority Sisters Argue Against Trans Membership In Appeals Court 1/2

Six Wyoming Kappa Kappa Gamma members argued in a Denver appeals court Tuesday that their sorority acted in bad faith when inducting a transgender member into their chapter. Women's-rights activist Riley Gaines joined sorority members at the hearing.

A panel of three judges is considering whether the sorority that inducted a transgender member into its Wyoming-based chapter 2022 could have acted in bad faith, and whether the six women who sued over the move appealed their case too early.

Women's-rights activist Riley Gaines joined six Wyoming women Tuesday for oral argument in the 10th Circuit Court of Appeals – which encompasses Wyoming – in the case of Westenbroek v. Kappa Kappa Gamma.

The case started in March of 2023, when seven (later six) women sued the sorority, its director, and the transgender member the Laramie, Wyoming, chapter admitted.

The women claimed the sorority’s leadership was harming the organization, its offshoot housing corporation had broken its contract to sorority house residents, and the sorority leaders interfered with that contract. They also invoked a direct cause accusing the defendants of harming them.

U.S. District Court Judge Alan B. Johnson dismissed their claims six months later. He said private organizations can make and interpret their own rules – including the definition of the word “woman.” But he gave some guidance on how the women could change their complaint and re-file it.

The women appealed to the 10th Circuit instead, saying Johnson failed to consider whether Kappa leadership acted in bad faith and betrayed the duty they have to the sorority’s members.

But Can We Hear It?

Because Johnson left the women a possible avenue to plead their case in his court again, appeals-court judges voiced doubts Tuesday, that they should be hearing this case at all. “If we were to look at… whether or not the district court thought it was a final decision – it seems to me it’s not final,” said 10th Circuit Judge Carolyn McHugh, a Barack Obama nominee who took her seat in 2014.

McHugh was referencing appeals’ court rules banning higher courts from taking on cases that are still pending in lower courts. “(It’s) considered final when it goes to the merits of the complaint,” said May Mailman, appellate attorney for the six women, indicating Johnson’s order disputed their claims, not just the nature of their application – harming their hopes of re-filing.

Mailman later conceded that the women “could ask” about re-filing. Natalie McLaughlin, Kappa’s attorney, appeared almost as unwilling as Mailman to say the case could be pending still in the lower court.

She kept saying it was a valid question for the judges to consider – until Senior Judge Michael Roland Murphy – a Bill Clinton nominee to the bench – finally asked her point blank: “Is it your position we do not have jurisdiction?”

“We believe they do not have jurisdiction,”McLaughlin answered.

‘Bad Faith’

Mailman said the case’s argument isn’t so simple as defining the word woman: It’s more about whether the organization had the duty to represent itself honestly to its members.

“Plaintiffs allege directors of Kappa Kappa Gamma unilaterally changed the nature of the organization by adding a category of members… in bad faith,” said Mailman. In court documents prior, Mailman compared the move to a painter who agrees to paint a home white and instead paints it black.

Mailman pointed to the women’s allegations that the Wyoming Kappa chapter spontaneously changed its new-member voting systems from the accepted anonymous voting application to one that revealed the voters’ identities; and that people in the organization demonstrated bullying, maligning pressure on anyone who would vote against the transgender member.

McHugh indicated that the women didn’t raise their complaints of bad faith directly with the sorority leaders before suing, and not doing so may have obliterated their claim that they’re suing Kappa on its own behalf, to spare it from the actions of bad leaders.

Dictionaries And ‘Women’

McLaughlin and Mailman focused on different aspects of the case during their arguments.

McLaughlin insisted the case is about whether Kappa has a right as a private organization to interpret its own bylaws. She countered Mailman’s bad faith arguments by noting that Ohio law (Kappa is registered in Ohio) carries a presumption that private clubs’ leaders have acted in good faith and are often free from courts’ meddling.

She also insisted that because Kappa’s bylaws don’t actually define the word “woman,” the sorority’s council can draw from the current culture’s myriad definitions of it, when interpreting their induction criteria that members must be women.

McHugh asked a hypothetical: What if the sorority council had decided that cisgender (non-transgender) men were included in the definition of “woman”? Would the council’s actions still be defensible?

McLaughlin said that hypothetical is not before the court, but if it were, the court would have to weigh whether such a call had been both unreasonable and arbitrary.

“But what we’ve done before this court is put forth many sources (saying transgender women are women),” McLaughlin said.

OK, But…

But the women’s argument isn’t that Kappa merely interpreted the word “woman,” but added to it – in a sweeping rule change affecting the group’s purpose of 150 years, said Judge Richard Federico, a President Biden nominee who took his seat last year.

