I suspect that the mass re-migration to 8chan isn't over yet. As more boards get brought back, especially big ones like /pol/, more users will come back as well. Any horsefuckers among the returning Anons will naturally gravitate back to /pone/ whenever they feel like discussing talking horse cartoons. The most important thing to do to re-attract these posters is to keep /pone/ as active as possible so they can engage in discussions with us when they come back to check the board out.
Another way to bring back users is to make sure that people know that /pone/ is alive and that 8chan's domain is 8kun.top now. The best way to do that would be to create high-quality content in celebration of /pone/'s return and stick it up on pony content websites like derpi or fimfic with links to the board in the description. This method might also entice people who are interested in alternative pony imageboards but weren't with us previously, though there's no telling how many people like that are still out there.

We will see. It depends if part of the fandom become self sustaining and run on their own. I'm in the middle of whether this could happen or not. On the one end my natural pessimism kicks in and says that things will only get worse and slowly die as people either join other cartoon/anime fandoms or turn to furfagotry. On the other end, even in this state the fandom still outproduces many fandoms that are even "relevant" and that there is there a good bit out there who for which pony and pony alone is their only love. I actually have been surprised by some pushback against non FiM in even the cuck tier sections of our fandom so IDK.
