In a statement Saturday, Visa said that any cards issued by financial institutions outside of Russia will also no longer work within the country.

"With this action, cards issued by Russian banks will no longer be supported by the Mastercard network. And, any Mastercard issued outside of the country will not work at Russian merchants or ATMs" the company said.

With this latest escalation in Russia's comprehensive expulsion from the western financial system, expect a surge in usage for China's UnionPay credit card system as millions of former Visa/MC users in Russia look east.

The Mir payment system was introduced in 2015 after clients of several Russian banks were temporarily unable to use Visa and Mastercard due to US sanctions. Russia has issued 37 million Mir cards as of June 2018. That said, as IIF chief economist Elina Ribakova notes, "It will be an uphill battle to have MIR (ironically translates as either “world” or “peace”) from 24% to 100% of domestic card volume. Putin Seeks to Avert Defaults With Ruble Payments to Creditors

Russia and Russian companies will be allowed to pay foreign creditors in rubles, according to a decree signed by President Vladimir Putin on Saturday, as a way to stave off defaults while capital controls remain in place.

The decree establishes temporary rules for sovereign and corporate debtors to make payments to creditors from “countries that engage in hostile activities” against Russia, its companies and citizens. The government will prepare a list of such countries within two days. Russian corporate bonds denominated in foreign currencies have plunged to deeply distressed levels in recent days as investors weighed the impact of sanctions imposed on the country in the wake of its invasion of Ukraine. The Russian government responded to the sanctions by reducing dramatically access to foreign currencies, which could restrict the ability of bondholders to receive interest and principal payments. Separately, clearing houses Clearstream and Euroclear stopped accepting the ruble as settlement currency and have excluded all securities issued by Russian entities from all Triparty transactions, barring a traditional channel used to make payments to bondholders. According to Saturday’s decree, payments will be considered executed if they are carried out in rubles at the Central Bank of Russia’s official rate. Debtors can ask a Russian bank to create a special “C” ruble-denominated account in the name of foreign creditors for settlement, while local creditors will be paid through Russian depositories. The rule applies to amounts in excess of 10 million rubles ($81,900) per month.

On March 2, Russia made payment on a 11.2 billion ruble coupon for 339 billion rubles of bonds known as OFZs due February 2024. While Russia’s National Settlement Depository received the money, foreign bondholders weren’t paid because of the central bank’s order barring foreign payments. That triggered a debate over whether or not that constituted a default. While some of Russia’s foreign sovereign bonds allow payments in rubles, the new measure could still pose a problem for holders of credit-default swaps, which are used as insurance in case of a default.

Russia has $117 million worth of coupons on dollar bonds coming due on March 16 that don’t have the option to be paid in rubles, the JPM strategists said. The CDS cover a gross $41 billion of Russian debt, according to the Depository Trust & Clearing Corp.

Shell pledged on Saturday to put any profits it makes from the purchase of Russian oil into a special fund to assist Ukrainians after receiving intense backlash for buying a Russian oil shipment.

In a statement posted on Twitter, the oil company said it would “commit profits from the limited amount of Russian oil we have to purchase to a dedicated fund” and would coordinate with humanitarian agencies and partners for how to distribute the money.

Russian Banks Turn to China as Visa, Mastercard Suspend Business

Sberbank, Alfa working on cards using Chinese, Russian systems. Bank of Russia is also easing banks’ reporting requirements.

Sberbank PJSC said it’s looking at the possibility of issuing cards using Russian payments system Mir and China’s UnionPay after Visa Inc. and Mastercard Inc. suspended operations following the invasion of Ukraine.

The move could allow Russians to make some payments overseas, with UnionPay operating in 180 countries and regions. Visa and Mastercard said that any transactions initiated with their cards issued in Russia will no longer work outside the country from March 10.

Cards issued by domestic banks will continue to work in Russia using its payment system. Russia’s biggest lender Sberbank said it would announce timescales later.

Visa and Mastercard have joined the list of international companies suspending activities in Russia in response to President Vladimir Putin’s invasion of Ukraine. The move further isolates Russia’s economy. Cards issued outside of Russia won’t work at ATMs or merchants inside the country, the firms said.

Russia’s largest non-state lender Alfa-Bank JSC is already working on offering cards with UnionPay.

