But that's exactly what happened, hence the book's (and this thread's) title.
Miko's article specifically has Aya take her speech wholly out of context. She was actually talking about parts of a Hermit's life the humans in the village could incorporate into their daily lives for their betterment; her article has Miko run for President of the Human Village, using Youkai as a scape goat for internal issues, claiming they steal jobs and food (indeed, the badly cut-together images are meant to be proof and testimonial of the food-stealing Youkai), and promising to build a wall around the Human Village, with the Youkai paying for it.
Aya didn't really think about this one; she just copied something she heard from the outside world, same as with the rest of the book. It's supposed to mimic a real-world "lifestyle" magazine. I'm sure you've noticed the stark contrast to the other fluff books.
Hecatia then tells her to fuck off, and so she reconsiders.

That's an ambiguous question, but I guess that you want to ask whether they belong to an article, or are just floating around there without context.
Thing is, yes, they belong to the article in which they are complaining. I don't understand why Aya added them there either (or how she got Momiji and Hatate to pose).
Maybe it's a common theme in idol magazines that articles about their personal lives are always accompanied by pictures such as those.
