Speaking from a ler's perspective: some of the best "tools" can be things you say to your lee.
For lees who have a hard time saying they like tickling, make your lee beg you to start tickling them. If they yell "stop" involuntarily, actually stop, and make them ask you to resume tickling them - consent is important, right ;) ;)
Ask your lee which spot they would hate to be tickled on the most, regardless of if you're actually going to tickle it. Threaten to find it yourself if they refuse to answer or if they lie.
Once they start laughing hard, make fun of them for how ticklish they are. Tell them how cute they look as a laughing mess. And of course, throw in the good old "coochie coochie coo!" and "tickle tickle tickle!" from time to time.
If they're tied up, tell them how hard it must be to not be able to protect themselves at all. For example, if you're tickling their armpit, talk about how ticklish it must feel there when it's stretched tight and there's no way to cover it or move it away from the tickling. Tickle their tummy and tell them how hard it must be for there to be so much area to tickle with no way to protect it.
After a while, tell your lee how impressed you are with them for taking so much tickling. Tell them about how what you're doing would be unbearably ticklish on you, and how you would've safeworded a long time ago, regardless of if it's true or not.
These kinds of things can really fluster a lee - it sure as hell does me when I'm the lee - which adds so much to the tickling experience.
Another thing that doesn't tickle directly but enhances it: blindfolding your lee. You're more ticklish when you can't predict what's going to happen next and there's less stimuli for your brain to process - that makes room for more ticklish sensation.
Oh - and as for actual tickling tools, blow raspberries on your lee's tummy. It's very tickly and flustering.
