Los Zetas Cartel Builds Big Data Surveillance System on Mexican Border City

Los Zetas Cartel checkpoints in the border city of Nuevo Laredo are linked to more than 100 forced disappearances–including the recent kidnapping of three U.S. citizens. The checkpoints exist with complete impunity and are part of a complex strategy to give the criminal organization more control by harvesting the data of those stopped at the roadblocks.

Breitbart Texas consulted with U.S. law enforcement agents in Mexico who are working the case of a missing Texas family from earlier this month as they were traveling from a town in Nuevo Leon to the border city of Nuevo Laredo. 39-year-old Gladys Cristina Perez Sanchez traveled with her 16-year-old son, Juan Carlos Gonzales, and her 9-year-old daughter, Cristina Duran, when they went missing. The current theory is the family encountered a cartel checkpoint. In 2021, authorities have documented close to 100 similar cases in and around Nuevo Laredo–prime Los Zetas turf.

Authorities from both sides of the border shared with Breitbart Texas exclusive information about a complex intelligence apparatus used by the Cartel Del Noreste faction of Los Zetas to exert complete control of their territories. The region is under the cartel command of Juan Gerardo “El Huevo” Trevino Chavez.

The cartel operation uses lookouts and informants placed in strategic turf locations. Those individuals call in suspicious vehicles or persons who then intercepted.

The gunmen interrogate the disappeared about their identities, where they are traveling, and why. The gunmen also order motorists to unlock their cell phones and check their social media. The cartel operators reportedly can quickly clone a phone they deem suspicious for deeper data mining.

The information is relayed to a central network of radio, phone, and database operators, similar to a 911 call center. Authorities share grave concern about how CDN-Los Zetas has created a database which mimics government ones loaded with property records, license information, and other contents.

Gov. Newsom - who is facing a recall election - declares California will pay off ALL unpaid rent for lower income households accrued during pandemic using $5.2billion 'forgiveness' pot

Gavin Newsom has announced that California will pay off all unpaid rent accrued during the pandemic using a $5.2 billion federal pot 'on a scale never seen before in the US.'

The Governor, who is facing a recall election expected in the fall, is also likely to extend a ban on evictions for unpaid rent beyond June 30 - a pandemic-related order that was meant to be temporary but is proving difficult to undo.

'California is planning rent forgiveness on a scale never seen before in the United States,' Newsom wrote on Twitter Monday night, quoting a New York Times article.

The 53-year-old Democrat, who finds his state flush with unused federal Covid relief cash and surplus tax income, is also going to splash another $2 billion to cover the costs of electricity and water for lower income households.

Announcing the measures last week, Newsom said: 'Anybody that's been impacted by this pandemic that can't pay their rent, we will pay 100 percent of your rent going back to April of last year.

'Anybody that's impacted by this pandemic that can't pay their rent and can't afford their water bill or their utility, California will pay those bills.'

California had anticipated dire budget shortfalls when Newsom announced lockdowns last year.

But the state, like many others, finds itself with more money than expected after Congress bailed out local governments from federal coffers.

California is poised to cover not just unpaid rent, but also another $12 billion back to taxpayers through stimulus checks worth $600 to millions of middle-class citizens.

Such is the abundance in funds sloshing around, Republican lawmakers in D.C. have argued that the Biden administration should recoup some of the surplus for its planned infrastructure upgrades.

California's budget has also been buoyed by the tech boom amid the pandemic, with some of the state's top earners helping to pump the treasury full by selling their stocks and mansions.

The state relies heavily on the incomes of the wealthy and achieves surpluses in years when the market does well - which it did, particularly for Silicon Valley, throughout 2020.

The rental relief programme is going to be available to residents who earn no more than 80 percent the median income in their area and who can prove financial hardship amid the pandemic.

In San Francisco, a family of four would have to earn less than $146,350 to qualify.

Newsom has been meeting with legislative leaders privately to negotiate the allocation of the state's $260 billion operating budget, with a raft of generous measures on the table including a brand new education bill, buying hotels and apartments for the homeless and to waive traffic violation fines for poor people.

