It predates on weak people just like real gambling, but the counter to it is through culture and education, not banning. Most people who fall for gambling have a high temporal preference, I'd say let them fuck themselves over as an example for the rest (same for drug abuse, for example), you can't save people from themselves but you can use their shitty lives as an example for yourself or your peers/kids of what not to turn into.

Basically this.

When you ban something people become more susceptible to fall for it tricks. Gambling in most Asian countries is banned and at the same time they have the absolute worst gamling issues of the entire world there.

When you ban drugs, people become unable to learn and protect properly against them. When you ban gambling, people become unable to learn, identify, and protect properly agains them.

Gambling is also almost impossible to define. In japan most gambling is forbidden but pachinko is ok because it is a "game" and you technically don't win money (but can exchange for money later). If they were to ban pachinko tomorrow, companies would come out with some other pseudo-game with gambling options to hook people. At the end what you get is a population that i unable to realize what is gambling and what is isn't, neither it knows of it dangers because papa state is always protecting (but not really)
