Welp, this certainly seems interesting in retrospect of GamerGate. A big machine video game simulator that helps you figure out how to turn factions against each other and figure out exactly how much bullshit a populace can take. Another waste of gov't money if it doesn't work… if it DOES work then it needs to be stopped.

I've browsed through the PDF.
If it openly uses the idea of controlling politicised factions and turning them against each other, it's interesting to see this explicitly cynical attitude being openly acknowledged.
It's not clear to me that there is any genuine "foul play" or scandal here, though.

Considering that nations have been using this sort of strategy for centuries to bring down less desirable nations.
Only that we have been refining it into a science, and in our own backyard.
