How Vouchers Were Exploited
Concentration: Factory managers, black-market figures, and government insiders created "voucher funds" or used intimidation to collect vast numbers of vouchers.
Rigged Auctions: Auctions for major state assets were often underpublicized, held in remote locations, and manipulated, allowing insiders to buy huge companies (like Yukos Oil, Norilsk Nickel) for extremely low prices.
Fraud: People were tricked into selling their vouchers for pennies on the ruble to speculators or illegal funds that later disappeared.
