Heavy rains battered northern China on Monday, killing at least two people in Beijing while washing away cars and forcing the capital to issue its highest alerts for flooding and landslides.

Storm Doksuri, a former super typhoon, has swept northwards over China since Friday, when it hit southern Fujian province after scything through the Philippines.

Emergency personnel recovered two bodies from waterways in Beijing’s Mentougou district on Monday, the state-run People’s Daily said.

AFP reporters saw tree branches and dented cars, left by receding floodwaters, strewn on riverbanks in Mentougou on Monday afternoon.

“This morning it was crazy, the water overflowed the Mentougou river and the whole avenue was flooded,” Guo Zhenyu, a 49-year-old resident, told AFP.

Yellow bulldozers, workers in orange mackintoshes and residents cleared away the mud and debris during a period of lighter rain on Monday afternoon.

“I’m old but I’ve never seen flooding like this before in my life,” Mentougou resident Qin Quan said.

She showed AFP a video on her phone, shared among residents of the area, of workers attempting to resuscitate an unconscious man, as well as footage of a man desperately clinging to a pole with one hand as water washes over him.

The much larger and still swollen Yongding River in the same district churned up debris in brown torrents as residents looked on in shock from a bridge.

Other footage shared with AFP by a Mentougou resident showed a traffic barrier dozens of metres long snaking down a road as the water carried it away.

Chen Hong, a resident of the southern Fengtai district, shared footage with AFP that showed a parked van half-submerged in fast-flowing brown water on Monday morning as the rain continued to fall.

Residents in Chen’s neighbourhood cleared mud outside their homes with shovels during a brief respite from the downpour.

“Once it starts raining the road turns into a drain, and there’s water on the first floor inside houses,” said Chen, 52.

“The houses here are all old houses, so there are definitely concerns about safety,” she said.

A section of road surface in the outer Fangshan district caved in under rising water, local media reported.

Hundreds of bus services in the capital were suspended, according to state news agency Xinhua.

The Beijing government issued the highest flood warning for the suburban Dashihe River, while nearby city Tianjin also issued a flood alert.

Social media users uploaded footage of vehicles swept away by muddy torrents and thoroughfares turned into rapids on the outskirts of the city.

Murky water can be seen in one clip posted on the Instagram-like Xiaohongshu platform on Monday swamping a large intersection in the outer Mentougou district next to high-rise apartment blocks. The clip was geolocated by AFP.

Rainwater also appeared to leak onto a subway platform in western Beijing’s university district in another Xiaohongshu video from Sunday that was geolocated by AFP.

The streets of central Beijing were quieter than usual on Monday morning as residents heeded official recommendations to work from home, with only a handful of delivery drivers braving pools of water seen in usually packed bike lanes.

The governments of Beijing and neighbouring Hebei province renewed red alerts for rainstorms on Monday.

China has been experiencing extreme weather and posting record temperatures this summer, events that scientists say are being exacerbated by climate change.

Experts have warned that the ongoing downpour could prompt even worse flooding than in July 2012, when 79 people were killed and tens of thousands evacuated, according to local media.

An average of 170.9 millimetres of rain inundated Beijing in 40 hours between Saturday night and noon on Monday, the Beijing Meteorological Bureau said.

That is almost equivalent to the average rainfall for the entire month of July, according to official records.

ICE revives policy limiting arrests and deportations

U.S. Immigration and Customs Enforcement rekindled its policy limiting the illegal immigrants whom officers are allowed to arrest and deport after the Supreme Court shot down a legal challenge to the policy.

The new rules, which lay out President Biden’s priorities for immigration law enforcement, say that being in the country illegally is no longer a sufficient reason for arrest or deportation.

The rules require agents and officers to justify each arrest and deportation target as either a threat to national security, a risk to public safety or a recent border crosser.

Officers also are directed to search for mitigating circumstances, or reasons not to deport, such as having family ties in the U.S., being advanced in age or having a criminal record years ago.

