I don't think it is. I have never heard of anyone getting arrested for downloading/uploading it. If you hear about a search warrant being conducted for downloads/uploads, it is safe to assume it is for real cp.
If the police look at the files on someone's computers/devices, they don't care about the loli and shota hentai files.....it is only the real cp files that are illegal to have on your devices.
The only instances of people getting arrested for loli and shota hentai is if they order a DVD/blu ray or manga of it via the Internet, and the package gets intercepted in the mail......in many places, loli and shota is NOT illegal.....at least, it is not illegal to own digital files of it on your computer. It is only illegal to own a physical copy of it. Nobody gets arrested for downloading/uploading loli and shota hentai via the Internet. Everything is legal to download, except for real cp. Of course, when they use the term real, they are talking about real photographs and real video footage, recorded with a camera or smartphone.
Needless to say, it is impossible to "hide" real cp files. If you are in possession of that, then you are going to jail. Don't download it!! Anyone using encryption software (like Veracrypt) is an idiot because they are trying to hide real cp, but real cp is literally impossible to hide. One does not hide something illegal.....one does not possess something illegal....
