Senior Republican chairmen submitted a letter Thursday to Department of Justice Attorney General William Barr revealing new texts from former FBI Special Agent Peter Strzok to his paramour FBI Attorney Lisa Page showing the pair had discussed attempts to recruit sources within the White House to allegedly spy on the Trump administration.
Senate Appropriations Committee Chairman Charles Grassley and Senate Homeland Security Committee Chairman Ron Johnson revealed the information in a three page letter. The texts had been obtained by SaraACarter.com Tuesday and information regarding the possible attempt to recruit White House sources had been divulged by several sources to this news site last week.
The texts and sources reveal that Strzok had one significant contact within the White House – Vice President Mike Pence’s Chief of Staff Joshua Pitcock, whose wife was working as an analyst for Strzok on the FBI’s investigation into Hillary Clinton’s use of a private server. A senior White House official told this news site that Pitcock’s wife recused herself from the Clinton investigation as soon as Pence and Trump became the Republican nominees in July 2016. A senior law enforcement official also told SaraACarter.com that Pitcock’s wife no longer worked under Strzok after she recused herself from the Clinton investigation.
However, the text messages uncovered from November, 2016 and have left questions lingering about the relationship between Strzok, Pitcock and his wife among congressional investigators and lawmakers.
“The course of our oversight work we have reviewed certain text messages that may show potential attempts by the FBI to conduct surveillance of President-elect Trump’s transition team,” the letter states. “In text messages exchanged between former FBI Special Agent Peter Strzok and former FBI Attorney Lisa Page, the two discussed the possibility of developing “potential relationships” at a November 2016 FBI briefing for presidential transition team staff. Specifically, it appears they discussed sending “the CI guy” to assess an unnamed person ‘demeanor’ but were concerned because it might be unusual for him to attend.”
The Senators are investigating if any “of these communications, and the precise purpose of any attempts to ‘develop relationships’ with Trump or VP Mike Pence transition team staff are not immediately clear.”

Hundreds of dead dolphins wash up on French coast
A record number of dead dolphins have washed up on France's Atlantic coast in recent months after being caught in fishing nets, the Pelagis observatory said Thursday.
"We've had around 1,200 small cetaceans along the coast" of the Bay of Biscay, of which more than 90 percent were common dolphins, biologist Olivier Van Canneyt told AFP.
The observatory he works for said the number of dead dolphins had set a record each year since 2017, and warned that the species could be wiped out in the area.
"There were two peaks in mid-February and mid-March linked to currents that are stronger at that time owing to low-pressure conditions," noted Van Canneyt, a specialist in sea mammels and birds.
The observatory said that around 85 perecent of the dolphin carcasses that could be examined bore traces of accidental capture, while noting that almost three times as many dead dolphins had likely not even reached the coast.
Dolphins and porpoises can be caught in fishing nets and suffocated when they hunt for sea bass and whiting at the same time as fishing fleets, especially during winter months in the region.
The number of dolphins that wash up on the coast has increased this year despite efforts by the observatory to warn the mammals of a human presence by using acoustic "pingers".
Environment Minister Francois de Rugy said in March that he would unveil a plan to limit such deaths "by the end of the year".

Depends on the concentration you breath in as to which would cause a death first. I work in a plant that makes this product at a 99.5% concentration. I have been hit with it before due to equipment failure and was lucky enough to know what to do when it happened. Only resulted in a sore throat causing me not to be able to talk for a couple days. If you ever see a tanker with placards 1005 this is the product. If it is a wrecked tanker just keep distance call 911 and let them know they need hazmat. The de-gendering of ships by the Scottish maritime museum is “political correctness gone mad,” a retired senior British Royal Navy officer has said. He warned conceding to pressure groups is a “very dangerous road to go down”, RT.com reports.

“It’s stark staring bonkers and political correctness gone mad… an insult to a generation of sailors, the ships are seen almost as a mother to preserve us from the dangers of the sea and also from the violence of the enemy.”
David Mann, director of the maritime museum, in Irvine, Scotland, claims they have been forced into making the changes, saying offended vandals have targeted their “very expensive” signs for a second year in a row.
The museum will now phase in the use of new gender neutral signs, having recognized the changes in society around gender neutral interpretation, despite previously having followed the universally-adopted maritime tradition of referring to vessels as female.
Lord West, who served under Gordon Brown’s Labour government between 2007 and 2010, warned that it’s a “very dangerous road we are going down” if changes are made to age-old traditions, based on the concerns of “tiny pressure groups.”
A spokesperson for the Royal Navy has insisted the tradition should not be changed, adding: “The Royal Navy has a long tradition of referring to its ships as ‘she’ and will continue to do so.”

