ALBANY — The state Senate passed a bill Tuesday that will allow convicted felons to serve on juries.
Felons who have completed their full sentencing, parole or supervision periods will be welcomed onto the juror’s bench. There is currently a lifetime ban on felons serving as as jurors..

The first day of Keith Raniere’s trial ended on an odd note with Raniere’s lead attorney, Marc Agnifilo, indicating he wanted the presiding judge, Nicholas G. Garaufis, to declare a mistrial – and a clearly miffed Judge Garaufis indicating that, if a mistrial is declared, a second trial would not start until September.
Courtroom observers indicated that Agnifilo was displeased over the fact that the lead prosecutor, Moira Kim Penza, had instructed the prosecution’s first witness, a British citizen named Sylvie, that she could mention the last name of someone she was describing during her testimony.
Agnifilo apparently did not object to Penza’s instruction before Sylvie mentioned the person’s last name.
But as soon as the jury had been dismissed for the day, Agnifilo indicated to the court that a mistrial needed to be declared because of the person’s last name being mentioned.
Judge Garaufis chastised Agnifilo for not raising an objection on the matter when it first came up – and heatedly asked him if he really wanted to come back and try the case in September.
Agnifilo responded by telling the judge that he would sooner do that than proceed with a trial that was unfair to his client.

Drone flights reported again near Imperial Palace in Tokyo in wake of ascension
Police are investigating witness reports of a drone being flown Monday evening near the Imperial Palace and other downtown Tokyo areas, after a number of similar sightings were noted last week following the ascension of Emperor Naruhito.
The flying of drones is banned in central Tokyo. Riot police observed what they thought was a drone flying over the Kitanomaru Garden located just north of the palace at around 7:30 p.m. Monday, according to the Metropolitan Police Department.
Further reports were made later saying a drone had been spotted flying over Tokyo’s Nagatacho district, where the country’s Diet and the Prime Minister’s Office are located, as well as in the Yotsuya and Roppongi areas of the city, according to the police.
The police searched the areas but failed to track down the pilot. The drone had multiple rotors and flashing lights, they said.
On Thursday night, the police received multiple reports of drones flying near the Imperial Palace and the Akasaka Estate, currently home to Emperor Naruhito and a few other members of the imperial family.
The emperor ascended to the Chrysanthemum Throne on May 1.
A drone was also witnessed Thursday flying near the Musashi Imperial Graveyard in the city of Hachioji on the outskirts of Tokyo, where imperial family members including the great-grandfather and grandfather of Emperor Naruhito are buried.
It is illegal to fly drones in densely populated areas or near airports. Flying drones anywhere at night without permission is also prohibited.

Fugitive Chico child molester, child pornographer nabbed in Florida
KEY WEST, Fla. — A Chico man who allegedly faked his own suicide to avoid jail for child pornography and child molestation was found living in a storage container and arrested in Florida.
Michael Patrick Manning, 58, of Chico, is in custody in Monroe County, Florida, awaiting extradition to California on no-bail warrants, according to a news release from the Chico Police Department.
Manning pleaded no contest to oral copulation of a person under 14, possession of more than 600 images of child/youth pornography and two counts of solicitation of a minor to engage in preparation of sexual images on June 30, 2016, in Butte County Superior Court.
He was out of jail after posting a bail of $215,000, but had a sentencing hearing scheduled Oct. 6, 2016.
Manning never made it to that hearing.
According to Chico police, a car rented in Manning’s name was found Oct. 7, 2016, by National Park Service officers near the Golden Gate Bridge in San Francisco.
A suicide note in Manning’s handwriting was found in the car, but his body was not found.
Police investigators apparently didn’t buy it.
“Investigators began to monitor the behavior and patterns of a close associate of Manning and observed what appeared to be sophisticated counter surveillance measures,” according to the news release.
Chico detectives requested help from the U.S. Marshal’s Service Fugitive Task Force and the FBI.
Last month, the Marshal’s Service developed leads indicating Manning could be in Florida.
But was Monroe County Sheriff’s Office deputies who caught Manning.
Deputies responded to a burglar alarm at a business at the Stock Island Marina near Key West, Florida. They located a man living in a connex storage container next to the property.
According to Chico police, he identified himself as William Wallace Littlejohn and had a U.S. Passport and U.S. Navy identification card. The deputies thought the passport and ID card were fake and requested assistance from the U.S. Navy, U.S. Border Patrol and the FBI. When those were found to be fraudulent, the man was arrested.
At the Monroe County Jail, the man’s fingerprints were taken and positively identified Manning, according to the release.

