You could see it that way, yes. But in my opinion the artist wanted to convey a message here by putting in these 3 events:
1. The goblin asking how flying feels like
2. Flandre killing Cirno
3. Marisabot showing up
I could go on and write an essay, analysing the intention and reading into things a whole lot. But that shit reminds me too much to school and it's not enjoyable. My point is that I'd much rather like to hear it from the creator himself.