The Governor and the executive branch are fine tuning their rental scheme, but it promises to be a colossally generous programme.

'Nationwide this is certainly the largest rent relief there's ever been,' Russ Heimerich, a spokesman for the California Business, Consumer Services and Housing Agency, told The New York Times. 'The big question is can we spend it all.'

California has $5.2 billion to pay off people's rent, money from multiple aid packages approved by Congress.

That appears to be more than enough to cover all of the unpaid rent in the state, according to Jason Elliott, senior counselor to Newsom on housing and homelessness.

But the state has been slow to distribute that money, and it's unlikely it can spend it all by June 30.

A report from the California Department Housing and Community Development showed that of the $490 million in requests for rental assistance through May 31, just $32 million has been paid. That doesn't include the 12 cities and 10 counties that run their own rental assistance programs.

Ninth Circuit Blocks District Court Ruling Against CA ‘Assault Weapons’ Ban

On Monday the United States Court of Appeals for the Ninth Circuit temporarily blocked a district court ruling that would have prohibited the enforcement of California’s “assault weapons” ban.

On June 4, 2021, Breitbart News reported that Judge Roger T. Benitez ruled against the ban.

In so doing, Benitez noted:

The Second Amendment elevates above all other interests the right of law-abiding, responsible citizens to use arms in defense of hearth and home.’ Heller, 554 U.S., at 635. The Supreme Court clearly holds that the Second Amendment protects guns commonly owned by law-abiding citizens for lawful purposes.

He added:

And although the Supreme Court cautioned that the Second Amendment does not guarantee a right to keep and carry “any weapon whatsoever in any manner whatsoever and for whatever purpose,” Heller, 554 U.S., at 626, lower courts have often cited this proviso about extreme cases to justify gun laws in average contexts. There is no evidence that the Supreme Court intended that language to be a license to avoid its common sense holding in average contexts.

Benitez gave California Attorney General Rob Bonta a 30-day time frame in which to appeal the District Court ruling but noted that after 30 days an injunction against enforcing the ban would be in place.

Bonta appealed the ruling and on June 21, 2021, a three-judge panel of the Ninth Circuit blocked Benitez’s injunction pending the result of Bonta’s appeal. The three judges are Clinton-appointee Barry G. Silverman, Obama-appointee Jacqueline Nguyen, and Trump-appointee Ryan D. Nelson.

The Ninth Circuit ruled: “The district court’s June 4, 2021 order and judgment are stayed pending resolution of Rupp v. Bonta. The stay shall remain in effect until further order of this court.”

The Firearm Policy Coalition responded to the Ninth Circuit’s ruling:

The first duty of our federal courts is to uphold the Constitution and protect the People’s fundamental rights enshrined therein. But today, as it has too many times before, the fanatically anti-Second Amendment Ninth Circuit Court of Appeals elected to disregard that fundamental duty, ignore the text and public meaning of our Constitution, and fail the very People they swore an oath to serve.

If this case were about a similarly broad abortion ban, restrictive immigration policy, or reduction of voting rights, just to name a few examples, there is no question that the Ninth Circuit’s decision here would have gone the other way. Just as Justice Clarence Thomas accurately explained in his 2018 dissent from denial of certiorari in Silvester v. Becerra—the first-ever federal Second Amendment trial victory that the Ninth Circuit outrageously reversed based on its own (anti-rights) “common sense” rather than the Constitution and Supreme Court’s D.C. v. Heller decision—“the right to keep and bear arms is apparently [the Supreme] Court’s constitutional orphan. And the lower courts seem to have gotten the message.”

The case is Miller v. Bonta, No. 21-55608 in the U.S. Court of Appeals for the Ninth Circuit, and previously No. 3:19-cv-01537 in the U.S. District Court for the Southern District of California.

