House Republicans on the Natural Resources Committee are raising the alarm about a Biden administration initiative they said could lead to expanded protections for the gray wolf species, despite opposition from farmers and western states.

Committee Republicans led by Chair Bruce Westerman, R-Ark., informed Fish and Wildlife Service (FWS) Director Martha Williams that they were probing her agency's National Dialogue Around Working Landscapes and Gray Wolves and Thriving Communities and Cultures, an initiative unveiled in December. The lawmakers said oversight was necessary given the significant effect of listing the gray wolf.

"The facts are clear regarding the listing status of the Gray Wolf in the lower-48 states — the species is recovered, should be delisted, and management should be returned to the states," Westerman and eight fellow Natural Resources Republicans wrote in a letter to Williams on Thursday. "Delisting the gray wolf in the lower-48 states has traditionally garnered bipartisan support."

"Yet under the vague parameters of the Service’s proposal, the Service could begin to dictate to states what their management approaches should be," they added in the letter. "Perhaps more concerning, they could utilize this proposal as a proxy to relist wolves in the Northern Rockies without the support of the impacted States."

On Dec. 13, FWS launched its gray wolf dialogue initiative to "foster the long-term conservation of wolves and address the concerns of varied communities." The agency said the effort would include discussions involving those who live near wolf populations and those who are interested in preserving the species, and contracting a third-party conflict resolution firm to oversee the initiative.

However, while the agency said the initiative would inform its policies and future rulemaking about wolves, it did not offer any additional details about what it specifically hoped to achieve.

"The Committee is concerned that the 'National Dialogue Around Working Landscapes and Gray Wolves and Thriving Communities and Cultures' could potentially impact areas where wolves are delisted and currently under state management, like in the Northern Rockies Ecosystem," the Republicans wrote in their letter.

A 14-year-old wolf stands on top of her den at the Colorado Wolf and Wildlife Center in the town of Divide.

"States in the Northern Rockies Ecosystem have a proven track record of success in managing healthy wolf populations, with current populations being stable and even slightly increasing year to year," they continued.

For years, environmental and conservation nonprofits have advocated, through both public campaigns and litigation, for FWS to maintain federal protections for the gray wolf under the Endangered Species Act (ESA). Once a species is listed under the ESA, individuals and groups are prohibited from removing, interfering with, hunting or harming it.

According to environmentalists, the gray wolf is vital to ensuring ecosystems are healthy by keeping prey populations in check.

However, western states, in addition to agriculture and livestock industry associations, have argued that gray wolves are already recovered and that any recovery plan should be overseen by state officials who are more informed about the wildlife needs within their borders. As such, in 2020, the Trump administration declared the species fully recovered in the U.S. and delisted it from the ESA.

"After more than 45 years as a listed species, the Gray Wolf has exceeded all conservation goals for recovery," former Interior Secretary David Bernhardt said in a statement at the time. "Today’s announcement simply reflects the determination that this species is neither a threatened nor endangered species based on the specific factors Congress has laid out in the law."

In early 2022, though, a federal district court reinstated the ESA protections in the lower 48 states, a decision that does not impact the Northern Rockies ecosystem. The Republicans on Thursday expressed concern that FWS would pursue further protections for the gray wolf, including in that region, as a result of its dialogue initiative.

The Oregon Supreme Court on Thursday ruled that 10 Republican state senators are ineligible to run for reelection after they participated in a quorum-denying walkout for six weeks last year to stall legislation on abortion, transgender treatments and firearms. The high court decided in favor of Oregon Secretary of State LaVonne Griffin-Valade, who had disqualified the senators from running for office again after voters approved a measure in 2022 to amend the state constitution to ban lawmakers with more than 10 unexcused absences from running again.

The court’s unanimous decision means one-third of the Oregon Senate can’t run for reelection

Republican senators who participated in the longest walkout in state history cannot seek reelection in 2024 or 2026, the Oregon Supreme Court ruled Thursday.