Human Rights Watch obtained a copy of a mobile app police officers and other officials use to log information about individuals, and released its source code.
The primary purpose of the IJOP app is for police officers to record and complete “investigative missions,” which require officers to interrogate certain individuals or investigate vehicles and events, and log the interactions into the app. In addition, the application also contains functionality to search for information about an individual, perform facial recognition via Face++, and detect and log information about WiFi networks within range.

Global stocks had a rocky start to the week after Washington on Monday accused Beijing of backtracking from commitments made during trade negotiations. Beijing said on Tuesday that Chinese Vice Premier Liu He will visit the United States on Thursday and Friday for trade talks.
Additional tariffs are set to take effect on Friday if a trade agreement is not reached by then.
“From an equity market perspective, the immediate focus is on the two-day talks scheduled to take place between the U.S. and Chinese officials,” said Masahiro Ichikawa, senior strategist at Sumitomo Mitsui DS Asset Management.
“However, it is difficult to imagine the two parties resolving their differences in just two days of talks. The markets may have to begin pricing in the trade conflict as a long-term factor once again.”
Government bond prices surged and their yields slid sharply as investor panic took a toll on growth asset markets.
Benchmark 10-year yields on U.S. Treasuries and German bunds sank to one-month lows.

Lawyer Loses Whitewater Notes to Car Burglar

A burglar broke into the car of a White House lawyer preparing for Senate questioning in the Whitewater affair and stole copies of her handwritten notes about the handling of the late Vincent Foster's papers, a source familiar with the matter said Friday.
Foster, who was the deputy White House counsel, died in 1993.
The blue gym bag stolen by the burglar also contained copies of the file that White House lawyer Cheryl Mills kept on the 1993 federal raid on the Branch Davidian compound near Waco, Tex., said the source, who is close to the White House and spoke only on condition of anonymity.
The binder of Waco material included copies of Mills' notes and some correspondence between the White House and Congress, said the source.
The break-in late Tuesday night, in which police said the right window of Mills' car was broken, "will feed all the conspiracy nuts who are doing all the stuff on Whitewater," commented White House Press Secretary Mike McCurry. He noted that the burglar grabbed Mills' wallet and portable telephone as well as her papers.
Police described the burglar as a man with short hair wearing a baggy white T-shirt and white shorts who may have fled the scene in a blue car, possibly with another man.
The FBI and Secret Service officers went to the scene in an unsuccessful search for the documents. Police offered a $1,000 reward for information leading to an arrest and indictment in the case.
The papers were described by the source as copies of personal notes related to the processes for reviewing and producing Foster's documents after his death. The source said Mills' original notes had long ago been turned over to Whitewater investigators.
Mills underwent questioning Wednesday by Senate Whitewater investigators, which apparently was why the notes relating to Foster's documents were in her car, said another source, who also spoke on condition of anonymity.
Whitewater prosecutors questioned Mills before a federal grand jury on March 21 about White House meetings she attended following Foster's death, said other people who are familiar with the criminal investigation.
Mills at the time declined to comment on her grand jury appearance.
The meetings Mills attended with White House aides focused on whether some of the documents found in Foster's office after his death might involve privileged communications with President Clinton, said these sources, also speaking on condition of anonymity.
During her grand jury appearance, prosecutors also questioned Mills about who and what she saw in the vicinity of Foster's office on the night of and morning after his death, the sources added.

Another said the BOJ should be "prepared" to ease if risks to the economy and prices materialize, the minutes showed.
But others were more cautious. One member said the BOJ should not respond to short-term fluctuations in economic data, and instead look at the long-term trend in guiding monetary policy, according to the minutes.
Those reluctant to ease any time soon also pointed to the rising costs of prolonged easing, such as the hit to financial institutions' earnings from years of ultra-low interest rates.
A few board members said the BOJ must pay more attention to the impact its prolonged ultra-loose policy was having on regional banks' profits, the minutes showed.
The hit to regional banks' profits and equity capital could "gradually materialize" and prompt more banks to take excessive risks to secure profits, those board members were quoted as saying.
At the two-day rate review that ended on March 15, the BOJ kept monetary policy steady despite cutting its assessments on exports and output amid heightening global economic risks.

