The wolves can get whatever they want, whenever they want it at no cost. The sheep are forced to sacrifice something in a trade while the wolves can take it for free. If a sheep tries that, they stumble as they get both the indicator of the threat (the consequences) and feel fear and disgust at the act, preventing them from doing it. A wolf gets the indicator that use for leverage for their calculations. They don't feel the risk which allows them to analyze it logically. They calculate the probability of getting caught and execute the task with precision. This happens in less than a second. They wanted it. The moment they looked at the item, their brain associated wanting it with a reward. The wolves don't see it as a selfish action. It's a normal task to them.
They ignore the rules of the sheep and how it would affect them. There's no fear that activated from that action as it was far too small to trigger it. The pathway was weaker. In the wolf, it went from the desire to action.The wolf actually wanted to do it. It wasn't an abstract thought but an actual desire. The wolf quickly calculated : Is anyone there? Yes. Are there cameras? Yes. Are there many people? Yes. Can the security tackle me? No. Is anyone watching me? No. There are enough people to distract the people watching the cameras. They won't get me. This does not affect the wolf's social reputation like it would to a sheep. Their selfishness overshadowed any empathy they had. The wolf concealed the item in their bag. The crime was complete. The wolf walks out. In the sheep, the action was blocked despite the desire.
