WASHINGTON, Nov 28 (Reuters) - The Pentagon is considering a Boeing proposal to supply Ukraine with cheap, small precision bombs fitted onto abundantly available rockets, allowing Kyiv to strike far behind Russian lines as the West struggles to meet demand for more arms.
U.S. and allied military inventories are shrinking, and Ukraine faces an increasing need for more sophisticated weapons as the war drags on. Boeing's proposed system, dubbed Ground-Launched Small Diameter Bomb (GLSDB), is one of about a half-dozen plans for getting new munitions into production for Ukraine and America's Eastern European allies, industry sources said.
Doug Bush, the U.S. Army's chief weapons buyer, told reporters at the Pentagon last week the Army was also looking at accelerating production of 155 millimeter artillery shells - currently only manufactured at government facilities - by allowing defense contractors to build them.
The invasion of Ukraine drove up demand for American-made weapons and ammunition, while U.S. allies in Eastern Europe are "putting a lot of orders," in for a range of arms as they supply Ukraine, Bush added.
"It's about getting quantity at a cheap cost," said Tom Karako, a weapons and security expert at the Center for Strategic and International Studies. He said falling U.S. inventories help explain the rush to get more arms now, saying stockpiles are "getting low relative to the levels we like to keep on hand and certainly to the levels we're going to need to deter a China conflict."

At a production plant in rural Arkansas, Lockheed Martin is redoubling efforts to meet surging demand for mobile rocket launchers known as HIMARS, which have been successful in hitting Russian supply lines, command posts and even individual tanks. The No. 1 U.S. defense contractor is working through supply chain issues and labor shortages to double production to 96 launchers a year.
Lockheed Martin has posted more than 15 jobs related to the production of HIMARS, including supply chain quality engineers, purchasing analysts, and testing engineers, according to its website.
"We've made investments in terms of infrastructure in the factory where we build HIMARS," said Becky Withrow, a sales leader at Lockheed Martin's missile unit.

Kishida's plan will double defence outlays to about 2% of gross domestic product over five years, blowing past a self-imposed 1% spending limit that has been in place since 1976.
It will increase the defence ministry's budget to around a tenth of all public spending at current levels, and will make Japan the world's third-biggest military spender after the United States and China, based on current budgets.
That splurge will provide work to Japanese military equipment makers such as Mitsubishi Heavy Industries (MHI), which is expected to lead development of three of the longer-range missiles that will be part of Japan's new missile force.
MHI will also build Japan's next jet fighter alongside BAE Systems PLC and Leonardo SPA in a joint project between Japan, Britain and Italy announced last week.
Tokyo allocated $5.6 billion for that in the five-year defence programme.

Putin Has No Red Lines
While Russia is more invested in subordinating Ukraine than it was in deploying missiles to Cuba, the logic is the same. In 1962, America persuaded the Soviet leader, Nikita Khrushchev, that removing nuclear weapons from Cuba was, however unpalatable, a better choice than deploying them. Similarly, the West should now aim to persuade Mr. Putin that withdrawing his forces from Ukraine is less perilous than fighting. He will be likely to do so if he understands that a long war threatens his regime — whose preservation seems to be the only thing he values more highly than a subordinated Ukraine — by fatally weakening domestic cohesion or by escalating out of control.
Pursued firmly and resolutely, these diplomatic “shaping operations” in support of Ukraine’s military campaign can ensure that Russia’s least-bad option aligns with what the vastly more powerful West wants. Such a strategy is the opposite of accepting red lines.Revealingly, “red lines” is the mirror image of an earlier metaphor used at the start of the war. When Russia looked strong, many proposed giving Mr. Putin an “off-ramp” to persuade him to stop fighting. Now Russia is weaker, they call for Western restraint to persuade him not to fight more recklessly.

Na rosji narasta plaga przestępstw z użyciem broni palnej. Zjawisko jest szczególnie widoczne w regionach graniczących z Ukrainą.
Władze rosji niechętnie wiążą rosnącą liczbę przestępstw popełnianych przy użyciu broni ze skutkami ubocznymi agresji, a jeśli to robią, obarczają winą „ukraińskich dywersantów”. Ale nie jest to przypadek, ponieważ jeszcze w I kw. 2022 r. trend był odwrotny i liczba tego typu przestępstw malała.