“Even the bylaws say ‘woman,’ period,” said Federico. “(The allegation is) you’re adding language. You’re creating a new category altogether.”

McLaughlin said Kappa’s bylaws give the governing council not only the right, but the duty to interpret club rules.

“An artful announcement of interpretation by a board does not warrant (court) interference,” she said.

Federico hinted that there may be a difference between sorority leaders interpreting rules about members’ grade-point averages and good character – and reinterpreting the word “woman.”

McLaughlin essentially retorted that, really, there isn’t.

“That this interpretation is something they take issue with, they disagree with, does not divest council of their right under Ohio rules to interpret (what a woman is),” she said.The argument ended with McHugh saying the judges would take the issues under advisement.

Red Lobster closing at least 99 locations as its future comes into question

At least 99 locations of Red Lobster are being auctioned off amid questions about the stalwart seafood chain's long-term future.

In a post Monday on LinkedIn, Neal Sherman, founder and CEO of TAGeX Brands, a liquidation firm, announced he was leading the closure of more than 50 Red Lobster locations, with the restaurants' equipment to be auctioned off.

A web page dedicated to the liquidations showed closure locations across the U.S. including in Denver; Indianapolis; Rochester, New York; Sacramento, California; San Antonio; and San Diego.

On Tuesday, Restaurant Business Magazine reported 99 locations were closing.

The closures represent about 15% of the company's approximately 700 locations, though it remains the largest seafood restaurant chain in the U.S.

Red Lobster has struggled with a significant debt load, unfavorable lease terms, executive turnover and ill-advised strategies including an all-you-can-eat-shrimp promotion last fall that resulted in a significant loss for the company.

Last month, CNBC reported Red Lobster was seeking a buyer as it looked to avoid a bankruptcy filing, but none have materialized.

Earlier this year, Thai Union, the largest investor in Red Lobster, announced it was seeking to exit its position.

“The combination of Covid-19 pandemic, sustained industry headwinds, higher interest rates and rising material and labor costs have impacted Red Lobster, resulting in prolonged negative financial contributions to Thai Union and its shareholders,” Thiraphong Chansiri, Thai Union Group’s CEO, said in a statement.

“After detailed analysis, we have determined that Red Lobster’s ongoing financial requirements no longer align with our capital allocation priorities and therefore are pursuing an exit of our minority investment.”

Ukraine Discussing Moving Country's Capital from Kiev to Lviv; "Almost All Hope is Lost, now"

Discussions are underway in Ukraine to move the nation's Capital from Kiev to Lviv because Ukraine is losing its war with Russia. Meanwhile in Kharkov, residents are fleeing en-masse as the Russian Army approaches.

Russia continues it's Northern storm front Southward toward Kharkiv, Ukraine's second largest city, and from the east toward the heavily fortified city of Chasiv Yar, once thought to be impenetrable.

In the past two days alone, an additional 30,000+ Russian troops have taken over a dozen towns, villages.

Despite massive financial and military support from the collective West, Ukraine is simply unable to defend itself any longer. Even the American media outlet "The Hill" writes: "further efforts to defeat Russia militarily are hopeless; Russian forces have a significant advantage, and the position of Ukrainian forces is rapidly deteriorating. Ukraine will never win the war and recapture the lost territories"

The Russian Army, which was 35 miles away last Friday, is now just 19-miles from Kharkiv. The city was once home to 1.5 million people. Tens-of-thousands have already fled, and tens-of-thousands more are presently fleeing the city.

Meanwhile, in Kiev, over 19,000 businesses have evacuated the city, with many heading to Lviv in Ukraine's far west, near Poland.

For this reason Ukrainian President Zelensky is now discussing moving the Ukraine Capital from Kiev to Lviv. His Army Commanders have been telling him there is no longer any hope at all of Ukraine defeating Russia, or of even reclaiming lands that seceded to Russia. "Almost all hope is gone" for Ukraine.

At least 8 people killed in Florida bus crash; dozens injured

At least eight people were killed in a bus crash on a Florida highway Tuesday morning, the Florida Highway Patrol said. According to the highway patrol, the bus collided with a pickup truck on state road 40 in Marion County, which is located south of Gainesville and northwest of Orlando.

Approximately 40 people, including the truck driver, were taken to area hospitals after the crash, Highway Patrol Lt. Pat Riordan said during a news conference. Some of the injured were in very serious condition, Riordan said.

