Florida Gov. Ron DeSantis said Friday he is willing to send members of the Florida State Guard to Texas to assist with Gov. Greg Abbott's declared invasion of illegal immigrants from Mexico.

DeSantis, among 25 Republican governors who said Thursday they're backing Abbott's right under the Constitution to defend Texas' sovereignty, said the State Guard might be a better option than the Florida National Guard because it could not be federalized by President Joe Biden.

"We may do more National Guard, but we may be willing to do the Florida State Guard," DeSantis, who exited the GOP presidential primary race following the Jan. 14 Iowa caucuses, said during a news conference in Kissimmee, Florida. "The president would not be able to federalize the State Guard.

"If we need to stand up and ensure the sovereignty of the country, then we need to do that. So, they can count on me to help from the state of Florida."

Florida lawmakers are working on legislation to remove a requirement the Florida State Guard be used exclusively within the state. Nearly every state has laws authorizing State Guards, and 21 states and Puerto Rico have active units, according to the National Guard Magazine.

The Biden administration has been trying to undermine Texas' methods for deterring illegal immigrants from crossing into the state from Mexico. The Supreme Court ruled Monday that Customs and Border Patrol agents can cut down razor wire installed by the Texas National Guard along the Rio Grande River that separates the U.S. from Mexico.

Yet, Abbott is having more razor wire installed amid calls from Democrats for Biden to federalize the Texas National Guard.

"What's happening in Texas is not just a Texas issue. It's an American issue," DeSantis said. "We've had over 8 million people pour into this country illegally just in the last three years. You've got people from China. You've got people from Iran and other parts of the Middle East, North Africa, Russia. This is not just people coming from Mexico.

"Anyone that wants to do us harm will look at that border as the easiest, soft underbelly this country has right now. If the federal government is saying that it is not only not going to enforce the law but it's going to somehow prohibit a state from faithfully enforcing the law, that is not the way this Constitution was designed.

"The states being able to step up to ensure the sovereignty of their territory and the sovereignty of our country is something that's appropriate and something that the Founders envisioned if you had a derelict executive in the federal government."

Why you need the 2024 federal employee leave calendar

I love my leave calendar and check it daily. I look at the spreadsheet and put the hours in daily. Since my workplace uses a “Maxiflex” schedule, I often work a different number of hours each day. Using the spreadsheet allows me to calculate how many hours I have left to work each pay period. Technically I could log into our paycheck program each day to do this, but it’s much easier to just open a Google Sheet.

Planning out my use-or-lose leave

As someone with over 20 years of government service, I get 8 hours of leave a pay period. I also roll over 240 hours of leave each year as part of my emergency fund. As a result I “have to” use 208 hours of vacation time each year.

At the beginning of the year, I go through and mark off all of the school holidays when I need to take off work for childcare. Then I try to figure out the best time to take the remainder of my leave. It’s especially helpful at the end of the year when I need to submit an official request to have my use-or-lose scheduled. I honestly have no idea how I’d handle this without a spreadsheet.

Ga. DA Willis Declines Rep. Jordan's Records Request

Fulton County District Attorney Fani Willis informed House Judiciary Chair Jim Jordan, R-Ohio, on Friday that she will not turn over the records he sought from a special prosecutor working in her office, with whom she also allegedly had an affair, citing "confidentiality interests."

In a letter, Willis said Jordan's request to attorney Nathan Wade for records earlier this month violated "principles of separation of powers" and a "respect for the legal protections provided to attorney work."

Jordan sent a letter to Wade on Jan. 12 after a bombshell accusation made by co-defendant Michael Roman in the Georgia case Willis is prosecuting that she and Wade were having an affair, which should result in his case being dismissed.

Jordan and House Republicans became interested when invoices filed by Wade to the Fulton County District Attorney's Office (FCDAO) surfaced showing meetings with the White House that ostensibly involved the case against former President Donald Trump for election interference. Jordan sent the letter to inquire about the potential of "politically motivated investigations and the potential misuse of federal funds."

Wade "forwarded your letter to me as District Attorney for response," Willis wrote.

"Your letter is simply a restatement of demands that you have made in past correspondence for access to evidence in a pending Georgia criminal prosecution," Willis wrote in Friday's letter. "As I said previously, your requests implicate significant, well-recognized confidentiality interests related to an ongoing criminal matter. Your requests violate principles of separation of powers and federalism, as well as respect for the legal protections provided to attorney work product in ongoing litigation."

Jordan in his letter asked Wade for "all invoices, including credit card statements and individualized reimbursement requests, submitted by you or your law partners to the Fulton County District Attorney's Office relating to its investigation of President Trump," and "all contracts and financial arrangements between you and the Fulton County District Attorney's Office relating to its investigation of President Trump."