The policy, which Homeland Security Secretary Alejandro Mayorkas created in 2021, was put on hold while a challenge worked its way through federal courts. The Washington Times has learned that the policy is back in effect.

“ICE personnel will reinstitute the [priorities] as outlined in the September 2021 memorandum, ensuring that aggravating and mitigating factors for enforcement actions are fully considered and assessed,” Corey A. Price, acting executive associate director of ICE’s enforcement and removal operations, told employees in a memo that cited the Supreme Court’s June ruling.

Rank-and-file ICE officers chafed under the rules. They said even basic arrests were difficult and bureaucratic hurdles for approval sometimes gave their targets a chance to elude them.

“It’s put so much friction in the system that we go weeks without arresting somebody,” one officer told The Times. “It seems like a coordinated effort to come up with excuse after excuse for us not to do our job.”

In response to questions, ICE didn’t detail how the revived memo would change operations. Instead, it provided a copy of another memo from acting Director Patrick J. Lechleitner, who said staff would go through a refresher course to ensure that officers make “consistent, fair and efficient” uses of priorities.

In an 8-1 ruling in June, the Supreme Court rejected a challenge by Texas and other Republican-led states. The court’s majority concluded that states didn’t have legal standing to challenge the policy, though it did not rule on the legality of the policy itself.

During litigation in lower courts, Texas proved that the memo suggested ICE was refusing to arrest and deport illegal immigrants who were serious criminals.

Indeed, ICE canceled detainer requests for some of those criminals. Detainer requests are part of the deportation process that ask local authorities to turn over criminals when they have completed their state sentences.

Among them was Heriberto Fuerte-Padilla, an illegal immigrant from Mexico who was driving drunk in 2020 when he smashed into a Mazda driven by a Texas teenager, killing her. He tried to run away from the scene, but an off-duty police officer chased him down.

It’s not clear why Mr. Fuerte-Padilla didn’t meet Mr. Mayorkas’ priorities, though ICE officers told The Times that the secretary’s memo was so vague and supervisors were so worried about running afoul of leaders that they were erring deeply on the side of releasing criminals.

“It’s a moving target, and the bar is always increasing,” one West Coast officer said.

Citing Mr. Mayorkas’ policy, ICE also canceled detainer requests for immigrants convicted of drunken driving, evading arrest and domestic violence.

Mr. Mayorkas defended his memo as a way to better use limited enforcement resources.

He said he wanted officers and agents to focus on priority cases and leave rank-and-file illegal immigrants alone.

Paul Reubens, who rose to fame playing the beloved character Pee-wee Herman, died on Sunday, social media accounts tied to the actor announced Monday.

Reubens “bravely and privately fought cancer for years with his trademark tenacity and wit,” posts on his Facebook and Instagram accounts said. He was 70 years old.

“Please accept my apology for not going public with what I’ve been facing the last six years,” a statement from Reubens read. “I have always felt a huge amount of love and respect from my friends, fans and supporters. I have loved you all so much and enjoyed making art for you.”

“Paul was beloved and he will be terribly missed,” his talent agent, Donald Henry Birge, said Monday.

Reubens’ Pee-wee character soared to popularity in the 1980s, when he debuted “The Pee-wee Herman Show” at Los Angeles’ Groundlings theater after being rejected from “Saturday Night Live.” In the show, Pee-wee lived in Puppetland with a cadre of larger-than-life characters and spoke in a signature goofy, childlike voice that Reubens developed for the character.

As Pee-wee ― whose signature look was a gray suit and red bowtie that Reubens found backstage at Groundlings ― Reubens mastered the art of blurring the lines between fiction and reality.

“It dawned on me that I could actually become Pee-wee Herman,” Reubens reflected on the character’s early days in a 2020 interview with The Hollywood Reporter. “I could do something that was conceptual art, and the only person who would really know it was conceptual was me.”

The act caught on, Reubens said.

“I would go into meetings as myself, and people would look at me and call me Pee-wee,” he told THR. “They would be like, ‘How does $200 for this project sound to you, Pee-wee?’”

