Just looked it up. Apparently, she was a Cuban tuberculosis patient. Her doctor, Dr. Karl Tänzler, became so obsessed with her that two years after she died, he exhumed her corpse. He then attached the limbs of the corpse back together with wire, and made a death mask out of cloth, and plaster (the picture OP posted). He lived with the corpse for seven years before being caught.

Didn't the photographer actually made a lot of moves to have doctors come to the place and take her out? And after seeing her they simply said a surgery in that pond (mind you, her legs were shattered and stuck under it) would only produce an infection and kill her anyways.

If there really was nothing they could have done, regardless of any protestations, I would have ended her misery prematurely. Single bullet, mask connected to a bottle of gas, whatever. The action would haunt me for the rest of my life, but I'd do it purely as an act of mercy. There's no reason to slowly suffer and decay for 3 whole days when you could assess the situation, realize there is no solution, and end things before they get too bad. If predictions stated she would have died from infection if she were to be amputated, I would have still tried anyway.
I'm glad we have the photo to go with the story, but if you think about it, its release was more or less altruistic in nature. You can't prepare for an earthquake or mudslide or whatever, you just have to be ready. Even the toughest, most resistant buildings on the planet would snap like twigs if exposed to anything 9 MW or higher. There is no awareness to be had over images like these as it's not something we can fix, just that nature or god or whoever really had it out for her that day.