The crash involved a bus transporting about 53 farm workers and a 2001 Ford Ranger truck, the highway patrol said in a statement to CBS News.

The retired school bus was traveling west on the highway and the pickup truck was going east when the truck moved toward the center line at around 6:35 a.m., Riordan said.

The bus and truck collided in "a sideswipe-type manner," Riordan said. The collision sent the bus off the road and it went through a fence and hit a tree before it overturned.

It wasn't immediately known why the truck moved toward the center line, Riordan said.

The Marion County Sheriff's Office said on social media the part of the highway where the crash occurred would be shut down for most of the day.

The highway patrol is investigating the crash. Riordan said investigators will need at least six months to conduct the investigation.

Ukrainian military stole money intended for fortifications – local media(Ukrainian News Reporting)

With millions of dollars reportedly embezzled, Russian armor was free to roll across the border into Kharkov

Military and civilian authoritiesin Ukraine’sKharkov Region paid millions of dollars to fake companiesfor the supply of non-existent building materials to construct defensive fortifications, the newspaper Ukrainska Pravda reported on Monday.With no fortifications built, Russian forces have advanced rapidly through the region.

Russia has seized dozens of towns and villagesin the northern part of Kharkov Region after launching an offensive last Friday. According to the latest update from the Russian Defense Ministry, Russian troops had captured the village of Bugrovatka on Monday and are inflicting losses on Ukrainian manpower and hardware near Veseloye, Volchansk, and Liptsi, the latter of which is located just 20km from the outskirts of Kharkov city.

Writing in Ukrainska Pravda on Monday, Ukrainian anti-corruption activist Martina Boguslavets explained that Kharkov’s Department of Housing and Communal Services (ZhKG) and Regional Military Administration (OVA) had been given 7 billion hryvnias ($176.5 million to build fortifications to hold back this advance.

Much of this money was embezzled, Boguslavets claimed. For the supply of wood, the ZhKG and OVA signed contracts worth 270 million hryvnias ($6.8 million) with five companiesthat wereset up immediately after the contracts were announced. No bidding process took place, and at least two of these companies were owned by the same person, Boguslavets wrote.

“Moreover, theowners of these firms do not resemble successful businessmenand businesswomen,” she wrote. “They have dozens of court cases, from whiskey theftto domestic violence!against a husband and mother; some of them are deprived of parental rights and have had enforcement proceedings for bank loans.”

Boguslavets described thesebusiness owners as “avatars,”placed in charge of the companies either for a small fee or without their knowledge. One of thesupposed CEOs, whose firm was paid 52 million hryvnias ($1.3 million) isan agricultural laborer, according to Boguslavets’ documents.

“The naked eye can see how agovernment official mercilessly registers new companies, using for this purpose people who, due to the circumstances, may not be aware of this,” she wrote. “And thissomeone continues to make money on blood.”

The lack of defensive fortifications allowed Russian forces to enter Kharkov Region almost unopposed, Denis Yaroslavsky, commander of a Ukrainian special reconnaissance unit, told the BBC on Monday. “There was no first line of defense. We saw it. The Russians just walked in. They just walked in, without any mined fields,” Yaroslavsky said.

“Either it was an act of negligence or corruption. It wasn’t a failure. It was a betrayal,” he added.

The story of the embezzled defense money is the latest in a long series of tales of corruption to emerge from Ukraine. Earlier this week, Poland canceled trade talks with Kiev after Ukrainian Agriculture Minister Nikolay Solsky was accused of illegally appropriating state land worth nearly $7.4 million. Several months earlier, Ukraine’s security service, theSBU, announcedthat it had uncovered amajor embezzlement schemein which Ukrainianofficials and private contractors stole around $40 million earmarked for shell procurement.

Frontline situation ‘on the edge’ – Ukrainian intel chief

Russia may launch another incursion in the northern part of the country this week, Kirill Budanov has told the NYT

Ukraine’s precarious battlefield position is set to worsen in the near future, Kiev’s military intelligence chief has warned in an interview with the New York Times. Kirill Budanov described the situation as “on the edge” as Russia continues to make territorial gains.

Moscow has seized multiple villages in the northern part of Ukraine’s Kharkov Region after launching an offensive last Friday. The area has been used by Kiev for months to launch cross-border attacks into Russia’s Belgorod Region.

Budanov, the head of Ukraine’s military intelligence agency (GUR), told the New York Times that the apparent intention of themaneuver was to stretch Ukrainian reserves thin.This could potentially open a window for Russia to capture Chasov Yar, a strategically important Donbass city around 200km southeast of Kharkov.