After delivering a speech addressing numerous social issues tied to France’s burgeoning protest movement, the Yellow Vests, Macron’s press conference took an odd turn when he laid into the French Muslim population.
“We are talking about people who, in the name of a religion, pursue a political project,” he said. “A political Islam that wants to secede from our Republic,” against which he asked the government to be “intractable.”
Macron also gave a ringing defense of French secularism, and called out “communitarianism.”
“We must not hide ourselves when we talk about secularism, we do not really talk about secularism, we talk about the communitarianism that has settled in certain districts of the Republic,” Macron said, referring to Muslim communities.
French citizens gave mixed reactions on social media to the president’s remarks, some posing their own questions in response.
The government has in recent months worked to strengthen the enforcement of a 1905 law mandating a separation of church and state, Macron said, threatening to shut down “more associations or cultural institutions when they do not respect the rules of the Republic.”
The move appears to make good on a statement Macron gave last year, saying he wanted to create an “Islam of France,” wherein the government would “set down markers on the entire way in which Islam is organized” in the country.

NORCO, Calif. – In data science, one of the biggest hurdles to achieving a goal is identifying and sharing pertinent data.
In 2017, Hovanes Keseyan was only the second NSWC Corona employee to earn his specialized master’s degree in data science from the University of California, Riverside. Soon after, he attended a Naval Application of Machine Learning workshop and discovered others from the Navy and academia who wanted to implement new technologies he’d learned about. Many questions arose about the data that fuels them: Where does the data reside? Who owns it? How can we access it? Do we have enough?
The search for answers quickly developed into a research and development project under Keseyan’s tutelage: Universal Hub for Big Data, a mega project to catalog, combine and share Navy research, development, test and evaluation data across the enterprise in a manner scalable across the Defense Department and other data repositories. The data hub idea caught the attention of NSWC Corona Chief Technology Officer Taylor Cole, who shepherded it through the Navy Innovative Science and Engineering funding application process. The project has rapidly gained traction across the Navy, particularly as Vice Chief of Naval Operations Adm. Bill Moran has emphasized the need to harness data and data analytics to not only enhance the decisions made for the warfighter, but to gain a digital edge over competitors.
With funding from multiple Navy programs, Keseyan and his working group have catalogued data from 13 warfare centers across four systems commands so far: Naval Sea Systems Command, Naval Air Systems Command, Space and Naval Warfare Systems Command and Naval Facilities Engineering Command. In June, Keseyan’s group aims to have a test version of the web interface, and potential users can apply to become testers and gain access. The group will seek additional data sets – 15 per command – to reach close to 200 data sets by the end of the fiscal year. The next step is integrating that data.
“There’s still a lot of work to be done,” he continued. “Here at NSWC Corona, we want to make sure this work is done properly so everyone can start playing in the new data science capability.
“Others are interested in bringing in machine learning and artificial intelligence into their processes,” Keseyan said, “and they also want to marry that with augmented reality, virtual reality and Live Virtual Constructive environments. So there’s this intersection of these new technology fields and we’re laying the foundation to have these conversations. We want to remove those barriers and let the scientists do what they’re excited to do.”
NSWC Corona’s commanding officer said he wants to champion the project because of its critical importance to advance the Navy and NAVSEA strategic goals.
“Universal Hub is a great example of how the warfare centers are leveraging a talented and empowered workforce to utilize high velocity learning to accelerate warfighting decisions across the Navy,” said Capt. Rick Braunbeck. “This project will help the Navy make every dollar count to drive lethality and improve readiness across the fleet.”
NSWC Corona, a field activity of Naval Sea Systems (NAVSEA) Command, is headquartered in Norco, Calif., and has a workforce of more than 3,300 scientists, engineers, contractors and support staff and annual business of more than $450 million each year. The command leads the Navy’s research, development, test, and evaluation process responsible for gauging the warfighting capability of Navy ships and aircraft for performance, readiness, quality, and supportability throughout the entire life cycle.