In 1985, the stage show’s wild success led to the character’s first full-length film, “Pee-wee’s Big Adventure,” directed by Tim Burton in his feature directorial debut. The movie, which sent Pee-wee on a cross-country journey to find his stolen red bicycle, was a critical and financial success and went on to achieve cult film status.

Reubens later starred in “Pee-wee’s Playhouse,” a CBS children’s program that ran from 1986 to 1991. The show was peppered with former Groundlings stars, including Phil Hartman and Lynne Marie Stewart, and existed as a sort of otherworldly Pee-wee dreamscape, complete with talking appliances and furniture, puppets interacting with human characters, and quirky clay animation.

But as the show was wrapping up, Reubens’ career came to a standstill. In 1991, he was arrested in Florida for masturbating in an adult movie theater, spawning a litany of jokes on late-night shows. Many of Reubens’ famous friends, including Cyndi Lauper and Zsa Zsa Gabor, spoke out in his defense, but Reubens largely retreated from public life, save for a few non-Pee-wee roles throughout the rest of the ’90s.

He played a few small roles in big films, including “Buffy the Vampire Slayer” and “Batman Returns” in 1992. He tiptoed back into public appearances to promote “Mystery Men,” a 1999 comedy where Reubens played an amateur superhero with flatulence so pungent it makes people faint. Over the years, Reubens appeared on a number of television shows as well, including “30 Rock,” “Reno 911,” “Portlandia” and “What We Do in the Shadows.”

After years of dormancy (and another misdemeanor charge concerning his vintage erotica collection in 2002), Reubens brought the Pee-wee character back to the stage in 2010 with runs in Los Angeles and New York. Six years later, “Pee-wee’s Big Holiday,” directed by John Lee and produced by Judd Apatow, premiered on Netflix to largely positive reviews.

For Reubens, Pee-wee’s years of absence mattered little to the film’s story.

“I sort of feel like, who cares where Pee-wee’s been?” Reubens told The AV Club upon the film’s premiere. “The thing that I loved about ― that I still like about Pee-wee Herman ― is that you look at Pee-wee Herman, you know who Pee-wee Herman is. You don’t need a lot of backstory. It didn’t require a lot originally, and I don’t feel like that much has changed, really.”

During the opening monologue of his Sunday FNC program “Life, Liberty & Levin,” host Mark Levin criticized Jack Smith, the special counsel investigating alleged wrongdoing by former President Donald Trump.

LEVIN: There’s a lot that has been said about these new indictments that have been brought against President Trump, a superseding list of indictments, and I want to get into this so-called superseding list a little bit later.

But that said, what everybody is missing here is President Trump didn’t delete a single video. How do I know that? I read this indictment. He is charged with trying to get employees to delete videos, attempted to delete Mar-a-Lago security footage sought by the grand jury investigating the mishandling of government records.

So these records were not deleted. They have all the video, over nine months’ worth of video. So what they’re doing here is piling on with a he said-he said. They are trying to get somebody to flip one of these individuals, a maintenance man, an IT person, you know, the little people they’re going after because the truth is, the rest of their case is very, very vulnerable.

This is vulnerable too in my view, but it’s very, very vulnerable.

I want to get into that in a second, but before I do, I want you to look at this chart to demonstrate to you that when Merrick Garland said we’re going to have a special counsel, the purpose of a special counsel is to have a prosecutor who is outside main justice, to bring in fresh faces, fresh blood so you don’t have a conflict of interest or an appearance of a conflict of interest.

It’s not to set up your own federal government law firm with unlimited resources, 60 prosecutors and investigators to target a former president of the United States, and that is exactly what’s taken place.

Jack Smith was sent to The Hague because he was a lousy, overzealous failed prosecutor who formerly headed the Public Integrity Section of the Department of Justice.

And I want to get into this, who is Jack Smith? He was chief of the Public Integrity Section from 2010 to 2015. Who did you report to ultimately? Eric Holder, and you’re going to see Eric Holder has a lot to do with a lot of the people who are now involved in hunting down Donald Trump.