Schumer, Manchin strike deal ahead of election bill vote

Sen. Joe Manchin (D-W.Va.) said Tuesday that he will vote in favor of advancing a sweeping election bill, after striking a deal with Senate Majority Leader Charles Schumer (D-N.Y.) on a compromise proposal.

Schumer, speaking to reporters following a closed-door caucus lunch, announced that he and Manchin had reached an agreement. Under the deal, Manchin will provide the 50th Democratic vote on advancing the For the People Act later Tuesday, even though the measure will fall short of the 60 votes needed due to GOP opposition.

"We worked it out," Schumer told reporters.

In exchange for voting "yes" on Tuesday, Schumer said that if Democrats are able to advance to floor debate on the bill something they won't be able to do because of across-the-board Republican opposition he will give Manchin a vote on his proposal as an amendment.

“Over the past month, I have worked to eliminate the far reaching provisions of S.1, the For the People Act – which I do not support. I’ve found common ground with my Democratic colleagues on a new version of the bill that ensures our elections are fair, accessible and secure," Manchin said in a statement.

"Today I will vote ‘YES’ to move to debate this updated voting legislation as a substitute amendment to ensure every eligible voter is able to cast their ballot and participate in our great democracy," he added.

The For the People Act is a sweeping bill that in addition to setting national voting standards would also change the composition of the Federal Election Commission, add new restrictions on congressional redistricting, overhaul campaign finances and include new ethics rules for the president and vice president.

Manchin has said he can't support the bill as it was introduced. Instead, he circulated a list of what he can and cannot support. He said supports making Election Day a public holiday, mandating at least 15 consecutive days for early voting in federal elections, banning gerrymandering and making voter registration through state motor vehicle departments.

Manchin is also ready to back tighter campaign finance requirements currently in the For the People Act, including requiring online and digital ads to disclose their source similar to TV and radio ads, imposing tighter ethics requirements for presidents and vice presidents, and requiring campaigns and committees to report foreign contacts.

But he’s also recommending jettisoning one of the more controversial parts of the bill – public financing of campaigns. While he supports absentee voting he doesn’t go so far to endorse no-excuse absentee voting and, in a move likely to upset some Democrats, Manchin is proposing voter ID requirements with the possibility of alternatives such as a utility bill to provide proof of identity in order to vote.

Ex-White House Military Aide and Maryland Businessman Sentenced to Over 8 Years in Prison for Operating Fraudulent Eb-5 Visa Scheme

NEW ORLEANS – U.S. Attorney Duane A. Evans announced that businessman WILLIAM B. “BART” HUNGERFORD, JR., age 60, of Maryland, and ex-White House military aide and former U.S. Air Force colonel TIMOTHY O. MILBRATH, age 65, also of Maryland, were sentenced today for running a scheme to defraud investors during defendants’ operation of the New Orleans EB-5 Regional Center after Hurricane Katrina. U.S. District Judge Greg G. Guidry sentenced HUNGERFORD and MILBRATH each to 102 months in prison.

After a three-week trial before Judge Guidry that concluded in September 2019, a federal jury found HUNGERFORD and MILBRATH guilty on all counts of the superseding indictment. Although trial was completed in September 2019, an in-person sentencing could not be held due to the COVID-19 pandemic. The charges stemmed from the defendants’ exploitation of the U.S. Citizenship and Immigration Services’ (USCIS) EB-5 visa program. Congress created this program to bring investment into the United States and to create American jobs. The visa program permits immigrants to invest a minimum of $1,000,000.00 in a United States job-creating enterprise and obtain permanent residency if, after two years, that investment created or preserved ten American jobs. The minimum investment required was lowered to $500,000.00 if the investment was made in a targeted employment area (“TEA”), defined as an area with an unemployment rate of 150% of the national average.

