Natural selection says those thugs will always remain a minority. We normal people are incapable of violence. Someone who mass murders will just be murdered. Someone with no fear will inevitably die of their own recklessness. Someone with no empathy will be banished.
We will split tribally. Whites live with whites that have the same religion and political viewpoints and morals. Blacks live with blacks, hispanics live with hispanics, asians live with asians and others live with others. If a black person steals a white person's jar of cookies. The whites will harm not the offender but the whole tribe unless they banish the black offender, then only the black offender will be punished according to the white tribe's rules. Same every way around. Tribes collect their own taxes.
Violence is objectively the most effective deterrent to a normal human. Violence against a loved one, even better.
We don't make the thugs visible. We let nature take its course.
