Society is run by rules. A sheep gets paid in a currency controlled by the wolves for their labor. The sheep accepts this as long as that currency lets them live a life of prosperity. The currency is only useful to the sheep if it's accepted by a wolf industry. The sheep play by the rules and trade that currency for an item. The entitled wolf sees an item and takes without paying out of their own selfish desire. They disregard that the item was only easy to take because of trust earned by the other sheep. They disregard that the sheep were the reason the item was there in the first place. To them, the value of that item is a meaningless fiction until it's resold.
Some sheep think the wolves shouldn't be punished because they stole in "desperation." That means that wolf was defective to begin with and they were a wolf in sheep's clothing.
A sheep never puts themselves over others if others bear a loss. Instead, they cooperate with other sheep. Some sheep will continue convincing wolves to convince the wolves at the top to pass laws preventing wolve's from getting captured or lowering the penalties they face. This gives the wolves the ultimate advantage while the sheep suffer the consequences.
A sheep may break a minor civil rule (which they can easily do with normal brains because those rules don't carry a social penalty, disgust or is blocked by empathy or anxiety) that has never been enforced or doesn't carry jail time because it interferes with their convenience (a rule extremely difficult to follow like speeding or copyright infringement) but only a wolf could break an active rule that they knew is the target of enforcement. Wolves are confident. Sheep prefer to stay with other sheep for safety. Another thing about wolves is that they hate being housed with other wolves. They claim they want to live a "Normal life" with sheep. They forfeited that privilege. Sheep are allowed to live with other sheep because they are self-centered not selfish.
Sheep carry the system on their backs while wolves slide through the gap. True safety can only be achieved if everyone is a cooperative sheep in a world governed by sheep we trust in small communities, rather than wolves. Wolves have ruined society and made it a worse place to live in.
