Yes, Turkey has been actively supporting terrorists in Syria. Two important motivations are
1) Turkey's intention to replace Assad with a more moderate, sunni replacement.
2) Also there's Kurdistan, the ``de facto`` state which encompasses some Turkish territory. Erdogan tries to target the Kurds by sponsoring islamic (primarily sunni) terrorists. The sunni terrorists and Kurds have been in conflict for a while because of religious differences.
