Risk vs reward. If the first season is a hit, the crew it already working on a second season and will have it ready soon. If you only order one season and it's super popular, you risk artists, voice actors, writers, etc already being busy working on different shows when you ask for a second season and now you have to wait for them to be done, or substitute new workers who might not be as good.
By ordering two seasons, you have enough of a "buffer" to wait and see if you want a 3rd season, or if you can just dump the rest of the episodes of a failed series on nicktoons/netflix/whatever.

I feel that this battle came way to soon, a full blow civil war with both girls leading each faction would have feel more intriguing. I think by "relationship shit" he means "love triangles" and stringing along the audience with endless "Will they won't they" type love plots. Part of why Star Vs started to decline was that they had it shoehorn in contrivances to prevent Star and Marco from getting together like Star getting back with Tom and Marco getting with Kelly and wasting screentime that could have been used to flesh out other plot elements (although that's a whole other can of worms) with these relationships everyone knows won't go anywhere.
Hop Pop has a girlfriend, but there isn't any drama over it. She clearly like each other and there isn't any dancing around the bush about it. Same thing with Sprig and Ivy.