“The situation is on the edge,” he told the outlet on Monday. “Every hour this situation moves toward critical.”

Budanov believes that Kiev will be able to stabilize the situation, but that Russia’s next move will be a similar incursion in Sumy Region, 150km to the northwest of Kharkov. He expects this to happen within days.

The Ukrainian military leadership has acknowledged “tactical successes” for Russia in the area and reports that it has deployed reserves in response. Budanov told the NYT that Kiev partially disrupted Moscow’s plans thanks to this, but the outlet noted that Kiev may weaken its defenses in other places with the redeployment.

The Russian operation has long been expected in Ukraine, but according to some military officials,Kiev failed to prepare defenses on its side of the border, possibly due to graft.

“The first line of fortifications and mines just didn’t exist,” Denis Yaroslavsky, a Ukrainian commander active in the area, wrote on social media. “We came to the conclusion that this was either deliberate theft or deliberate sabotage.”

Amid the battlefield uncertainty, US Secretary of State Antony Blinken will visit Kiev on Tuesday with what US officials called a “signal of reassurance.” Washington is expected to announce further supplies of arms to Ukraine soon.

The Ukrainian leadership has blamed a shortage of Western military assistance and the months-long delay in the appropriation of over $61 billion of Ukraine-related spending by the US Congress for a string of frontline setbacks since last year.

Moscow perceives the Ukraine conflict as a US-initiated proxy war against Russia, in whichUkrainian soldiers serve as “cannon fodder.” The Defense Ministry has estimated Kiev’s military casualties at over 111,000 this year alone, as of early May.

‘Russia can preserve traditional Western values’ – new defense minister in quotes

The Federation Council has approved former Deputy Prime Minister Andrey Belousov as the new defense chief.1/2

Andrey Belousov has officially become theninth minister of defense in the history of modern Russia. He was nominated by President Vladimir Putin on May 12. The decision was unexpected, ashe is the first civilian to hold the post. Belousov has never served in law enforcement agencies and spentmost of his career working as an academic economist.

At the same time, Belousov is a longstanding member of the Russian political elite who has held important government positions for the past 20 years. In these years, he has demonstrated his professionalism andhis unique vision of Russia’s future.

To help get a better idea of who Andrey Belousov is, RT has compiled a selection of quotes from the new defense minister’s recent speeches and interviews.

Relations with the West and Russia’s mission

[Russia should follow the path of] modernized conservatism… Russia can preserve traditional Western values. The West has abandoned these traditional values and moved on to something else – to an anti-traditional [mindset] within the framework of postmodernism.

=[It is important to] preserve traditional Western values, which in a certain sense are the values of Western Christian civilization, European civilization. And Russia can become the guardian of these values. This may sound like a paradox, but it’s true. In this respect, it would be wrong to call the West our enemy…

But in the West, there are certain elites… and considerable parts of society that are associated with traditional values. And in this respect, they may grasp at this straw, this chance which Russia offers them to preserve some [of their values].

On the global world

It would be more correct to talk about turning towards the South, not just the East. But in itself, the word ‘turn’ is rather sly, because it implies the ideology of the global world. The global world – at least in the minds of its ideologists – was monocentric. It was composed of the Anglo-Saxon core and ‘old’ Europe which joined it, and together they ruled the world. And then, we somehow fit into this world.By the way, that’s true, we really tried to fit in… But now, we have been sort of thrown out.Though we left on our own as well.

But the ideology of a multipolar world is about developing a certain self-dependence, similar to [Carl] Jung’s concept of the Self. It is different from the ‘persona’, or ‘mask’ that one wears. All sovereign countries should possess this [concept of the] Self. Countries that are not sovereign, by definition, cannot possess it. I deeply respect countries like Holland, the Netherlands, [but] they do not possess sovereignty.

On the ‘Selfhood’ of a nation

There isno other option for our country but to acquire or rediscover this Self. Some say that we have huge resources, we have talented people. That is true. But themost important prerequisite for [forming] our Self is great culture. We have our own cultural code, our own cultural identity, which most countries and peoples do not have. By the way, Dostoevsky felt it very well. Dostoevsky, especially in works such as ‘A Writer’s Diary’, expressed it 100% precisely. And many other writers of the 19th and 20th century [spoke about this] too. That is our most important resource, which we must use.

We need people to understand thatthey carry within themselves this cultural code. [This should be done] through various mechanisms –through patriotism, through education, through the experience of their fathers and grandfathers… If we solve this problem, economic tasks will be secondary. They are complex, but I am sure that we will solve them, because essentially, we have everything that we need to achieve this.

