So, my questions to Q are these:

If it is true that hospitals are paid for every new COVID-19 patient they diagnose, does that happen worldwide or just in countries with many COVID-19 cases, such as USA and UK?

Japan and Indonesia had no lockdown and the cases were still very low. Were their hospitals getting paid for every patient they tested positive on COVID-19?

Correlation between COVID-19 cases and hospital funding?

Am I on the right track to make that connection?