Wade, who has reportedly been paid at least $654,000 in legal fees by the FCDAO, reportedly purchased airline tickets for himself and Willis to travel together on trips to San Francisco, Miami, and the Caribbean, while they were investigating Trump.

Willis and Wade, among others, are likely to be subpoenaed for a Feb. 15 hearing over their relationship before Fulton County Superior Court Judge Scott McAfee, who will decide whether Willis should be removed from the case.

Whether they call it state guards, state military reserves, or state militias, they are not a part of the National Guard of that state and only partially regulated by the federal government and cannot come under federal control.

Amid Red Sea Crisis, Ships Now Face Rise in Somali Piracy

Piracy off Somalia’s coast has increased since maritime security was disrupted by Houthi militants’ attacks on ships in the Red Sea in response to the Israel-Hamas war.

The Horn of Africa nation has recorded five assaults on commercial ships off its coast since November, Hassan Mohamed Afrah, the director of Somalia’s maritime agency, said by phone on Friday. That’s brought an end to a period of stability that prompted the global shipping industry in 2022 to declassify the coastline on the Indian Ocean as a “high-risk area.”

The recent incidents included hostages being taken in December on board the Malta-flagged vessel, MV Ruen, that led to Indian, Japanese and Spanish warships rescuing its 18 crew members. That was the first successful hijacking of a vessel off the Somali coast since 2017, according to the International Maritime Bureau.

On Jan. 5, the Indian navy again responded to a hijacking incident on board the Liberia-flagged MV Lila Norfolk, by sending a warship and helicopters only to find the pirates had already escaped. Somali soldiers fought with hijackers off the coast of Galmudug state last week after they took over a commercial vessel owned by local businessmen.

“We chased pirates who hijacked a boat and after a few minutes of skirmishes, we successfully recovered the boat and handed it over to its owners,” said Ali Warsame, commander of the Galmudug coastal guards.

In addition to attacks on large ships, at least five small Iranian fishing vessels have been targeted in recent weeks, according to Crisis 24, an international consultancy firm specializing in security.

Afrah blamed the recent surge on European military vessels leaving the area and US forces being preoccupied by the threat coming from Houthis in Yemen. Container ships that would have sailed through the Red Sea to and from the Suez Canal are now adding weeks to their routes to travel around the Cape of Good Hope at the southern tip of Africa.

“The EU naval forces that would keep pirates at bay have left the area and the US naval forces are also busy with the Red Sea tension, causing the pirates to re-emerge and exploit the situation,” he said.

Last year, 28,082 vessels passed along Somalia’s coastline, according to Afrah. The Kenya-based Shippers Council of Eastern Africa has warned that the continuation of the trend in piracy could add to costs for shippers and disrupt supply chains such as exports of Kenyan tea.

During World War I, Congress authorized states to create Home Guards as reserve forces aside from the American Expeditionary Forces in Europe. During WWII, the 1916 legislation was amended to allow state militaries to defend their own states. Now called State Guards, they were trained and equipped by the federal government but maintained their separation. It wasn't until 1956 that Congress allowed for the continual existence of these units outside of a wartime role. For a time, these SDFs existed only on paper. During the Reagan Administration, that changed. Reagans Department of Defense wanted SDFs in all states.

The last part of the legislation says an SDF cannot be drafted into the Armed Forces of the United States, but that same legislation says that an individual member can. This is to ensure the independence of the SDF from the state National Guard. While typically organized as Army units, the SDFs vary, with some akin to the Navy and Air Force.

Before rushing to join your state's SDF, be advised there are a lot of controversies surrounding SDFs. In the late 1980's, the governor of Utah had to fire 31 officers for creating an SDF full of neo-nazis, mental patients, and felons. After September 11, 2001, Alaska disbanded its SDF because their lack of actual military training was more of a liability. New York's SDF was full of Generals who have never had any military training, they were appointed by the governor as a reward for support. Some SDFs have no fitness or weight standards (California) while others are highly restrictive (Tennessee requires its SDF members be honorably discharged from the U.S. military).

State Defense Forces have assisted in many disaster-related capacities, however. They augmented forces in support of Hurricane Katrina relief, especially in states surrounding Louisiana, to assist with the expected influx of refugees. In Texas, the SDF responds to local emergencies (like flash floods) that aren't declared disaster areas but need help anyway. They provide security augmentees for regular military forces and provide emergency medical training to National Guard units and other areas of the U.S. military.

The state SDF could be a good way for a military veteran to continue serving their country while providing those without that experience their much-needed expertise. Every state has a different enlistment process and requirements, so there isn't a single portal to joining, but be sure to do the research on the training and operations for your home state before applying.
