Food, Air and Water seem to be often neglected, specifically when someone wants to instate some bullshit ideology and make a huge grab for power. Not much thought has gone into utilizing modern technology, research or the large body of fucking scientists for innovations in the production of food or cleaning of air, besides bullshit GMOs and some pesticides or basic agricultural engineering and understanding of soil 'building'. No (very few) large indoor or greenhouse aquaponic farm/fishery combinations, despite some clear benefits from localizing food production and controlled, indoor systems (no pesticides and irregular climate/temperatures to start with).

The issue with air is mostly with dense urban cities. The Earth has been becoming greener over the years due to CO2 rising, so there shouldn't be much of an issue overall.

I have some vague recollection of water supply horror but I don't quite recall the details; it would make sense to have water collection and vigorous filtering/distilling plus whatever additives or processes that make sense be made into compact units with a simple rain collector and water storage distributed throughout a city/town, throughout a country, throughout a state, throughout the country in case of main line failure (war or terrorism or drought) or as the sole source of drinking/cooking water. Additionally, it could be standard to collect rain water at your home and use a simpler system for bathing, and 'grey water' can be recycled into a garden or "garden water" tank. However complicated it is (economically or otherwise), the logistics shouldn't be impossible or incredibly difficult to conceive.

Shelter and Defense (passive/active) would be next up on the list.

Food, air and water are necessary before the question of government can even be asked; the implicit principle at play being that a perfect government can not be fathomed before the conditions for fathoming it are first met. This means a starved, suffocating, dying-of-thirst people cannot fathom a perfect government, and they cannot go about perfecting it -- surely they cannot manage to confront and reform a government in this state. If a government were to be a problem, could it easily take away the people's food, air and water? If yes, that is an issue that could have been foreseen and dealt with ahead of time, before it became an issue (when it was only a possibility).

Simply dealing with threats to the subsistence of life is first priority. The way a perfect government should begin to be fathomed is by first understanding what the world is without government. You will recognize a primitive world. Life got on without government. Then you must understand the first forms of government and why they arose -- tribes of creatures, or even colonies of microbes moving with the flock to bolster one another's chance at survival. You can disagree here if you'd like, I guess, but it requires you've survived long enough to do so. You could study the methods of survival that have taken place in the history of Earth and still ongoing -- this would inform your idea of a perfect government.

Models of government formed without a thorough fundamental knowledge base of and considerations for survival are highly prone to error.
