After historic drought, lawmakers agree on billion-dollar plan to expand water supplies, fix infrastructure

Following one of the hottest summers on record, lawmakers have set an ambitious target: By 2033, they want to bump up the state’s water supply by an amount equal to three of the largest reservoirs in the state.

Texas lawmakers agreed on a plan to spend a billion dollars on new water projects and repair aging infrastructure to fortify Texas against droughts and keep up with a growing population that has strained the state’s water supplies.

Texas Senate and House negotiators finalized language for Senate Bill 28 and Senate Joint Resolution 75 late Saturday night. Together, the bills would earmark $1 billion to upgrade Texas’ failing water infrastructure and jumpstart massive water supply projects, from marine desalination to treating “produced water” — water that comes up from the ground during the oil fracking process.

“The truth of the matter is, under today’s growth and going forward, we don’t have enough [water],” state Sen. Charles Perry, who has spearheaded water policy, told senators during a budget debate Friday. The money for the water plan will be allocated only if the legislation takes effect.

Perry, R-Lubbock, warned senators that the need is probably far larger than $1 billion: Between fixing water infrastructure and increasing the state’s water supply, he said, “it’s probably a $500 billion price tag.”

“We, as a state, have started down the right path, but I want to remind everybody, it’s a path that has no end,” Perry said. “Our water resources are stretched and will continue to be stretched.”

Senate Bill 28 was approved by the full House in a 134-4 vote and in a unanimous Senate vote on Sunday. The bill now heads to Gov. Greg Abbott’s desk. If the bill and SJR 75 clear the governor’s office, the plan will be put before voters in the fall.

As part of an agreement on how to spend part of the state’s historic $32.7 billion cash surplus, lawmakers also allocated $125 million for the state to use to match federal water infrastructure money. The state’s matching funds will unlock more than $750 million from the federal Infrastructure Investment and Jobs Act that could be used for a host of projects, such as replacing lead water pipes and removing water contamination from drinking water systems.

Virginia eliminates degree requirements for most state jobs

State Secretary of Labor Bryan Slater further, in the same release, indicated that the state was looking into heavily regulated private industries to streamline the professional certification processes.

Virginia Republican Gov. Glenn Youngkin on Tuesday announced a change in state hiring practices that would eliminate requirements or preferences that applicants for most state positions have a college degree.

A press release from Youngkin indicated that the change will take effect on July 1 and affect roughly 90% of state positions. The Old Dominion's myriad agencies post as many as 20,000 job listings per year.

"On day one we went to work reimagining workforce solutions in government and this key reform will expand opportunities for qualified applicants who are ready to serve Virginians," Youngkin said in a statement.

"This landmark change in hiring practices for our state workforce will improve hiring processes, expand possibilities and career paths for job seekers and enhance our ability to deliver quality services," he continued. "Last month, Virginia achieved the highest labor force participation rate in nearly ten years demonstrating the Commonwealth's sustained workforce developments."

State Secretary of Labor Bryan Slater further, in the same release, indicated that the state was looking into heavily regulated private industries to streamline the professional certification processes.

"We are also working hard to examine regulated occupations and professions to find ways to simplify and speed up credentialing processes and universal licensing recognition for individuals who want to live and work in Virginia," he announced.

The move comes as American high school graduates increasingly opt against pursuing college degrees to due affordability and return on investment concerns.

President Joe Biden has moved to lessen the financial burden of incurring debt to pay for college by offering up to $10,000 in repayment relief for most loan recipients and up to $20,000 for those who received a Pell Grant, though that plan has faced legal scrutiny and may well end up permanently blocked by the judiciary. The proposed deal to raise the debt limit facing Congress includes a measure to end a temporary freeze on student loan repayments.

The FBI formally refused Tuesday to turn over to Congress an investigative memo alleging a bribery scheme involving President Joe Biden, prompting the chairman of the House Oversight Committee to begin proceedings to hold Director Christopher Wray in contempt.

Rep. James Comer, R-Ky., the panel's chairman, said he still plans to meet with Wray on Wednesday but declared the bureau's notification of refusing to comply with a subpoena to be unfortunate.

Johns Hopkins Medicine gives staff 'inclusive' guide containing 50 pronouns employees can use on their ID badges

Johns Hopkins Medicine in Maryland provided its staff with an "inclusive" guide listing 50 different so-called pronouns that employees are allowed to use on their identification badges, according to documents recently obtained by Fox News Digital and the Daily Mail.

The pronoun-usage guide instructed staff on how to use various gender-neutral pronouns while working with patients and colleagues. Pronouns featured on the list included "Ae," "E/Ey," "Fae," "Per," "Ve," "Xe," and "Ze/Zie." Further, the guide explained to medical staff how to use the pronouns in a sentence.

"Ae cleaned the office all by aerself," the guide stated. "I gave faer the key."

In addition to pronoun usage, the JHM's language guide also advised staff to replace "Mr." and "Miss" with "Mx." when addressing "non-binary or gender-diverse people."

The guide, released by JHM's Office of Diversity, insisted that employees try to ask how someone prefers to identify.

"Always ask the person which they use if possible," it stated.

In March 2022, JHM updated its policy to allow its staff and employees to choose a name that aligns with their preferred gender identity to be featured on their identification badges and wristbands.

However, medical staff licensed in Washington, D.C., must carry badges that match their certification, according to Paula Neira, the program director for JHM's LGBTQ+ Equity and Education. Neira also noted that public safety officers must carry identification that matches their legal names.

In a podcast published by Johns Hopkins Medicine's Learning Technology & Innovation, Neira stated, "On the workforce side, for our people, we updated the ID badge policy this March of 2022 to allow us to use a chosen name on our ID badge."

Neira, a transgender Navy veteran, explained that there had been changes to Maryland law that allowed JHM to alter its policy.

Dr. Stanley Goldfarb, a retired professor and the former associate dean for curriculum at the University of Pennsylvania School of Medicine, told Fox News Digital that communication between medical professionals and patients must be "clear."

Goldfarb serves as the board chair of Do No Harm, a group of medical professionals dedicated to "protect[ing] healthcare from a radical, divisive, and discriminatory ideology."

He stated, "The most important component of the physician patient relationship is the ability to have clear and appropriate communication," Goldfarb said. "To use pronouns associated with one's identification badge suggests that an individual has a particular ideological and political perspective."

"For some patients, this may be off-putting and actually damage the physician, patient relationship," Goldfarb continued. "Also, using a name that suggests a different gender from what the patient can clearly identify also could damage the physician[-]patient relationship, and should be avoided."

A spokesperson for JHM told Fox News Digital that it is committed to "fostering a supportive, diverse and inclusive community."

"As part of this focus and in compliance with Federal and state regulations, we enable our faculty, staff and employees to choose the way their names are displayed on their identification badges," the spokesperson stated.

"There are many reasons individuals may choose how they are identified, for example, some people may prefer to use a middle name, have cultural distinctions or preferences, or have gender ambiguous names," the spokesperson continued. "JHM will continue to provide options to our community to ensure a respectful and inclusive environment."
