It's made by different people that are trying to overcome the kemono breakdown. Since kemono broke down they couldn't import files from there, so it's depending on community importers to grow.

It's not, it imported trivial data from Kemono like page listings and text, but since Kemono itself lost access to media files (that's how I understand it) this site doesn't have it either unless users upload to it. Which at least in my experience no one has done for any hypno creators

Hey, other person here
The site made a backup of Kemono when already there weren't any way to download the files. So that's why it shows the posts and not the files. The only way we can restore these and getting new ones too is making a new import.
It's a new place to do imports, and with time it'll be just like Kemono but less instable (I hope so)