WASHINGTON – Two Senate chairmen are requesting a briefing from the Justice Department on its review of spying on the Trump presidential campaign. The lawmakers are also raising questions about potential efforts by senior FBI officials to use briefings with the Trump transition team as intelligence gathering operations. In a letter today to Attorney General William Barr, Finance Committee Chairman Chuck Grassley and Homeland Security & Governmental Affairs Committee Chairman Ron Johnson also discuss a number of unauthorized leaks of highly sensitive information regarding intelligence efforts related to President Trump’s election and administration.
“We share your concerns about these activities, and are troubled by the apparent unauthorized disclosures of surveillance efforts and other classified information during the same time period,” the senators wrote in the letter to Barr.
The letter highlights a series of texts between former FBI special agent Peter Strzok and former FBI attorney Lisa Page in which they discuss using FBI briefings with the Trump transition team to develop relationships and gather information, including using a “CI guy” to assess “demeanor” of individuals during the briefing.
“Were these efforts done to gain better communication between the respective parties, or were the briefings used as intelligence gathering operations?” the senators ask in the letter. “Any improper FBI surveillance activities that were conducted before or after the 2016 election must be brought to light and properly addressed.”
Strzok was initially a part of Special Counsel Robert Mueller’s team investigating potential collusion between the Russian government and the Trump campaign and any efforts by President Trump to obstruct justice, but was removed following revelations of politically-laced, anti-Trump text messages.
The senators also raised concerns about several leaks of sensitive information in the course of the FBI’s Russia investigation prior to Mueller’s appointment. The leaks include reports of secret surveillance warrants against campaign advisor Carter Page, the use of FBI informants against the campaign and briefings between U.S. and U.K. intelligence officials.
“Leaks to the media about ongoing investigations undermine the ability of investigators to properly investigate. Moreover, sensitive leaks to the media while members of Congress are kept in the dark is unacceptable,” the senators said, noting recent DOJ Inspector General findings about a culture of leaks at the FBI.

During your April 10, 2019, testimony before a Senate Appropriations Subcommittee, you stated that you are looking into the “genesis and conduct of intelligence activities directed at the Trump campaign during 2016.”[1] You further stated that “spying did occur,” and that you believe it is your obligation to look into the question of whether surveillance activities by the Federal Bureau of Investigation (FBI) or other intelligence agencies were adequately predicated.[2]
We share your concerns about these activities, and are troubled by the apparent unauthorized disclosures of surveillance efforts and other classified information during the same time period. We bring to your attention information that may assist your review.
First, in the course of our oversight work we have reviewed certain text messages that may show potential attempts by the FBI to conduct surveillance of President-elect Trump’s transition team. In text messages exchanged between former FBI Special Agent Peter Strzok and former FBI Attorney Lisa Page, the two discussed the possibility of developing “potential relationships” at a November 2016 FBI briefing for presidential transition team staff. Specifically, it appears they discussed sending “the CI guy” to assess an unnamed person(s) “demeanor” but were concerned because it might be unusual for him to attend. A few weeks after the presidential election, Mr. Strzok and Ms. Page discussed the logistics for the briefing. Mr. Strzok and Ms. Page said the following:
Strzok: Talking with Bill[3]. Do we want Joe[4] to go with Evanina[5] instead of Charlie[6] for a variety of reasons?
Page: Hmm. Not sure. Would it be unusual to have [sic] show up again? Maybe another agent from the team?
Strzok: Or, he’s “the CI guy.” Same.might [sic] make sense. He can assess if thete [sic] are any news [sic] Qs, or different demeanor. If Katie’s husband is there, he can see if there are people we can develop for potential relationships
Page: Should I ask Andy[7] about it? Or Bill[8] want to reach out for andy[9]?
Strzok: I told him I’m sure we could ask you to make the swap if we thought it was smart. It’s not until Mon so Bill can always discuss with him tomorrow.[10]
The nature of these communications, and the precise purpose of any attempts to “develop relationships” with Trump or Pence transition team staff are not immediately clear. Were these efforts done to gain better communication between the respective parties, or were the briefings used as intelligence gathering operations? Further, did any such surveillance activities continue beyond the inauguration, and in the event they did, were those activities subject to proper predication? Any improper FBI surveillance activities that were conducted before or after the 2016 election must be brought to light and properly addressed.
Additionally, we note that a number of news outlets have reported sensitive information related to the investigation into alleged Russian collusion with the Trump campaign. Those reports have revealed sensitive information focusing on the FBI sending informants to meet with Trump advisors; a warrant to surveil Carter Page; and the United Kingdom signal intelligence agency briefing former CIA Director John Brennan on alleged communications between Trump’s campaign and Russian officials, among other things.[11] Notably, the Justice Department Inspector General’s review of the Clinton investigation found “profound concerns about the volume and extent of unauthorized media contacts by FBI personnel…”[12] It appears the same happened during the Russia investigation. Leaks to the media about ongoing investigations undermine the ability of investigators to properly investigate. Moreover, sensitive leaks to the media while members of congress performing constitutionally mandated oversight are kept in the dark is unacceptable.[13]
Accordingly, please contact our staff to schedule a briefing and answer the following no later than May 9, 2019:

STERN TO CHAIR NASA PLANETARY PROTECTION REVIEW BOARD.
Alan Stern will chair NASA’s new review board to take a fresh look at existing planetary protection guidelines and determine if changes should be made in light of advances in planetary science over the past several decades. The NASA Advisory Council (NAC) called for such a review last year. Stern’s board will make recommendations that flow through several other bodies on their way to the Committee on Space Research (COSPAR), which sets those guidelines for the international space community.
Planetary protection refers to protecting Earth and other solar system bodies from forward and back contamination as spacecraft are sent to or return from places that might harbor life.
Since the beginning of the space program, the United States has led the development of non-binding international planetary protection guidelines through COSPAR, part of the International Council on Science (ICSU). The Space Studies Board (SSB) of the National Academies of Sciences, Engineering and Medicine is the U.S. member of COSPAR.
Much has been learned about solar system bodies since the guidelines were last updated and, importantly, the nature of planetary exploration is changing as more countries and private sector entities get in on the action.
NASA Administrator Jim Bridenstine created a new Regulatory and Policy Committee (RPC) as part of NAC last year that brings a private sector perspective to the Council. One of its first recommendations was to relook at the guidelines and the burdens they impose on spacecraft design.
In December, NAC adopted a RPC recommendation that NASA’s Science Mission Directorate (SMD) form a task force to reassess the guidelines. SMD Associate Administrator (AA) Thomas Zurbuchen agreed. The result is this new Planetary Protection Review Board with Stern as its chair.
Based at the Southwest Research Institute, Stern is Principal Investigator for the New Horizons mission that flew past Pluto in 2015 and Ultima Thule at the very beginning of this year. He is a former SMD AA and also has extensive experience as a consultant to private sector entities active in space exploration including entrepreneurial companies like Blue Origin, Virgin Galactic, and Moon Express. In a statement, he said he was looking forward to “helping ensure that we have a set of guidelines that help enable a new era of civil, commercial, and public-private partnership exploration, while safeguarding both life on Earth and environments across the solar system.”
Zurbuchen explained last year that whatever the Review Board concludes will be forwarded to NAC and then go to the NASA Administrator. From there it will go to SSB and its sister Aeronautics and Space Engineering Board (ASEB) for an independent look. Then it will be taken to COSPAR. Len Fisk, another former AA for science at NASA and a former SSB chair, is currently President of COSPAR, which should facilitate that step.
Last year, the SSB released a study requested by NASA assessing the process by which planetary protection guidelines are developed. Chaired by Joseph Alexander, the report argues that planetary protection policies and requirements should apply equally to government and private sector missions and domestic and international policy-making processes therefore need to take private sector views into account. That is basically the viewpoint of NAC’s RPC as well.
Alexander, a former NASA official and former SSB Director, told SpacePolicyOnline.com today that he is pleased the review is moving forward because “there is some urgency in getting NASA to be prepared for upcoming needs.” NASA’s FY2020 budget request includes $109 million for a Mars Sample Return mission that could be launched as early as 2026. Alexander concurs that all the steps outlined by Zurbuchen are needed to ensure agency buy-in plus an “independent, outside, expert assessment and support.” He is optimistic the process can be completed in a time frame closer to “a year” rather than “years” if the Review Board members and reviewers “are all prepared to do their part.”
He also applauded Stern’s appointment as chair. Stern not only has strong science credentials, but “more familiarity with private sector interests” than many space scientists and it is important to include that perspective.
The other members of the Review Board have not been named. NASA said they will have “experience in management, engineering, science, industry and legal matters relevant to planetary protection.” The board is expected to begin work in June, spend three months formulating recommendations, and then present an interim report to Zurbuchen.
NAC’s RPC will meet next week. SSB and ASEB are also meeting next week. Planetary protection is not specified on any of the agendas, but the topic may well arise.

