From what I remember you can shoot them or other playable characters with bullets, or punch them when you standing next to them. This only made me more creative in finding ways to hurt them. You can still kill them with collateral damage like explosive weapons, cars, car explosions, taking them on a drive and then driving the car out of a cliff, you can take them into a helicopter, fly up and then jump with a parachute, you can also punch them as long as you start the attack not targeting them. If you kill them you need to pay their medical bills and if you punch them too much they get pissed and knock you out, but it's still possible.