On Russian elites

Everyone cannot look in the same direction. This has never happened in the past and will never happen. Especially in our country. Our country has always beenmarked by divided values and this situation always becomes worse during periods of reform. Whether it’s Peter [the Great’s] reforms… We call him Peter the Great, but in those times, some called him the antichrist and anathematized him. And I’m not even talking about the [Russian] revolution, when our officer corps split in two: 50% supported the Reds [the Bolsheviks] and 50% supported the Whites [anti-communist forces that fought the Bolsheviks]. Who were these people?They formed the elite. But a particular kind of elite.

The same thing happened in the 1990s, when a major split occurred in our society.

It is quite difficult, [even] impossible and counterproductive to force everyone to move in a certain direction.But there must be a certain core [of society] that will go and create this environment… This core has nothing to do with economics,it is about meaning.

On what Russia has to offer

Considering the situation,I would put food [production] in the first place, because Russia possesses a significant part of the world’s fertile lands. Of course, there isalso energy, including energy services and energy security. Russia can [also]offer military security. In some fields, Russia can offer technology and in others, logistics, because a number of transcontinental transport corridors pass through Russia. So, we have something to offer the world.

On Russia’s strategy in the next decade

What strategyshould a large national economy, such as Russia’s,adopt in the nearest five to ten years?The answer is quite simple: It needs toensure strategic sustainability, and this is possible only through the formation ofsustainable country alliances. Therefore, the essence of Russia’s strategy should be to build alliances with friendly countries…

A new bipolar structure is emerging, [but also] a new confrontation between blocs. In my opinion, this is not quite right.We should rather consider a system of alliances– such as when different major players enter into different alliances, including multilateral and bilateral ones. And the result is what we call a multipolar world.

On sovereignty

Sovereignty does not imply complete independence. Sovereignty means that thecountry and society are able to achieve their national goals. If you can set goals and achieve them, then you are a sovereign country. China, India, Indonesia can do this, but Europe can’t.Europe has lost its sovereignty. And I’m not even talking about other countries that we all know about. This is not due to the fact that there is a political dictatorship there, or something like that. Simply, something is missing, you know what I mean? [The concept of] sovereignty implies both the state of a society, its cultural identity, and the availability of resources for further development.

In the early 2000s, Russia also had trouble finding balance, but it moved on. But I want to say that when the country is in a difficult situation or at a crossroads,the mobilization model of the economy is not the only choice, that’s the point.

On the objectives as minister of defense

We are currently conducting a special military operation. Naturally, the most pressing and immediate issues are related to this. Primarily, thisinvolves the provision of the most advanced military and specialized equipment, artillery ammunition, missiles, personal protection gear for soldiers, communication devices, drones, electronic warfare tools, and so forth. The scope of these issues is vast. Each direction has monthly plans, but their execution demands daily, and often hourly, attention.This is the first thing.

Secondly, the enemy adapts quickly. The landscape of new technology usage is changing on a weekly basis. In this context, we must not only learn and keep upbut also anticipate the enemy’s moves. This effort, coordinated with the General Staff, is ongoing but also requires daily involvement – we must analyze the application of new technologies and develop new combat methods.

It is essential to ensure thefull integration of the Armed Forces’ economy into the broader national economy. Given the objective increase in defense spending, whichhas now exceeded 6.7% of the country’s GDP, this task is complex and multifaceted, primarily involving theoptimizationof military expenditures. I want to emphasize that optimization does not mean indiscriminate cuts;it means increasing efficiency.

Everything effective and advanced in our country must contribute to achieving victory and fulfilling the Armed Forces’ objectives.I am fully aware of my responsibility to the country, the Russian people, and the president of the Russian Federation. In line with my anticipated appointment, I pledge to dedicate all my efforts, health, and if necessary, my life to achieving the assigned tasks. I will be guided by an unwavering principle: ‘Making mistakes is acceptable; lying is not’.

Russia Paints New Military Insignia - Same Symbol Used in Past Wars against …Khazaria

Russia has launched a new offensive into northeastern Ukraine, aimed at Kharkiv and Sumy regions.  But the HUGE news about this isn't the invasion itself, it's the SYMBOL Russia is painting on this new force:‘Rune of Gungnir’ – the spear of Odin.

Below some imagery of the symbol and its appearance on Russian military vehicles:

Historically, the Varangian bogatyrs of Svyatoslav (Ancient Russia) marked their weapons & armor with such runes when they went to war against the Khazarian Khaganate.