The evidence at trial established that HUNGERFORD and MILBRATH formed NobleOutReach, LLC, to operate an EB-5 investment fund. The defendants then persuaded the City of New Orleans to allow their company to run the City’s EB-5 regional center. Because New Orleans was a designated TEA in the years after Hurricane Katrina, immigrant investors only had to invest $500,000.00 in order to qualify under the EB-5 visa program. HUNGERFORD and MILBRATH represented to investors that their $500,000.00 investment would be used to create jobs in New Orleans and contribute to the rebuilding of the City. A total of 31 immigrants invested a total of $15.5 million in the defendants’ investment fund. These immigrants also paid thousands of dollars in addition as “service fees” to the defendants. Along with another non-immigrant investor who also invested with the defendants, HUNGERFORD and MILBRATH obtained a total of $18,070,000.00 from investors.

However, instead of investing these funds into New Orleans-based job-creating enterprises, HUNGERFORD and MILBRATH fraudulently misappropriated investor funds for their own personal gain. HUNGERFORD and MILBRATH wrote themselves checks drawn from investor funds which they disguised as “loans” or “loan repayments.” The evidence showed that the defendants created multiple companies in order to conceal the path of investor funds and misappropriate them. The defendants also spent investor funds to purchase vacation and rental properties for their own benefit. During the perpetration of the fraud, the defendants made false representations to investors, USCIS, and the City of New Orleans.

Judge Guidry sentenced the defendants to 102 months as to each Count 1 (conspiracy to commit wire fraud), Count 3 (conspiracy to commit money laundering), and Counts 4 through 9 (wire fraud). As to Count 2, conspiracy to commit immigration fraud, Judge Guidry sentenced the defendants to the statutory maximum of 60 months in prison. He also sentenced HUNGERFORD and MILBRATH each to two years of supervised release. Judge Guidry agreed to take the Government’s motions for restitution and for a preliminary order of forfeiture under submission to be determined at a later date.

“Today’s sentence sends a clear message to criminals who commit fraud against anyone, including aspiring U.S. citizens, that they will be held accountable. The economic crimes committed by Timothy Milbrath and William "Bart" Hungerford are most egregious and grossly impacted the New Orleans economy and investors hopeful of the American dream. The FBI is committed to rooting out and aggressively pursuing dishonest businesspeople like Hungerford and Milbrath,” said Special Agent in Charge Douglas Williams, Jr. "I would like to thank the U.S. Attorney’s Office, and US Citizenship and Immigration Service (USCIS) for the tremendous effort and work put forth in this investigation."

Pfizer COVID-19 vaccine linked to rare blood disease - Israeli study

A spokesperson from the hospital stressed that this study, which was very small, should in no way deter people from vaccinating and encouraged anyone who has not yet been inoculated to get the jab.

The Pfizer coronavirus vaccine has been linked to an increased chance of developing thrombotic thrombocytopenic purpura (TTP), a rare blood disorder, Israeli researchers said Monday.

TTP is an autoimmune disease that causes blood clots to form in various organs of the body. According to the National Institutes of Health, these clots can limit or block the flow of oxygen-rich blood to key organs like the brain, kidneys and heart, resulting in serious health problems.

Researchers from the Institute of Hematology at Shamir Medical Center said they were alerted to the problem after seeing a sudden increase in TTP in the country – four cases detected in one month compared to two or three cases per year.

The medical team said they found a “chronological connection” between the vaccination of the patient and the onset of symptoms of the disease. They stressed that these are both new patients and patients whose disease flared up after a long period of remission.

The Health Ministry is currently evaluating the research and until the evaluation is complete, the doctors were asked not to interview.

As a result of their research, the medical team, led by Dr. Maya Koren-Michowitz, head of the Hematology and the Translational Hemato-Oncology Laboratory, recommended that people who have had TTP only get vaccinated with special permission from their doctor – and if they do vaccinate, to have a follow-up clinical evaluation.

“Physicians and patients need to be alert to the clinical symptoms: weakness fatigue, neurological disorders, hemorrhage and chest pain,” the team said in a release.

They also called on “healthy people” who are vaccinated to be vigilant and seek medical help immediately if symptoms appear. Early diagnosis and modern treatments have increased TTP patient survival rate from 10% in the past to 80% today.