Do tego dochodzi okupowany Krym ze 142-proc. wzrostem. Duży skok odnotowały też Moskwa (247 proc.) i Petersburg (93 proc.), a także graniczący z Polską obwód kaliningradzki (79 proc.).
Szczególnie rozprzestrzenia się też podkategoria przestępstw popełnionych przy użyciu materiałów wybuchowych. Ich liczba w skali całego kraju wzrosła o 108 proc.
Wprowadzona cenzura wojenna nie sprzyja opisywaniu przez media i urzędników przestępstw popełnianych przez uzbrojonych weteranów albo żołnierzy. Jeśli takie opisy się pojawiają, są napisane ezopowym językiem. Tak jak październikowy komunikat władz Tuwy: Szef Tuwy Władisław Chowałyg został poinformowany o incydencie związanym z udziałem zmobilizowanych obywateli republiki, którzy przechodzą ćwiczenia wojskowe w Nowosybirsku. Nieoficjalnie wiadomo, że duża część broni obecnej na rosyjskim czarnym rynku jest sprowadzana z zaplecza frontu ukraińskiego.

Swietłana P. (52 l.) uciekła ze swoimi dziećmi z Ukrainy przed wojną do Polski, a tutaj sama maluchom zgotowała piekło na ziemi. Kobieta znęcała się nad dziećmi ze szczególnym okrucieństwem, przekazywała je pedofilom i sama wykorzystywała seksualnie. Śledczy ustalili właśnie nowe fakty. Wachlarz tortur kobieta miała naprawdę szeroki. Szczegóły w artykule.
Swietłana to Ukrainka, która w swoim kraju była matką zastępczą dla 10 dzieci. Po wybuchu wojny w Ukrainie przyjechała z całą gromadą do Poznania. Niestety kobieta okazała się potworem, a dzieci na szczęście opowiedziały o swoim dramacie polskim przyjaciołom i opiekunom.
W domu Swietłany bicie dzieci było na porządku dziennym. Kobieta biła nie tylko ręką, ale też krzakiem z kolcami, gałęziami, ale też tłuczkiem do mięsa. Wyrywała dzieciom włosy i do ust wkładała brudnego pampersa. Dzieci stawiała na noc do kąta, nie pozwalała korzystać z toalety. Jeden z chłopców był bity po penisie i przywiązywany do drążka, pianina, a na talerzu do jedzenia miał podawaną… psią kupę.
Do domu dzieci przychodzili też obcy mężczyźni i dochodziło do czynów pedofilskich. Dzieci miały być faszerowane lekami, a budziły się obolałe i bez bielizny. Ukrainka sama również molestowała dzieci, m.in. kazała się lizać po miejscach intymnych.
Nowe wstrząsające ustalenia śledczych w sprawie Swietłany P.
Śledczy ustalili właśnie, że kobieta głodziła też dzieci, nie dawała im wody. Dawała im też przeterminowane i stare jedzenie. - Kilkoro dzieci miało skrajne niedożywienie białkowo - energetyczne - mówi Łukasz Wawrzyniak z prokuratury Okręgowej w Poznaniu. Prokuratura otrzymała właśnie nowe opinie biegłych, dzięki czemu lista zarzutów dla Swietłany będzie dłuższa.
Ciężkie niedożywienie jest zagrożeniem dla zdrowia i życia. To nie tylko zmniejszenie masy ciała, ale też utrata masy mięśniowej i tłuszczowej, chroniczne uczucie zmęczenia i senność, zaburzenia koncentracji, rozdrażnienie, zmiany osobowości, apatia i zdecydowane spowolnienie wzrostu u dzieci. To stan ogólnego wyniszczenia organizmu na skutek zbyt niskiej podaży protein i energii. Niedożywienie białkowo – energetyczne to przypadłość ofiar głodu, może nawet doprowadzić do śmierci.
Ofiarami Swietłany P. były dzieci w wieku od 4 do 16 lat. Według biegłych ich zeznania są wiarygodne, a same maluchy i starsze dzieci mają objawy charakterystyczne dla osób doznających przemocy fizycznej, psychicznej oraz seksualnej. Zdaniem prokuratorów Swietłana P. znęcała się nad dziećmi ze szczególnym okrucieństwem.
Swietłana nie przyznaje się jednak do niczego i twierdzi, że dzieci wszystko sobie wymyśliły. Ona jest już na szczęście za kratkami. Tymczasem konsul generalny Ukrainy we Wrocławiu zwrócił się do prokuratury o powrót dzieci do Ukrainy.
Taką decyzję może podjąć jednak tylko sąd. W Polsce dzieci mają zapewnioną opiekę oraz pomoc psychologa.