He served under Attorney General Eric Holder, he oversaw the IRS targeting of the Tea Party during the Obama administration. He oversaw the failed — ultimately — prosecutions of Governor McDonnell, of Senator Menendez, of Senator Edwards.

He worked with FBI Director James Comey as head of the Public Integrity Section. He worked with FBI general counsel Andrew Weissmann, who you’re quite familiar with as head of the Public Integrity Section.

Does he sound like a man who is independent from the Department of Justice? Does it sound like a man who is independent from the Democratic Party?

He was chosen on the recommendation of Lisa Monaco, the deputy attorney general who had multiple positions — senior positions in the Obama Department of Justice, also primarily under Eric Holder. Her deputy, Marshall Miller worked with Smith for years in the U.S. attorney’s office in Brooklyn, and recommended Smith to Monaco as the story goes, who in turn recommended Smith to Merrick Garland.

Out of all the people they could have chosen in America, they go to The Hague to bring back Smith, because he’s a hit man.

Judge Beryl (Howell) was the judge who oversaw all of these motions that were filed by the Trump lawyers and the government. She ruled 100% against Donald Trump, 100% for the government; and she has since retired, but the damage is done.

Levin spent much of his opening monologue on Life, Liberty, and Levin raging at DC judges and FBI officials for their role in the multiple legal cases against Trump. However, he took time to praise Judge Noreika for her handling of the now scuttled Biden plea deal.

The president’s son back in June agreed to a plea deal with the Department of Justice over tax misdemeanors and a felony gun charge. However, the agreement fell apart earlier this week in a Delaware court, forcing the younger Biden to plead guilty to the charges against him.

Levin noted that Noreika background shows she does not have “connection” to the “swamp of judges in Washington, DC.”

“This judge in Wilmington is not part of the social professional swamp of judges in Washington, DC. She’s in Wilmington, Delaware,” Levin said on Sunday night. “I looked at her background. She’s has no connection to those people. An honest judge with integrity who is not biased makes a huge difference in this country. That’s what happened.”

The Republican firebrand also praised Noreika along with Judge Aileen Cannon, who is overseeing the Trump classified documents case in Florida, for not “rubber stamping” the legal moves of the DOJ.

The Biden lawyers and the Department of Justice are used to being rubber stamped. The Department of Justice has been rubber stamped all throughout the Trump investigation. That is, the judges have upheld virtually every single thing they’ve wanted to do, including all the abuses. This judge is not part of that circle. She’s in Wilmington, the judge in Florida, Judge Cannon, is not part of this circle. That’s why they trash her and they’re trying to influence her. She’s not part of that circle. So that’s what’s important to understand. When people say, how did they expect to get away with this? Adam Schiff Uses House Censure To Raise Campaign Funds

California Democrat Rep. Adam Schiff was censured by a majority of House members late last month and, as a result, has gone down in U.S. history, though not in a favorable manner.

Schiff is one of just two dozen members of Congress since the country’s founding to have been censured and had to stand in front of Congress and be humiliated by his colleagues. However, Schiff is proud of being censured and is using it to fuel his U.S. Senate campaign.

“Rep. Adam Schiff has more cash on hand to spend on his Senate run than any individual presidential campaign, according to new FEC data. Why it matters: In an election cycle poised to break records for campaign spending, the hotly contested race to fill Sen. Dianne Feinstein’s (D-Calif.) open seat is expected to be one of the most expensive in the country,” Axios reported.

“After raising more than $8 million in Q2, Schiff has nearly $30 million in cash on hand — more than any other federal candidate, including for president. Schiff, already a prolific fundraiser, received a surge in donations after House Republicans vote to censure him last month for leading investigations into former President Trump,” Axios added.

According to FEC data, Schiff had more than $21 million in cash on hand at the end of the 2022 election cycle.

The effort to censure Schiff began with Rep. Anna Paulina Luna (R-Fla.), who labeled him a “criminal” for allegedly leveraging his former position as head of the House Intelligence Committee to falsely accuse former President Donald Trump of “colluding” with Russia to undermine the 2016 election.

