Tor was never safe for illegal activities like downloading cp. LEA can easily track down the ip address of whoever is downloading cp with Tor.
This is how it works. Let's say someone downloaded a 500 megabyte cp file with Tor. It takes only 3 to 4 days. Or a week at most, for the police to detect the true ip address of the downloader using Tor.
They use network traffic analysis to trace someone using Tor for downloading illegal stuff. And once they find someone's true ip address, then a search warrant can be conducted. The bottom line is NO intelligent person would download certain things.
