US army intelligence chiefs in Afghanistan find foreign newspaper articles about the country more useful than the information collected by their own soldiers in the field, a highly critical report by the top US intelligence officer said yesterday.

According to Maj Gen Michael Flynn and two other intelligence advisers, the huge intelligence apparatus in Afghanistan is "only marginally relevant" to Nato's overall war plan because nearly all of its effort is spent finding Taliban fighters to kill rather than trying to understand the needs and grievances of ordinary Afghan civilians. Their support is now seen by military chiefs as key to beating the insurgency.

Bogged down producing detailed flow diagrams of rebel cells, intelligence officers are consequently "ignorant of local economics and landowners, hazy about who the powerbrokers are and how they might be influenced, incurious about the correlations between various development projects and the levels of co-operation among villagers", the report says.

It claims that some battalion-level officers looking for an overview of the political and economic situation in key areas "acquire more information that is helpful by reading US newspapers than through reviewing regional command intelligence summaries".

With the Taliban making ever increasing use of deadly roadside bombs intelligence analysts have focused even more on targeting the people responsible.

But Flynn argues that this misses the point that "merely killing insurgents usually serves to multiply enemies rather than subtract them".

Nonetheless, only a "minuscule fraction" of all the intelligence analysts study governance, development and local populations, with an anonymous operations officer from one of the US task forces quoted saying the army remains "clueless" about Afghanistan.

"We're no more than fingernail deep in our understanding of the environment," he said.

The problem extends to the analysts helping Barack Obama and other senior US politicians making decisions about the war.

"In a recent project ordered by the White House, analysts could barely scrape together enough information to formulate rudimentary assessments of pivotal Afghan districts," the report says.

Stanley McChrystal, the US commander of all Nato forces in Afghanistan credited with trying to push the alliance towards a far-reaching counter-insurgency strategy, is also quoted complaining that America's war leaders are not getting the information they require and instead "the media is driving the issues".

Elsewhere in the report Flynn, who previously served as director of intelligence at the Pentagon, argues that officers must behave more like roving foreign correspondents, travelling across the war theatre to collect information and pass it up to headquarters level.

The extraordinarily frank document, published by the Center for a New American Security, is not just an assessment of what is going wrong but also constitutes a direct order from Flynn for everyone under his command to implement sweeping changes, including the establishment of "stability operations information centre".

The new centre will help to store and disseminate useful knowledge and anecdotes on specific topics, such as the building of wells for local communities which are often regarded by US commanders as a risk-free way of winning local support.

But the report points out that in some places such projects have actually alienated communities where they drained water away from existing aquifers, or in the case of one village in southern Afghanistan angered women who preferred to draw their water from a distant river.

He also calls for a complete culture change in the intelligence community which will see them forgoing their much loved Power Point slides for "meaty, comprehensive descriptions of pivotal districts throughout the country" produced on word processors.

"Analysts must absorb information with the thoroughness of historians, organise it with the skill of librarians, and disseminate it with the zeal of journalists," the report says.

NRC APPROVES TRANSFER OF CONTROL OF URANIUM RECOVERY LICENSES TO RUSSIAN FIRM

The Nuclear Regulatory Commission has approved the transfer of control of two uranium

recovery licenses in Wyoming from Uranium One, a Canadian firm, to JSC Atomoredzoloto

(ARMZ), a Russian firm.

The transfer affects a license held by Uranium One USA for the Irigaray and Christensen

Ranch in situ leach uranium recovery facility in Wyoming’s Powder River Basin. It also affects a

license granted Sept. 30 by the NRC to Uranium One Americas for the proposed Moore Ranch in

situ leach recovery project in Campbell County, Wyo., as well as a materials license held by

Uranium One Americas authorizing the use of tritium sealed sources for well logging. Two

additional uranium recovery license applications by Uranium One Americas – for the Jab &

Antelope and the Ludeman projects – are currently under review.

Uranium One USA and Uranium One Americas are U.S.-based subsidiaries of Uranium

One, Inc., a Canadian firm. Earlier this year, Uranium One agreed to a merger with ARMZ,

under which the Russian firm would gain majority control of the Canadian company. ARMZ is

controlled by Rosatom, the Russian Federation’s state nuclear agency.