During an interview on Fox News, Paulina Luna discussed the House Oversight Committee’s ongoing efforts to hold former Schiff accountable for lying about the Trump-Russia investigation without any significant evidence to back claims of alleged collusion.

“I will speak to Adam Schiff. Maria, I have a privileged resolution that I’m bringing to the floor, and we are going to fine that man 16 million dollars for using his position to lie to the American people and ultimately push something that not only destroyed our country but ripped us apart and I believe, maybe even permanently damaging foreign relations. He is a criminal, and Adam Schiff, you will be held accountable,” Luna said.

“And yet, he was privileged to information that not even I or many of my colleagues would be able to see,” Luna went on to say. “He used that position. He absolutely aided and abetted a corrupt FBI into investigating a sitting president.”

“Adam Schiff lied to the American people. He used his position on House Intelligence to push a lie that cost American taxpayers millions of dollars and abused the trust placed in him as Chairman. He is a dishonor to the House of Representatives. The Durham Report makes clear that the Russian Collusion was a lie from day one and Schiff knowingly used his position in an attempt to divide our country,” she added.

Earlier this year, Schiff was accused of leaking highly classified information for years in order to damage then-President Donald Trump.

Former CIA Director and Secretary of State Mike Pompeo recently claimed that he was forced to limit how much information he gave to Schiff and his staff out of fear that it would be weaponized and selectively leaked to the media.

“During my time as CIA director and secretary of state, I know that he leaked classified information that had been provided to him,” Pompeo said.

“Outnumbered” co-host Emily Compagno, after emphasizing what a huge problem that is, asked Pompeo why there hadn’t been any accountability if leaking that kind of information is “a felony at a minimum, up to treason.”

“It’s a complicated process, right? It’s difficult to pin down precisely what happened,” Pompeo said. “But I could tell you that when we provided information to him and to his staff, it ended up in places it shouldn’t have been with alarming regularity. We could see it. In the end, I decided I held back information from them as a result.”

Australian Space Agency Unravels Mystery of Unidentified Seashore Object

As suspected, the canister-like object that washed ashore in Green Head, Western Australia, in mid-July likely belongs to a discarded third stage from an Indian rocket, the Australian Space Agency announced over the weekend.

More specifically, the third stage came from a Polar Satellite Launch Vehicle (PSLV), a medium-lift rocket that the Indian Space Research Organization (ISRO) launches on a regular basis. The PSLV third stage is a “solid rocket motor that provides the upper stages high thrust after the atmospheric phase of the launch,” according to ISRO.

In its tweet, the Australian Space Agency said it’s “most likely debris” from an expended PSLV, so it’s still not the ironclad confirmation we were expecting.

“The debris remains in storage and the Australian Space Agency is working with ISRO, who will provide further confirmation to determine next steps, including considering obligations under the United Nations space treaties,” the space agency added, saying it “committed to the long-term sustainability of outer space activities, including debris mitigation, and continues to highlight this on the international stage.”

From the get-go, there were suspicions that the cylindrical object, damaged and covered in barnacles, originated from an Indian rocket. ISRO officials chimed in during the days following its discovery, saying it definitely came from a rocket, but that it “cannot confirm or deny anything about it without seeing it in person and checking it.”

The large, copper-toned cylindrical object washed ashore on July 15, leaving both state and federal officials puzzled. Pulled from the water by a local couple’s four-wheel-drive vehicle, the object is over 8 feet (2.4 meters) across and shows signs of being in the water for a prolonged period. While the state fire department confirmed it poses no threat to public safety, the Australian Space Agency urged locals to avoid handling the object while its origin remained unidentified.

Early speculation linked the object to aircraft debris, even suggesting a connection to the missing Boeing 777 from flight MH370. Still, the more credible theories suggested that the object came from a rocket, which now appears to be the case. As the Australian Space Agency points out, ISRO should now claim its suspected property and provide that added confirmation.
