The process is :
Nutter is released from mental asylum when it is shut down (1965 -> 1975)
1. Nutter ends up on the streets, because they can't function within society.
2. Nutter commits crime (assault, robbery etc)
3. Nutter gets arrested and incarcerated in a prison for a short time.
4. Nutter gets released.
5. Nutter ends up on the streets, because they can't function within society.
This can go on for a decade, or more. So the timing between the increasing slope in the 60s and the decreasing slope in the 90s is the period they committed their crime spree before doing something serious enough to be caught and imprisoned permanently. e.g. homicide.
The 90s was the period the Justice system expanded enough to keep the worst of them off the streets.
Exactly the same process occurred across the Anglosphere with exactly the same results; Canada, UK, Australia, New Zealand.
There are two main classes of people in the "nutter" group. The first are the psychotics, bipolars, who are mentally unhinged but somewhat treatable. The second are the mentally incapable, just too stupid to function. Both groups are dangerous.
Today, a very large proportion of these people are in prisons. Some are "care in the community" committing crime after crime and will continue doing so until they are locked up.
We are never getting crime rates down to pre-1960s levels until we go back to identifying these people before they kill someone, and putting them into mental asylums. Right now however, we are importing millions more of them from other countries.