In a unanimous decision, the court rejected arguments from five Republican senators that Measure 113, a voter-approved 2022 law meant to dissuade lawmakers from walking out and shutting down the legislative process, was poorly worded and would give them another term in office. Instead, the court agreed with state attorneys, who urged justices to consider voters’ intent with the 2022 law, which bars any lawmaker with 10 or more unexcused absences from serving another term.

“Because the text is capable of supporting the secretary’s interpretation, and considering the clear import of the ballot title and explanatory statement in this case, we agree with the secretary that voters would have understood the amendment to mean that a legislator with 10 or more unexcused absences during a legislative session would be disqualified from holding legislative office during the immediate next term, rather than the term after that,” the ruling said.

Days after announcing pay raises for employees and stock options for store managers, Walmart has announced plans to remodel hundreds of existing stores and open more than 100 stores over the next five years.

In a blog post Wednesday, John Furner, president and CEO of Walmart U.S., said the company is planning to planning to build or convert more than 150 stores in the next five years, starting with opening two new stores this spring. Both will be the smaller-format Neighborhood Markets, and will open in Santa Rosa Beach, Florida and Atlanta, Georgia.

Walmart is also finalizing construction plans on 12 new projects to start this year, Furner wrote, including converting a smaller location to a Walmart Supercenter.

In addition, Furner said Walmart will remodel 650 existing stores across 47 states and in Puerto Rico over the next 12 months.

What does Walmart's Store of the Future look like?

First announced in 2023, the Store of the Future concept is for brick-and-mortar Walmart stores. Through upgrades and renovations, it aims to "deliver a more modern shopping experience," according to the company.

"Our new and remodeled stores will reflect Walmart's Store of the Future concept, featuring improved layouts, expanded product selections and innovative technology to help our associates better support our customers and make shopping more convenient and enjoyable," Furner wrote.

Inside, the stores will have new paint, new signs and more shopping carts, as well as a new checkout design at the front of the stores. The stores will also be laid out to give more space to both shoppers and employees.

Walmart's pharmacies will be expanded, moving to the front of the store with private screening rooms. The vision centers will also be updated, and will offering an expanded assortment of designer eyeglasses and sunglasses, plus prescription options.

Stores will add corner displays where customers can interact with items, and other departments are pulling big merchandise from boxes and placing them straight onto shelves. Walmart said it is adding "digital touchpoints" throughout stores to provide more information on products and services.

Walmart promises pay raises to new and existing employees, stock options for store managers

Starting Feb. 1, the base pay for Walmart store managers will increase from $117,000 to $128,000 a year, and depending on a store's profit, annual bonuses could reach up to 200% of a store manager's salary. Walmart said it will invest in its non-salary workers by increasing the hourly wage to over $18.

Furner also announced in January that store managers will receive an annual grant of Walmart stock starting in April. The amount is based on store format, and superstore managers, the largest stores that Walmart operates, will receive $20,000 in stock every year.

Last February, while Justin Trudeau pushed back against media investigations into Chinese election interference, citing anti-Asian racism — a brief for Trudeau’s Cabinet confirmed China’s clandestine influence in the 2019 and 2021 federal contests, and that current Members of Parliament were targeted in hostile state activity, and China leverages a “vast range of tools” to undermine “Canadian values, electoral processes, and Charter Rights.”

This definitive confirmation of Ottawa’s awareness of China’s deep attacks in recent Canadian elections comes from a newly released “Canadian Eyes Only” CSIS document called “Briefing to the Minister of Democratic Institutions on Foreign Interference.”

The document dated Feb. 23, 2023, was obtained and first reported on by Stewart Bell of Global News, who used Access to Information law to collect documents on India’s and China’s mounting foreign interference threats.

As Ottawa’s Foreign Interference Commission starts this week with a mandate to discover whether China interfered in the past two federal elections, the documents obtained by Bell and reviewed by The Bureau, broadly confirm much of the reporting on China’s interference started by Global News in November 2022, and later followed by Globe and Mail reporters in Ottawa.

Much of the leaked, sensitive evidence that informed those reports — and continues to be collected and reported on by The Bureau — stems from the challenges that Canadian intelligence agents say they face, in providing documented alerts and in-person “defensive briefs” to senior Canadian politicians regarding their vulnerability to influence agents from China.