Pastors, Pakistani government officials, and brides who escaped their Chinese husbands said “marriage brokers” began targeting girls from poor Christian families in Pakistan in late 2018 in response to a mounting demand for foreign brides in China, according to The Associated Press.
Traffickers have sold up to 1,000 Pakistani girls into sexual slavery thinly veiled as marriage since October of 2018, aided by what activists claim is the apathy of immigration officials and the greed of corrupt priests.
“This is human smuggling,” Ijaz Alam Augustine, human rights and minorities minister for the Punjab province of Pakistan, told the AP. “Greed is really responsible for these marriages … I have met with some of these girls and they are very poor.”
Human traffickers have enlisted the help of corrupt clerics who offer poor Christian families thousands of dollars in exchange for allowing their daughters to be sold into marriage to Chinese men who, they are told, are wealthy converts to Christianity. The lure is especially enticing to Pakistani Christian families, as Christians in Pakistan have little political support and are among the poorest people in the country.
Pakistani custom holds that a bride’s family must pay a dowry to the groom. The husband and his family will often mistreat the bride if her family is unable to pay what they believe to be an adequate dowry. Daughters, therefore, are often seen as burdens to Pakistani families, especially those in poverty. The offer from a rich, Christian, foreign national to pay for all wedding expenses, along with the recommendation of a local priest or pastor, appears too promising for poor Pakistani Christian families to deny.

Optimum temperatures for cultivation are 15–30 °C (59–86 °F) during the day and 15–20 °C (59–68 °F) during the night. Ideal humidity is around 80%, and under normal greenhouse conditions, it can be achieved by an evaporative cooler. However, since greenhouse vanilla is grown near the equator and under polymer (HDPE) netting (shading of 50%), this humidity can be achieved by the environment. Most successful vanilla growing and processing is done in the region within 10 to 20° of the equator.
Soils for vanilla cultivation should be loose, with high organic matter content and loamy texture. They must be well drained, and a slight slope helps in this condition. Soil pH has not been well documented, but some researchers have indicated an optimum soil pH around 5.3.[31] Mulch is very important for proper growth of the vine, and a considerable portion of mulch should be placed in the base of the vine.[32] Fertilization varies with soil conditions, but general recommendations are: 40 to 60 g of N, 20 to 30 g of P2O5 and 60 to 100 g of K2O should be applied to each plant per year besides organic manures, such as vermicompost, oil cakes, poultry manure, and wood ash. Foliar applications are also good for vanilla, and a solution of 1% NPK (17:17:17) can be sprayed on the plant once a month. Vanilla requires organic matter, so three or four applications of mulch a year are adequate for the plant.

OK, Anons, I put a few pieces of this out in recent breads, but I'm seriously thinking Huma may be a DOUBLE AGENT.
Q drops 56-58 definitely seem to suggest that Huma is working as an agent for the Muslim Brotherhood and seeking to infiltrate the US government. But these drops are literally "old news" mostly. On the surface they are FAR less interesting than most of the provocative and question-filled drops that preceded.

One of the most significant events in computer security happened in April 2017, when a still-unidentified group calling itself the Shadow Brokers published a trove of the National Security Agency’s most coveted hacking tools. The leak and the subsequent repurposing of the exploits in the WannaCry and NotPetya worms that shut down computers worldwide made the theft arguably one of the NSA’s biggest operational mistakes ever.
On Monday, security firm Symantec reported that two of those advanced hacking tools were used against a host of targets starting in March 2016, fourteen months prior to the Shadow Brokers leak. Wray’s answers have been widely misrepresented and misreported. Media outlets such as The Washington Post and CNN published headlines claiming that Wray had said there was no evidence of spying on the Trump campaign. There were also multiple claims that Wray had directly refuted statements by Attorney General William Barr.
The problem is, that wasn’t what Wray had actually said. And some of his answers came from questions that had nothing to do with the Trump campaign.
With regard to Wray’s comments on ”spying,” he was actually responding to a question regarding the FBI’s normal operations:

Because, I was very concerned by his use of the word “spying” which I think is a very loaded word. It conjures up a criminal connotation. Wray: Well, that’s not the term I would use.
Wray’s comment was immediately seized upon by many in the media and led to claims that the FBI director had testified there was no spying in relation to the FBI’s investigation of the Trump campaign. Politico even led with the headline, “FBI’s Wray: Spying is ‘not the term I would use’ to describe Trump campaign probe.” Note that Wray was responding to the everyday activities of the FBI, not specifically to the activities surrounding the FBI’s counterintelligence investigation into the Trump campaign.

