I'm hearing about a few "plead guilty" like 30 out of 70 "indictments" which sounds like something until you notice no PRISON or even FINES are announced. I'm guessing its "Oh, you stole $10,000,000 from Children's Program? How about you plea guilty in exchange for promise not to steal millions from same program for 2yrs?"
