Getting cannabis regulations wrong comes at a high cost, as California’s $100 million fund to help floundering marijuana businesses has made clear.

The largest U.S. state earmarked money last week to aid companies that are struggling financially in large part because of bureaucratic delays and missteps in transitioning them from temporary licenses into more stringent permanent ones. It’s a cautionary tale for other states that are figuring out how to balance social-equity provisions, tax rates and competing with an illicit market valued at $66 billion last year, according to New Frontier Data.

While California’s 15% tax on legal marijuana has been blamed for pushing consumers to the illicit market, it’s clear that much more has gone wrong. Legalization, which began in 2016, has been messy with rules varying by city and county. The process has also been slow and expensive. That weighed most on small operators, thus many haven’t transitioned to the regulated recreational market, which has more potential than medical.

Steve Allan, chief executive officer of the Parent Company, which has acquired several cannabis firms in California, estimated that only about 700 of the state’s roughly 10,000 dispensaries have become fully legal and regulated. That’s left a swathe of companies in a gray area. Others have tried to make the transition, but are still struggling with the process, he said.

Brazilian court clears ex-President Lula of corruption charges in another legal win

Brazil’s former leftist president, Luiz Inacio Lula da Silva, scored a fresh legal victory on Monday after a federal court acquitted him of passive corruption charges relating to alleged political favors, citing lack of evidence.

In 2017, Lula was accused of having granted political favors to automobile companies in exchange for donations of 6 million reals (around $1.2 million) to the campaign of his Workers' Party (PT). The charges against the ex-president and other officials were filed after ‘Operation Zelotes’, which was launched by police to investigate alleged fraud and bribery in the sector.

But on Monday, federal judge Frederico Viana ruled that the case against the former president “lacks elements” that can substantiate any conviction against him and the other defendants.

“It is prudent and reasonable to pronounce an acquittal” of the ex-president, his former chief of staff, Gilberto Carvalho, and five other officials and businessmen, the judge said.

During his testimony last year, Lula denied the accusations, insisting that he never did any favors for the automobile firms.

In March, the court annulled all sentences handed to the 75-year-old political veteran under ‘Operation Lava Jato’ (‘Car Wash’) – a major anti-graft investigation in which three ex-presidents and numerous officials were indicted.

That ruling gave Lula the right to run for president again in 2022. He hasn’t yet announced plans to join the race, but recent polls put him ahead of Brazil’s current leader, Jair Bolsonaro, by 41% to 23% in the first round.

Lula remains highly popular in the country, which underwent a period of rapid economic growth during his years in office from 2003 to 2010, and saw millions escape poverty through his welfare programs.

Oxford University may enlist ‘SENSITIVITY READERS’ to censor student publications to protect readers from being offended – media

The Oxford University Student Union is reportedly looking to ideologically sanitize the school’s media outlets, including the century-old Cherwell newspaper, by employing “sensitivity readers” to censor problematic content.

Oxford’s governing student council overwhelmingly passed a motion last month to allow the student union (SU) to set up a “student consultancy of sensitivity readers,” who would be elected and paid to screen articles by Cherwell and other outlets, the Telegraph reported on Sunday. Readers would block the publication or broadcast of “problematic” content, such as articles they deem to be “implicitly racist or sexist.”

Jacquelyn M. Kasulis has begun serving as Acting United States Attorney for the Eastern District of New York, as per the Vacancies Reform Act. Ms. Kasulis was sworn in today by Chief Judge Margo K. Brodie, United States District Court Judge for the Eastern District of New York. Ms. Kasulis was also appointed First Assistant U.S. Attorney as per the Vacancies Reform Act and will continue to hold that position as well. Ms. Kasulis has served as the Chief Assistant United States Attorney since March 2021. In that role she has been second-in-command of the U.S. Attorney’s Office and responsible for overseeing the Criminal, Civil, Administrative and Appeals Divisions and the day-to-day operations of the Office, including the Office’s COVID-19 response. Ms. Kasulis succeeds Mark J. Lesko who will soon be appointed Acting Assistant Attorney General for the Department of Justice’s National Security Division.

Ms. Kasulis joined the U.S. Attorney’s Office in January 2008 and has served in the General Crimes, Organized Crime, and Business & Securities Fraud Sections. From September 2014 to November 2015, Ms. Kasulis served as Deputy Chief in General Crimes for the Office. She later served as Deputy Chief in the Business & Securities Fraud Section from November 2015 to March 2017 and was appointed Chief of the Business & Securities Fraud Section in March 2017.

Ms. Kasulis began serving as Acting Chief of the Criminal Division in March 2019 and was appointed Chief of the Criminal Division in June 2019. She established and supervised the Office’s Bank Integrity Task Force. She was also selected to be a member of the Department of Justice’s Criminal Chiefs Working Group.