State-owned UnionPay is the provider of most card payments in China. UnionPay did not immediately respond to emails and phone calls outside of normal office hours. Tinkoff Bank said it currently isn’t issuing such cards, but will start to do so as it’s soon as possible. Raiffeisen Bank International AG’s Russian business said on its website that it was considering the problem. The Bank of Russia is also temporarily reducing the amount of information commercial banks are required to publish in an effort to limit the risks from international sanctions. Starting with statements for February, banks will no longer have to release accounts prepared to national standards or make any additional disclosures on their websites, the central bank said in a statement.

The central bank of Russia advised its citizens to use cash abroad. It said Mir cards could also be used in Turkey, Vietnam, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan and the breakaway territories of South Ossetia and Abkhazia.

PwC Cuts Ties to Russia

PricewaterhouseCoopers LLP told employees Sunday that it would cut ties from the accounting giant’s Russian operations in response to the “senseless war” against Ukraine.

“We have decided that, under the circumstances, PwC should not have a member firm in Russia and have agreed with PwC Russia that it will leave the PwC Network,” Bob Moritz, the firm’s global chairman, wrote in an email to staff. “We know this is the right thing to do, but that doesn’t make it easy.”

PwC said it has 3,000 partners and staff in the country, where it has operated for more than 30 years. PwC Russia is locally owned but has participated in the firm’s network, collaborating on client work.

“They did not ask for this senseless war,” Mr. Moritz wrote.

Mr. Moritz also told employees that all PwC member firms would stop working with any Russian entities or individuals subject to sanctions.

“Our main focus at PwC continues to be doing all we can to help our Ukrainian colleagues and support the humanitarian efforts to aid the people of Ukraine who have been devastated by this invasion,” a PwC spokeswoman. “We are also committed to working with our colleagues at PwC Russia to undertake an orderly transition for the business and with a focus on the well being of our 3,700 colleagues in PwC Russia.”

Netflix Is Shutting All Services in Russia After Ukraine War

Netflix Inc. is shutting its operations in Russia, one of the largest media companies to pull out of the market following the attack on Ukraine.

No new customers will be able to sign up and it’s unclear what will happen with existing accounts, the company said. The service has more than 1 million customers in Russia. Netflix, which has been operating in Russia through a joint venture with National Media Group, joins a growing list of companies from Apple Inc. to Ikea in suspending or terminating their businesses in the country after its invasion of Ukraine last month. Several Hollywood studios have also paused the release of movies in Russia.

The streaming giant said previously it won’t be carrying required Russian news channels on its local-language service in the country and has also paused all projects and acquisitions from Russia, including four Russian original programs in production.

Shock Commodities Spike Threatens to Push Yen to Six-Year Low

The headwinds for yen are getting stronger and threaten to push the currency to a six-year low against the dollar.

A spike in global commodity prices spurred by Russia’s invasion of Ukraine is likely to worsen Japan’s trade deficit as the country is a net oil importer and may push the yen to 120 per dollar this year, according to Mitsubishi UFJ Morgan Stanley Securities. Mizuho Bank Ltd. and TD Securities both predict the currency will weaken to 117 by the end of June, from 114.82 on Friday. Higher prices for commodities combined with widening U.S.-Japan rate spreads on expectations of higher U.S. interest rates while the Bank of Japan stays dovish are also weighing on the yen’s outlook.

“The biggest side-effect from the Ukraine situation is the rise in commodities, which deteriorates Japan’s terms of trade by expanding trade deficits,” said Daisaku Ueno, chief currency strategist at Mitsubishi UFJ Morgan Stanley in Tokyo. “On top of that, the U.S. looks set to raise rates this month, which widens rate differentials and leads to dollar buying as the BOJ isn’t expected to shift policy under such circumstances.”

The yen may weaken to 116 per dollar by mid-year and to 117 by the end of 2022, Ueno said, adding that the currency may decline to 118 to 120 this year. The pair’s option implied volatility is signaling a 51% probability the currency will reach 118 by end-June, with a 29% chance of it hitting 120.

The dollar-yen’s bull trend remains intact after it bounced off support at its 100-day moving average toward the end of February, A breach of resistance at 116.35, the Jan. 4 high, paves the way for the pair to push even higher.

The yen has declined about 2% in the past three months, the fourth-worst performance among its Group-of-10 peers, hurt by 2.2 trillion yen trade deficit in January, the highest in eight years. The shortfall may widen even further after crude oil surged past $110 a barrel last week

Unlike the Federal Reserve, which is expected to start a rate-hike cycle this month, *BOJ Governor Haruhiko Kuroda said Feb. 10 there’s “no chance” that monetary easing will be reduced.
