Politicians cannot solve all the problems of their of their constituents. The private sector has privileged influences, even in absence of corruption. The public rulers (not necessarily the electeds (eg. bureaucrats)) prefer to decide in the direction of the conservation of the statu quo, instead of jeopardising the "known-and-trusted".
Here in Quebec, this past spring, people died in CHSLDs (public housing for the oldies) from dehydration. Who to blame ?
No one. The emergence of mortiferous mediocrity in Quebec was the result of decades of dependence (as in 'drug addiction') to 'État Providence'. Or more adequately articulated, "why doing something new when the "known-and-trusted" is good enough !"
In Ontario, the Canadian Army even got there to help, and they (the military), compared the situation to a mass grave in Ukraine. The Canadian Army is way way way more credible than CA et/ou QC politician speaks and functionaries' opinions and justifications !

I don't know the situation with Baker, but from what I followed in the news before my "infiltration' in the institution, it maybe similar, since Quebec is very much like in the same situation was are some of the founding states of The United Stated of America.
Don't blame, but don't forget. And never allow again the disruption of Gaya and its Lives with criminal pretentions !