The proposed ordinances come after high-profile examples of the pitfalls of facial recognition, including a report last year that Amazon’s Rekognition software falsely matched the faces of members of Congress with mugshots of people who had been arrested.
The San Francisco Police Department, which said it doesn’t use facial recognition, submitted amendments to the ordinance after talking with other city departments, community groups, neighborhood watch groups and businesses.
“(Our) mission must be judiciously balanced with the need to protect civil rights and civil liberties, including privacy and free expression,” said David Stevenson, spokesman for the San Francisco Police Department. “We welcome safeguards to protect those rights while balancing the needs that protect the residents, visitors and businesses of San Francisco.”
Lee Hepner, legislative aide to Peskin, said the supervisor’s office incorporated some of the SFPD’s requests into the ordinance. If it is approved in committee Monday, the full board will vote May 14.
“Over time, this will build a lot of trust among the community and the police,” he said. “Hopefully in the end it will be a win-win.”
San Francisco Sheriff’s Department spokeswoman Nancy Crowley said her department does not use facial recognition. She added that most of the agency’s work is in non-public spaces, but that if the ordinance is passed “we will comply with the requirements that impact our work.”
The Oakland Police Department did not return a request for comment.
Color of Change, a national nonprofit racial justice advocacy group founded in Oakland, supports both ordinances.
“This is an important moment for San Francisco,” said Brandi Collins-Dexter, senior campaign director for the group. She said the city “is positioned to really protect its constituents” and could influence others around the nation.
In a letter urging supervisors to pass the ordinance, Color of Change expressed concern about “high-tech profiling.” The group cited a 2009 incident in which multiple San Francisco police officers pointed their guns at a black woman who was pulled over based on mistaken information from a license plate reader that the car she was driving was stolen. The woman, Denise Green, a former Muni driver, settled her lawsuit against San Francisco in 2015 for $495,000.
Nowadays, Collins-Dexter said, police have access to “technologies the likes of which we’ve never seen.”
AI experts in April urged Amazon to stop selling facial recognition software to law enforcement until safeguards and laws are put into place. (Its technology is now being tested by police in Oregon.) Amazon shareholders are scheduled to vote later this month on a shareholder resolution urging Amazon to stop selling Rekognition.
The companies that make the technologies have also called for limits and regulations: Microsoft late last year called for regulating artificial intelligence, and Amazon followed suit earlier this year.
In addition, the Partnership on AI — whose members include Facebook, Google, Amazon.com, Apple, Microsoft, IBM and academic researchers — last week said law enforcement should not use artificial intelligence algorithms to make decisions about jailing people.
Meanwhile, some Bay Area law enforcement agencies have been using predictive-policing technology, including Santa Cruz and UC Berkeley. Others, such as Mountain View and Palo Alto’s police departments, tried such technology but decided not to continue its use.

China's Big Brother Social Control Arrives In Australia
Australia is preparing to debut its version of the Chinese regime’s high-tech system for monitoring and controlling its citizens. The launch, to take place in the northern city of Darwin, will include systems to monitor people’s activity via their cell phones.
The new system is based on monitoring programs in Shenzhen, China, where the Chinese Communist Party (CCP) is testing its Social Credit System. Officials on the Darwin council traveled to Shenzhen, according to NT News, to “have a chance to see exactly how their Smart Technology works prior to being fully rolled out.”
In Darwin, they’ve already constructed “poles, fitted with speakers, cameras and Wi-Fi,” according to NT News, to monitor people, their movements around the city, the websites they visit, and what apps they use. The monitoring will be done mainly by artificial intelligence, but will alert authorities based on set triggers.
Just as in China, the surveillance system is being branded as a “smart city” program, and while Australian officials claim its operations are benign, they’ve announced it functions to monitor cell phone activity and “virtual fences” that will trigger alerts if people cross them.
“We’ll be getting sent an alarm saying, ‘There’s a person in this area that you’ve put a virtual fence around.’ … Boom, an alert goes out to whatever authority, whether it’s us or police to say ‘look at camera five,’” said Josh Sattler, the Darwin council’s general manager for innovation, growth, and development services, according to NT News.
The nature of the “virtual fences” and what type of activity will sound an alarm still isn’t being made clear.
The system is being promoted as mostly benign. Sattler said it will tell the government “where people are using Wi-Fi, what they’re using Wi-Fi for, are they watching YouTube, etc. All these bits of information we can share with businesses. … We can let businesses know, ‘Hey, 80 percent of people actually use Instagram within this area of the city, between these hours.’”
The CCP’s smart city Social Credit System is able to monitor each person in the society, tracking every element of their lives—including their friends, online purchases, daily behavior, and other information—and assigns each person a citizen score that determines their level of freedom in society.
The tool is a core piece of the CCP’s programs to monitor and persecute dissidents, including religious believers and people who oppose the ruling communist system.
Chinese human rights lawyer Teng Biao, a visiting scholar at New York University, described the Social Credit System as a new form of tyranny, meant to reactivate the CCP’s totalitarian hold on society.
“In the past, there was the Nazi totalitarianism and Mao Zedong’s totalitarian system, but a totalitarian system powered by the internet and contemporary technology has not existed before,” Teng said in a recent interview with The Epoch Times.
“The CCP is now taking the first step to build such a high-tech totalitarian system, by using credit ratings and monitoring and recording every detail in people’s daily life, which is very frightening.”
The regime also isn’t interested in keeping the technology within its own borders.
It’s exporting the system, and its “China model” of totalitarian government, as a service of its “One Belt, One Road” program. When the CCP builds its infrastructure abroad, its surveillance and social control programs are part of the package.
In Darwin, there has been a push to jump aboard the CCP’s program. The local officials made a “friendship” deal with Yuexiu District, in Guangzhou, China, in 2018. According to John Garrick, a senior lecturer at Charles Darwin University, the deal was branded by Chinese media as “part of President Xi Jinping’s signature Belt and Road Initiative.”
That followed a previous deal between Darwin and the CCP, in which the city signed a 99-year lease of the Port of Darwin to a Chinese company and the CCP. The Chinese owner, Ye Cheng, had referred to the deal as being part of One Belt, One Road.
The deals also should raise concern for U.S. Marines stationed in Darwin,under the Obama-era pivot to the Pacific, about whether the CCP is able to monitor data collected on cell phones from its systems in the area. Under a 2011 deal between the United States and Australia, the U.S. troops will be there until 2040.
And of similar concern, the decision of Australia to begin implementing the CCP’s programs for totalitarian social control represents a major development in the CCP’s China model push.

