Federal Report Reveals University Of Virginia Staff Allegedly Advised Other Colleges On How To Scam Taxpayers

University of Virginia (UVA) staff helped advise other universities on how to illegally avoid returning excess grant funding to the federal government and discussed the potential consequences if the public became aware of the scheme, according to an investigative report from the Department of Education that was obtained by the Daily Caller.

UVA agreed to pay $1 million to settle claims that it did not properly account for discounts it received on equipment and material it purchased with federal grant money and failed to return the excess funds, the Justice Department announced in June 2020.

A Freedom of Information Act (FOIA) request to the Department of Education revealed that federal officials also allegedly uncovered internal communications between UVA executives discussing “in plain terms the illegality of their actions” and the ramifications if the scheme became “front page news.

The investigation revealed that UVA staff had also “advised other post-secondary institutions” on how to avoid returning excess grant funds so the colleges could instead keep the money, a violation of the False Claims Act, according to the report.

In August 2015, officials interviewed UVA’s procurement specialist, who disclosed the failure to pass along millions of dollars in discounts UVA received for materials purchased with the federal funding to the government.

The report said UVA was obligated to a total of $682,469,033 in direct-funded grants between fiscal year 2013 and 2017, but investigators could not determine an exact loss in federal funds due to the university’s complex accounting system.

The Caller asked UVA whether any of the staff involved in the scheme that were mentioned in the Department of Education’s report were held disciplined.

“The University is pleased to have resolved this matter with the federal government,” a UVA spokesperson responded. “The University takes seriously its responsibility to be a good steward of federal funds and addressed areas of potential disagreement regarding accounting for rebates and credits for the time period between 2009-2017. The University has fully cooperated with the investigation and implemented new policy changes to our accounting practices.”

The False Claims Act prohibits educational institutions and other entities from submitting false claims to the government or knowingly making false records to get a false claim paid by the government. The law also creates liability for entities that avoid paying money to the government.

Do we have the Cuomo of the Midwest? National Review seems to think so and for good reason. Gretchen Whitmer pretty much toed the same line as Cuomo when it came to COVID, taking power-grabbing for a spin and also packed nursing homes like sardines with COVID-infected patients:

In Michigan, the more than 5,500 deaths in long-term-care facilities account for a third of COVID deaths in the state — as far as we know, given lack of transparency from both Whitmer and the state Health Department.

Whitmer refused to back down for months from her initial executive order instructing nursing homes and other similar facilities to take on hospital patients with COVID-19. The governor was warned early on by the head of the state’s elder-care association not to do this, but she did so anyway. And she continued the misguided policy, despite several bipartisan attempts from the Michigan legislature to alter the mandate.

It wasn’t until late September that she changed course — and not until November that she signed legislation making it official.

Cuomo initially had a similar nursing-home policy to Whitmer’s, but notably altered his order in May 2020 after intense pushback. At least he was willing to acknowledge his error. Michigan’s governor refused to back down.

I have no idea if cruise line operators read this site, but I'd like to throw something "crazy" out there.

The situation at the US border shows us that an unaccompanied minor which the deep state apparently wants in the country for all sorts of nefarious reasons, can travel freely with no ID, no PCR test, no vaccine etc.

I think that cruise operators ought to start providing cruises for regular US nationals that don't demand vaccines, COVID testing etc. Simply speaking English like a native and having a valid means of payment and perhaps an address should be enough especially if people will not be disembarking in foreign countries.

All that should be asked prior to boarding is the easily observed status of the person's health. Anyone that is obviously sick should be denied boarding until well. And I'm not talking an allergy or minor issue. Things like a hacking cough, vomiting, and diarrhea would be obvious disqualifications and hard to hide anyway. Plus, most people wouldn't want to take a trip in that condition anyway.

A cruise ship has the advantage that people can't easily leave. Given the duration of cruises there is little risk of an apparently well person in some sort of prodromal stage for an illness not showing any symptoms prior to debarking either back at the port of origin or else at a destination far away. If someone starts being sick on board, it should be possible, I would hope, to have a cabin or two designed to house them without exposing others with proper air circulation, etc.

I think a cruise operator, travel agency or some such with the moxie to do this would simply make a MINT from the revenue. All that stimulus money sitting in bank accounts and all sorts of people wanting a relaxing way to visit with others plus travel in the sun and sea.

If deep state criminals get to put their evil economy ahead of considerations like SARS-Cov-2, passports, etc. then legitimate businesses should be able to as well.
