I have serious difficulty with remaining focused on anything, and part of how I'm trying to cope with that is to get away from all electronic devices while I'm supposed to be practicing. As it is, I can barely draw for half an hour a day. Unfortunately, that means I can't rely on .PDFs. I'm ready to throw some money down on physical books, but I don't want to give Amazon or Google a cent. Where can I get books without contributing to entities I detest?

What about your local library?
Go there, make a list of their art books, report here or check reviews or browse the pdfs online to see how good they are, and go back to get the ones you like the most.

Biblio sells books from independent booksellers around the world, might be more of your style. Those are pretty good prices.
(Of all Loomis' books don't get "I'd Love to Draw" though, it has some interesting rough illustrations and nice musing by Loomis but it is a super raw and unfortunately unnecessary book that's low on content relative to his other offerings. For completionists only!)
