"Chastity" is personified by a fully clothed woman. "Love" by a naked woman. Once "love" has shoot is last arrow "Chastity" is forcing him into submission.
This is an allegory for women depriving men of sex and children until a later stage of their life. Because at that point men will be desperate. It's also symbolic for our current society at large (including for example delayed adulthood)

Often times after a man refused to have sex with that woman. Sometime's it's a close family relative like an Aunt doing this.
… This makes it apparent how women can rape men. When women rape men it's "institutional". Because when you make a false accusations it's "institutions" which will ruin the life of that man.