NRC’s review of the transfer of control request determined that the U.S. subsidiaries will

remain the licensees, will remain qualified to conduct the uranium recovery operations, and will

continue to have the equipment, facilities, and procedures necessary to protect public health and

safety and to minimize danger to life or property. The review also determined that the licensees

will maintain adequate financial surety for eventual decommissioning of the sites. Neither

Uranium One nor ARMZ holds an NRC export license, so no uranium produced at either facility

may be exported.

The NRC published a notice of opportunity to request an adjudicatory hearing and an

opportunity for public comment on Sept. 20 for the uranium recovery licenses. No hearing

requests were filed. Four public comments were received; however, none of them addressed the

regulatory requirements for reviewing a transfer of control.

I am responding to your December 21, 2010, letter to President Barack Obama regarding the uranium recovery licenses in Wyoming now controlled by JSC Atomredmetzoloto (ARMZ), a Russian corporation.

Last November, the U.S. Nuclear Regulatory Commission (NRC) approved the transfer of control of the licenses from Uranium One USA, Inc. and Uranium One Americas, Inc. to ARMZ. At that time, we determined that the U.S. subsidiaries of Uranium One Inc. (the formerly Canadian, now Russian-owned firm that is the parent of the two U.S. subsidiaries) would remain the licensees and continue to be qualified to conduct the uranium recovery operations. As a condition of our approval, we required the licensees to notify the NRC before ARMZ appoints, hires, or designates personnel to perform NRC-licensed activities.

Once fully operational, the ARMZ licenses will represent approximately 20 percent of the currently licensed uranium in-situ recovery production capacity in the U.S. The licensed Willow Creek facility (formally known as Irigaray and Christensen Ranch) is expected to start producing uranium in 2011, and the licensed Moore Ranch facility is in the initial stages of construction.

At this time, neither Uranium One Inc. nor ARMZ holds a specific NRC export license. In order to export uranium from the United States, Uranium One, Inc. or ARMZ would need to apply for and obtain a specific NRC license authorizing the export of uranium for use in reactor fuel. Before issuing such a license, the NRC would have to determine that the proposed export would not be inimical to the common defense and security of the United States. Under existing NRC regulations, this means that any uranium proposed for export to Russia for use in nuclear fuel would be made subject to the U.S.-Russia Atomic Energy Act Section 123 agreement for peaceful nuclear cooperation and confirmed in case-specific, government-to-government assurances for each proposed export. Russia would be required to commit to use the material only for peaceful purposes (not for development of any nuclear explosive device), to maintain adequate physical protection, and not to retransfer it to a third country or alter it in form or content without the prior consent of the U.S.

Every application submitted to the NRC for a specific export or import license is made available to the public on the NRC’s web site, and the NRC welcomes public comment on such applications. Our regulations outline in detail procedures for public participation concerning these license applications.

As you note in your letter, there is considerable interest in the area of uranium recovery, and we are now expecting as many as 16 new applications by 2013 for new recovery facilities or for expanding existing uranium recovery facilities, in addition to those we have already received. Since October 2007, we have received seven new facility applications (six in Wyoming) and four applications to expand or restart an existing facility. Of the new facility applications received, one has been licensed, two are nearing completion of their reviews and licensing decisions are expected in 2011, two others are under review, one has been deferred at the applicant’s request, and one was withdrawn. Of the four expansions and restarts, we authorized the restart of the Uranium One Inc., Willow Creek facility in Wyoming, which had ceased operations in 2000, and authorized a plant upgrade for another licensee. The remaining two expansion applications are under review. For future reference, the NRC maintains the status of its application reviews on the agency’s web site.

Under its governing statutes, the NRC regulates to assure the safe use of nuclear materials, but does not have a role in promoting any particular use of those materials. With respect to your request for cooperation with the Executive Branch in fostering a robust domestic uranium industry, the Department of Energy would be the agency responsible for such concerns.
