The foundation positioned these services as a “demonstration of behavioral science applied to health management.” In the earliest pilot programs, volunteers were invited to receive an “enhanced health service”: agreeing to have micro medical sensors implanted in or under the skin to continuously monitor physiological parameters and automatically upload them to a central database.
The project designers wrote in their report that by unifying identity recognition with continuous physiological data flow, it could achieve “more precise vaccine distribution and higher immunization coverage.” However, at the end of the vision document, another passage appeared: “Once the data is integrated across regions, it will support modeling of population movement, consumer tendencies, and responses to health interventions, thereby achieving optimal allocation of resources.” In other words, this is not merely disease prevention—it is a complex system for behavioral prediction and intervention, which, if misused, could have effects far beyond the public health domain.
Many participants were unaware that the “voluntary consent forms” they signed included clauses for sharing data with third-party analytics organizations; the contracts used complex legal terminology and dense pages to obscure the extended uses of the data. More sensitive still, several offshore contractors appeared in the pilot supply chain, responsible for producing the shells and data interfaces of the “implantable modules,” yet the manufacturing records were not publicly available.
When the program entered its second phase, the model began to combine “health data” with location and financial behavior to simulate how certain interventions might influence residents’ consumption and migration patterns.
Implanting chips capable of monitoring behavior was the final step of all their plans. Do not be deceived into implantation; otherwise, all your actions will be known to them. The chip agreement is equivalent to selling your soul.