But according to The Bureau’s national security sources, foreign interference has been enabled to run rampant and endanger Canada’s sovereignty, because for too long, powerful Canadian officials have neglected CSIS’s increasingly serious warnings.

A stunning figure revealed in the the Feb. 23, 2023 intelligence prepared for Trudeau’s cabinet minister — asserts that CSIS has provided “defensive briefs” on Foreign Interference to 117 Canadian elected officials since May 2021, including 71 MPs, 15 Federal Ministers, and 5 Senators.

The declassified documents obtained by Stewart Bell indicate that CSIS director David Vigneault provided the February 2023 brief, which says the People’s Republic of China “is by far the most significant threat” to Canadian elections, among India and several other unidentified states. Vigneault is scheduled to testify today in Ottawa’s Foreign Interference Commission hearings, which are examining how much information can be shared with the Canadian public, according to government experts.

“Recent media reporting in Global News and The Globe and Mail has brought increased attention to PRC FI [Foreign Interference] efforts in Canada, particularly with respect to elections,” the February 2023 briefing document says. “While I will not discuss in too much detail [sentences redacted] … We know the PRC sought to clandestinely and deceptively influence the 2019 and 2021 federal elections.”

This high-level CSIS briefing document was also provided for Trudeau’s National Security Advisor and Privy Council Office earlier in February 2023, records say.

But after these briefs were distributed for Trudeau’s senior officials last February, days later, on February 27, Justin Trudeau resisted calls for an inquiry into China’s election interference and in a press conference for Toronto reporters he dismissed scrutiny of his party’s nomination process in the 2019 election as “anti-Asian racism,” according to The Toronto Star.

On the contrary, another CSIS document previously cited by The Bureau — an October 2022 Intelligence Assessment — says that China’s “sophisticated, pervasive and persistent” electoral interference schemes are tearing Canada’s social cohesion, and “undermines Canadian sovereignty, are anti-democratic, and have divisive effects on Canadian civil society, particularly within Chinese-Canadian communities.”

While Trudeau’s administration also pushed back on Global News reports in 2022 citing intelligence that alleged China clandestinely funded election interference in 2019, the newly released February 23, 2023 CSIS briefing confirms hostile states leverage money, community proxies, and exploit loopholes in party nomination processes, to interfere in Canadian elections.

“Several foreign states use FI to interfere with Canada’s democratic institutions,” the CSIS director’s brief for Trudeau’s minister says.

“The People’s Republic of China, which is by far the most significant threat; and India [redacted sentences follow.]”

It specifies that “Foreign states target elected and public officials and others with influence over the public policy decision-making process,” and “this includes current and former Members of Parliament, members of provincial legislatures, municipal officials, representatives of Indigenous governments, ministerial and political staff, and public servants.”

And these hostile states — only China and India are identified in the redacted document — “exploit loopholes in political party nomination processes; engage in money and financing operations; mobilize and leverage community organizations; and manipulate media outlets,” the February 2023 brief confirms.

It also confirms, that China’s interference is “broad in scope and significant in the level of expended resources” — and this topic “has been briefed and discussed broadly across the Government of Canada since 2018, including to senior officials, Elections Canada and Cabinet and Ministers.”

And as Global News first reported in November 2022, this document confirms, “the PRC leverages a vast range of tools in Canada, including the United Front Work Department, its diplomatic corps, and non-government assets such as community groups and trusted contacts.”

The February 2023 document also provides an alarming glimpse of how many Canadian politicians are currently vulnerable, according to CSIS’s data.

Since May 2021, CSIS has increased warnings to Canadian politicians that it judges could be targets of hostile state activity, the document suggests, delivering “defensive briefings on FI to 71 MPs, 15 Federal Ministers, 5 Senators, 12 Provincial/Territorial Premiers or Ministers, 6 Mayors and 8 municipal councillors.”

