1. Our current one useless for 99% of people because in a normal city because only 1% are criminals and being a criminal is biological because otherwise I could murder right now but I can’t. We don’t have free will. I am a normal human being and the baseline for human behavior.
2. In every public school, at the age of 6 years old, 10 years old and 15 years old children should be screened for criminal behavior. They will be put through tests. Each child will go into a room provoked by an older kid. The kids that fight back are put indefinitely in a residential facility. The kids that freeze/flee/fawn go home with candy because they are the normal kids not that we want in this world, not the kids that end up on the news. Another test will be decision making skills, Every kid is taught how to use a self-checkout or let a cashier scan items and pay for them, then the kids will be put in a tiny simulation store. Because thief logic relies on there being no risk the kids are told they will not be punished for “alternative methods.” The small business owner has a smile on her face. The kids that steal, put in prison. This flags violence before it’s too late and then we don’t need a juvenile justice system.
3. Stop traffic stops because they target normal people. There is absolutely no reason why a normal person has to have their ID and proof of insurance. Simply implement in all modern vehicles where you have to do a face scan and tap your ID. There would be FLOCK cameras on every street corner and citizens will have a look-up site for their plate and petition for removal if they request it. The city will publish their data records biweekly.
4. Local news should be approved by the city and be only published at the end of the week to prevent statistics warping. It will record the number of thefts recorded and have a link to every theft story they have covered. This is to prevent people from thinking the streets are more dangerous than they actually are. This method will boost tourism from wealthy people and make local residents happy and more trustworthy to others, benefiting social cohesion.
5. Police departments/Sheriff’s offices will be legally obligated to publish “Pattern recognition packets” so people can recognize and suspect criminal behavior. This includes race and demeanor. This is allowed so people of the same race look out for eachother and exile the person that commits a crime because it makes their race look bad. This applies only to minorities as we know but is effective because biology dictates for most humans banishment is harmful.
6. Get rid of SWAT and instead have a “Civilian Priority Unit.” If I get a vandal scratch something on my door an investigation should immediately be put and restitution is funded by taxpayer money until the thief pays it back.