Nearly 12 million Americans remain out of the United States labor force as the Department of Homeland Security (DHS) approved 30,000 more foreign workers businesses can bring to the country to take blue-collar U.S. jobs.
As Breitbart News reported, Acting DHS Secretary Kevin McAleenan said this week that he would approve an additional 30,000 H-2B foreign visa workers to be brought to the U.S. by businesses to take blue-collar, non-agricultural jobs. This comes as former DHS Secretary Kirstjen Nielsen approved an additional 30,000 H-2B foreign workers in March.
Every year, U.S. companies are allowed to import 66,000 low-skilled H-2B foreign workers to take blue-collar, non-agricultural jobs. For some time, the H-2B visa program has been used by businesses to bring in cheaper foreign workers and has contributed to blue-collar Americans having their wages undercut.
Meanwhile, the latest Bureau of Labor Statistics (BLS) data notes that there are nearly 12 million Americans who are either unemployed, underemployed, or out of the workforce but wanting a job.
About 5.8 million Americans remain unemployed. Those most likely to compete against cheaper foreign workers in blue-collar and entry-level industries — U.S. teenagers and black Americans — continue to have significantly higher unemployment rates than other demographic groups.
For example, of the 5.8 million Americans unemployed, about 754,000 are teenagers with an unemployment rate of 13 percent. Likewise, there are 388,600 black Americans who are unemployed, for an unemployment rate of 6.7 percent which is more than double the white American unemployment rate and more than triple the Asian American unemployment rate.
About 2.7 million of the unemployed population either lost their job or completed a temporary job, while 1.2 million, or 21 percent of the total unemployed, said they have been unemployed for at least 27 weeks.
Similarly, 4.7 million Americans are underemployed, that is U.S. part-time workers who want full-time jobs but are unable to find them. Another 1.4 million Americans are marginally attached to the labor force. These are U.S. workers who are ready and willing to work if they could fine a full-time job.
Of those 1.4 million Americans who are marginally attached to the labor force, 454,000 say they are “discouraged” by their job prospects and do not believe there is work for them in the current labor market.
While millions remain on the sidelines of the workforce, the U.S. Chamber of Commerce has suggested that the U.S. is “out of people” in their efforts to lobby Washington, D.C. lawmakers to support an expansion of the country’s legal immigration system.
For weeks, landscaping companies and lawn care businesses complained to DHS officials that there are not enough workers to fill blue collar and entry-level jobs, Breitbart News has been told. Experts, though, have warned that wage hikes that have benefited blue-collar and working-class Americans will not continue should more foreign workers saturate the labor market, decreasing the price of labor while subjecting Americans to increased competition for jobs.