Ms. Kasulis led the Office’s investigation and prosecution of three individuals, including two former Goldman Sachs bankers and a wealthy Malaysian financier, for their participation in a multi-billion dollar money laundering and bribery conspiracy related to 1 Malaysia Development Berhad (lMDB), Malaysia’s investment development fund. In October 2020, Goldman Sachs entered into a three-year deferred prosecution agreement and one of Goldman Sachs’ Malaysian subsidiaries pleaded guilty to a one-count criminal information charging conspiracy to violate the anti-bribery provisions of the Foreign Corrupt Practices Act. As part of that resolution, Goldman Sachs admitted to paying over $1.6 billion in bribes to high-ranking Malaysian and Abu Dhabi officials to obtain lucrative business deals, including underwriting three bond deals between 2012 and 2014 that totaled $6.5 billion, of which $2.7 billion was embezzled. Goldman Sachs agreed to pay $2.9 billion in penalties with $1.2 billion paid to the United States Treasury as part of a global resolution with eight different foreign and domestic authorities. The Goldman Sachs resolution represents the largest penalty ever paid to U.S. authorities in a foreign bribery case; the most civil and criminal authorities to ever coordinate on any corporate resolution; and the most bribes paid in a foreign bribery scheme prosecuted by the United States.

Ms. Kasulis was the lead Assistant U.S. Attorney in United States v. Martin Shkreli, a high-profile six-week trial in the summer of 2017. Shkreli was charged in four interrelated fraud schemes that resulted in over $20 million in losses to investors, including two fraud schemes related to hedge funds he founded and ran and two additional frauds related to a pharmaceutical company Shkreli founded. Shkreli was convicted of three of the four fraud schemes and sentenced to seven years’ imprisonment.

Additionally, Ms. Kasulis led the investigation and prosecution in United States v. Bandfield, et al., in which 10 defendants and six corporations were charged with orchestrating a massive offshore securities fraud, money laundering and tax evasion schemes. As part of that scheme, the defendants laundered approximately $250 million in securities fraud proceeds and were involved in approximately 40 “pump and dump” schemes. The case represents the first criminal prosecution under the Foreign Account Tax Compliance Act (FATCA).

In United States v. Mitchell, et al., Ms. Kasulis participated in the investigation and prosecution of the Executive Chairman of Forcefield Energy, a NASDAQ-listed company, and nine other individuals including five registered broker dealers for their role in a $131 million market manipulation scheme involving a network of corrupt investors, stock promoters and broker dealers. In United States v. Peister, Ms. Kasulis led the prosecution and conviction of an investment fund manager who defrauded approximately 75 investors by orchestrating a $17 million Ponzi scheme on Long Island.

The Medicines and Healthcare products Regulatory Agency (MHRA) said it had received 2,734 reports linked to the AstraZeneca jab up to May 17.

Another 1,158 reported menstrual changes after receiving Pfizer's and a further 66 were linked to the recently deployed Moderna jab.

Experts said the number of women suffering from period problems will 'definitely' be higher because many don't take the time to report them through official channels.

The figures, obtained by the Sunday Times, have raised questions about why menstrual changes are not included on the MHRA's list of potential Covid jab side effects.

But the regulator said a review into the issue concluded that the symptoms were not happening more frequently in newly vaccinated women than the general population. It said it would continue to 'closely monitor' the situation.

MHRA chief executive Dr June Raine said: 'Alongside the independent experts of the Commission on Human Medicines and members of its Medicines for Women's Health Expert Advisory Group, we have reviewed reports of menstrual disorders and unexpected vaginal bleeding, suspected as adverse reactions to vaccination.

'The current evidence does not suggest an increased risk, following vaccination, with the UK's three Covid vaccines.

'The number of reports is low in relation to the number of women who have had the vaccine to date and the background rate of menstrual disorders generally.

'We continue to closely monitor these reports for potential signals.'

Kiev’s Desperate Attempts To Provoke New War In Ukraine: 4 DPR Soldiers Killed Near Donetsk

According to the reports of the People’s Militia of the Donetsk People’s Republic (DPR), on June 21, in the north-western suburbs of the city of Donetsk, four DPR soldiers were killed and five more were injured as a result of shelling by Ukrainian troops.

“Today, at 10.10 a.m., as a result of mortar fire on the positions of the People’s Militia units near the Lozove settlement, three of our servicemen were killed by the 28th separate motorized infantry brigade of the Armed Forces of Ukraine and another was seriously wounded,” the report reads.

According to the reports of the local Ministry, after the shelling, at 1.30 p.m. an ambulance with the evacuation group that transported the wounded and the bodies of the dead was fired from the UAF positions in the settlement of Krasnogorovka. As a result, one DPR soldier was killed and four others were injured.

The UAF opened fire despite the ceasefire proclaimed in coordination with the Ukrainian representative office in the Joint Control and Coordination Commission.

Apparently, the Ukrainian command is desperate to provoke a response from its enemies in order to attract once again the fading attention of its NATO allies.

However, the recent events on the frontlines in Eastern Ukraine, as well as the updated format of the international discussion between the US and Russia, led to the fact that the perception of those considered as allies by the Ukrainian Nazis has changed.
