Depends on local ordinance.
However, IF the grinder is clean, and IF it is fresh ground (like same hour as burger is prepared), it should be no worse for you than rare steak - or at least whatever chunks of meat got ground.
The problem is that most grinders are hard to get clean enough, so that trace of bacteria grows fast if the ground meat is left to sit a few days.

I occasionaly eat raw trout that I catch and salmon. I slice them thinly and put ground black pepper on them.
There are reasons we cook meat. I'd never eat raw pork nor beef. (worms and parasites)
I live in the Pennine mountains in northern England. It's very cold here all year round, so it puts a limit on what we can catch. Hunting and fishing are normal activities.
There are pheasants and grouse in the moorland. And loads of rabbits. I usually go hunting with my uncle as he has loads of guns and taught me how to stalk. Animals are very sensitive to noise, smell, movement.
Eating raw fish is OK. But not pork nor beef.
