Surely under that argument it would be whoever out of those 2 drivers has the faster sectors on their identical lap.
So say Ricciardo was faster than Vettel in the 1st sector by a lot but Vettel was faster in 2nd and 3rd it would then go to Vettel.
That would be the same as your tied points situation as it is the comparison of what makes up the total.
Points are made up of wins
Fastest lap is made up of sectors