Koniec roku przyniósł fatalną wiadomość dla niewielkiej pizzerii z Nowego Portu. Właściciele lokalu New Port muszą dopłacić w ramach wyrównania aż 72 tys. zł do 11-miesięcznego rozliczenia za gaz. Niespodziewany wydatek zmusił właścicieli do podjęcia trudnej decyzji, czyli zakończenia działalności. Być może otworzą lokal za jakiś czas, gdy sytuacja się unormuje.
Pizzeria New Port działała od lata 2021 roku przy ul. Wilków Morskich w Nowym Porcie. Działała, ponieważ właśnie ogłosiła zamknięcie. To efekt zawrotnego rachunku za gaz, jaki właściciele obiektu będą musieli zapłacić. Skąd taka stawka?
- Z końcem 2022 r. otrzymaliśmy druzgocący dla nas rachunek za gaz. Okazało się, że pomimo terminowych płatności, ale przy zwiększającej się cenie za jednostkę, musimy dopłacić 72 tys. zł. Oznacza to, że gaz podrożał dla nas w 2022 r. siedmiokrotnie - czytamy we wpisie na stronie lokalu. - (…) Po uwzględnieniu wszystkich podwyżek musielibyśmy od 1.01.2023 r. podwyższyć cenę każdej pozycji w menu o ok. 15 zł! I tak odpowiednio: frytki powinny kosztować 30 zł, burgery od 41 zł, pizze od 40 zł, danie dnia 50 zł, danie z karty od 55zł, zupa 27 zł. Takie ceny już za chwilę zastaną nas wszędzie, ale w naszej rzeczywistości nie są one możliwe do dalszego utrzymania restauracji w Nowym Porcie. (…)
Jak wyliczyła właścicielka pizzerii, Mirosława Smilgin, stawka za gaz podrożała dla nich siedmiokrotnie. Owszem, spodziewała się dużej dopłaty, bo gazu zużywali sporo (kuchnia i ogrzewanie), ale szacowali, że maksymalnie wyniesie 15 tys. zł.
- Na bieżąco płaciliśmy rachunki, z których była nadpłata. To jedynie wyrównanie do różnicy ceny jednostki za gaz między tym, co podpisywaliśmy i za ile miało być, a do ilu podrożało w ciągu 11 miesięcy - tłumaczy. - Nic się nie da z tą dopłatą zrobić, musimy ją zapłacić. Zaproponowano nam jedynie rozłożenie jej na cztery raty, każda z 12-proc. odsetkami.
Póki co nie oddają lokalu, tym bardziej że zainwestowali w niego sporo wysiłku i funduszy. Przejęli go od miasta w złym stanie, konieczny był remont i przystosowanie kuchni. Obecnie rozważają kolejną modernizację, by maksymalnie uniezależnić się od gazu, a to może wpłynąć np. na zmianę menu.
Niestety zamknięcie lokalu oznacza też zwolnienie ekipy, która pracowała w pizzerii.
- Jestem zmuszona zwolnić ludzi, którzy pracowali w New Port. Bardzo żałuję, zwłaszcza że wszyscy mieszkali po sąsiedzku w Nowym Porcie i byli w pracę mocno zaangażowani. Robię, co mogę, aby pomóc im znaleźć nową pracę u zaprzyjaźnionych restauratorów - mówi Mirosława Smilgin.
Jest szansa, że New Port jeszcze kiedyś powróci: właściciele chcą przeczekać trudny czas i wierzą, że opłaty nie będą zawsze wiązać się z takim wydatkiem. Być może otworzą się w cieplejszym okresie roku, gdy nie trzeba będzie ogrzewać lokalu.
Dodajmy, że to drugie miejsce, które zamknęli w ostatnich miesiącach. Wiosną zakończyła działalność znana z kaszubskich smaków restauracja Kafëbë w Gdańsku Głównym. W sezonie letnim prowadzą jeszcze pizzerię Pizza Plus na świeżym powietrzu na Wyspie Sobieszewskiej i na ten moment nie planują wycofania się z biznesu.

Pytanie skąd, co, w jakim rejonie, kiedy, etc. Jak popatrzysz na Bachmut, tam np. nie ma liści, drzewa są połamane i poorane artylerią, tu masz świeży las.
