Yeah, Freenet is a de-centralized p2p (peer to peer) network for downloading/sharing files. Here's an article about it......

I wouldn't recommend using Freenet because there are many people using it to access/share CP/CSAM. So this network is probably not safe to use. I remember reading about Freenet on Reddit, and how certain users discouraged others from using it since it seems sketchy/unsafe.