The CSIS director’s brief from last February also underlines, asThe Bureau has previously reported, Justin Trudeau’s National Security and Intelligence Committee of Parliamentarians (NSICOP) reported in 2019, that “despite years of consistent CSIS intelligence and advice, the Government of Canada’s approach left much work to be done.”

Idaho: 3 Dead, 9 Injured After Hangar Collapses At Boise Airport

A hangar under construction at an airport in Boise, Idaho, has collapsed, killing three people and injuring nine others.

On Wednesday, the city released a statement saying that three people passed away from the structure collapse and nine others were injured, including “five in critical condition,” after the catastrophic incident.

Boise Fire Department Operations Chief Aaron Hummel stated that authorities responded to calls regarding the collapse at around 5 p.m. local time.

“It was a very chaotic scene,” Hummel said, describing the incident as a “large-scale collapse” of the framework of the building. “I don’t know what caused it, but I can tell you it was a pretty global collapse,” he said.

Officials also reassured locals that Boise Airport operations were not impacted.

According to Hummel, certain victims were on an elevated platform when the structure collapsed, necessitating specific rescue operations. He also said that the incident resulted in the collapse of a crane.

First responders quickly arrived to the scene with trauma specialists, and the victims were taken to Saint Alphonsus Regional Medical Center in Boise, according to Leticia Ramirez, a spokeswoman for the facility.

The cause of the collapse is now being investigated by the authorities. It took place close to Jackson Jet Center, which provides maintenance and private aircraft charter services.

According to city of Boise permitting records, Big D Builders, a contractor, was granted permission to construct a 39,000-square-foot (3,623-square-meter) jet hangar for Jackson Jet Center.

The $6.2 million project called for the building of a metal structure and a concrete foundation. Emails and phone calls requesting Big D Builders to comment were not promptly answered.

Jessica Flynn, CEO of the public relations firm Red Sky, issued the statement on behalf of Jackson Jet Center.

“We do not know exactly what caused the hangar collapse,” the statement said. “Our focus now is on supporting our team and partners during this difficult time.”

Do any Anons know why this U.S. Military plane is doing donuts over Western Massachusetts right now? There's been a shit ton of U.S. Military aircraft over this area, in the past couple of years. Usually it's choppers, and occasionally planes like this. Sometimes we see fighter jets soaring overhead. Just wondering why a plane like this might be circling over a particular area?

Georgia House votes to require watermarks on election ballots

Georgia voters could see a watermark on their ballot beginning in November, a move Republican supporters said would assure citizens that their ballots are authentic.

The House on Wednesday voted 167-1 for House Bill 976, sending it to the Senate for more debate.

“It will bring more confidence from our people who vote, and it’s something we need to restore.” said Rep. Steve Tarvin, a Chickamauga Republican.

Georgia ballots are already printed on special security paper, under a law passed in 2021 after Georgia’s disputed 2020 presidential election. But a laser wand is required to detect the paper. And some Trump supporters continue to pursue claims that ballots in 2020 were forged, especially in Fulton County, despite investigators repeatedly failing to find any.

Secretary of State Brad Raffensperger supports the measure, with his chief operating officer, Gabe Sterling, telling a House committee earlier this month that a machine to stamp watermarks on the ballot would cost the state about $100,000, and not increase the current cost to counties of 13 cents per ballot.

“This is a low-cost, high-value measure,” said House Governmental Affairs Committee Chairman John LaHood, a Valdosta Republican.

Sterling said the secretary of state’s office believes the measure is more important for absentee ballots sent through the mail, saying ballots produced in polling places never leave the supervision of poll workers.

The bill would take effect July 1. Counties could use up un-watermarked ballot paper now on hand in March and May elections, Sterling said.

Lawmakers are also considering other election measures. One would require that bar codes be removed from ballots produced by Georgia’s electronic voting system. Opponents say voters can’t be sure the computer codes match the choices printed on their ballots. Raffensperger has said he supports a move to scan “human readable text,” the names printed on ballots, to count votes. But he has said it’s impossible to make such a change before the November presidential election.

Another measure would require two after-election audits of ballots to make sure results matched what machines counted. A third measure would make permanent a program requiring scans of ballots be released for public inspection.