The Region of the Americas (North, Central, and South America and the Caribbean) successfully interrupted endemic measles transmission in 2002, but recent outbreaks in Latin America threaten to reverse this impressive achievement. Before widespread measles immunization in Latin America, measles was a common illness in early childhood and was associated with substantial mortality. During the 1960s, 600 000 measles cases were reported annually in the Region of the Americas [ 1 ]. Although measles vaccine was introduced during the 1960s, it was the creation of the World Health Organization (WHO) Expanded Program on Immunization in 1977 that marked the beginning of sustained decreases in case numbers. During 1970–1979, Latin American countries reported 220 000 measles cases annually, with incidence rates of 47–116 cases/100 000 population [ 2 ]. The highest mortality rates occurred among young children; from 1971 through 1980, measles associated mortality was 14–55 measles-associated deaths per 100 000 infants and 8–54 deaths/100 000 children aged 1–4 years. By 1980, most countries in the region had established national immunization programs; however, the mean infant measles vaccine coverage in the region was only 42%. In 2002, after more than 30 years of successful strategies and joint efforts of many countries in the region, interruption of endemic measles transmission in the Americas was achieved [ 3 ]. However, isolated cases continue to occur, due to the importation of measles from other areas of the world, sometimes causing short chains of transmissions over a few months.
The present outbreak began in Brazil in 2013, with a total of 1065 cases through May of 2015. The outbreak began in the northeastern State of Pernambuco in 2013, where 224 cases were reported, predominantly affecting children <1 year of age (110; 49%) distributed among 24 municipalities. The virus belonged to genotype D8, the same as that circulated in Europe in 2013 [ 8 ].
The outbreak then spread to the neighboring northeastern state of Ceará, causing 694 cases in 2014, and 141 more from January to May 2015 [ 8 , 9 ]. However, this outbreak predominantly affected individuals between 15 and 29 years of age (283; 34.0%), as opposed to children <1 year of age (229; 27.5%). In both Pernambuco and Ceará, the distribution of cases by age group appeared to shift over the period of the outbreak, first predominating among children <1 year of age and later among persons 15–29 years of age. In addition, there was some variation of the age distribution between rural areas and the inner city regions.
Among individuals >12 months who developed measles, 10.7% (80 of 745) had been vaccinated with 1 dose of measles-containing vaccine, and 1.6% (12 of 745) had received 2 doses [ 9 ]. Among 252 cases with available records, typical signs and symptoms of measles were noted: rash (252; 100%), fever (252; 100%), cough (213; 84.5%), rhinorrhea (172; 68.2%), and conjunctivitis (152; 60.3%). Nearly 60 patients were hospitalized, but fortunately there was only 1 fatality (in a 7-month-old infant seropositive for both human immunodeficiency virus and syphilis) [ 8 , 9 ]

A fleet of US-made satellites helps China's government police its people and supports its military despite growing wariness in Washington over Beijing's power, the Wall Street Journal reported Tuesday.
While the United States will not let China buy US-made satellites for national security reasons, it sells them to partly Chinese-controlled, Hong Kong-based Asia Satellite Communications, which then leases out capacity to Chinese and other customers.
Under that arrangement China's Ministry of State Security, which oversees domestic and international intelligence gathering, has used the US-built satellites for communications in emergencies, including dealing with anti-government protests by minorities in Tibet and Xinjiang in 2008-2009, the Journal reported.
And beginning in 2013, a Chinese state telecommunications firm used capacity on an AsiaSat satellite to provide mobile and internet services to China's military as they built permanent installations on contested islands and reefs in the South China Sea.
Washington does not recognize China's territorial claim to those installations, which have effectively extended China's military reach far from the mainland.
AsiaSat is jointly controlled by China's huge government-backed investment bank Citic Group and US investment bank Carlyle Group.
The three-decades-old, publicly listed company, has launched a total of nine satellites, made by US aeronautics and space firms Boeing and SSL.
AsiaSat told the Journal that China's military had used the satellite services via telecoms operators that held bandwidth for disaster relief.
Carlyle, which has strong ties to the US political and security establishment, told the Journal that AsiaSat customers are Chinese phone and internet companies, who have their own customers.
The report came amid stepped up US concern over China's efforts to obtain, legally or illegally, US technology that it cannot match itself.
China especially trails the United States in satellite technology, the Journal said.

I believe this is 100% about Merck's MMR vaccine. Even "difficult" cases of measles (not many in the US are serious) are manageable with proper care, especially things like Vitamin A. (Reuters) - Tesla Inc Chief Executive Elon Musk and the U.S. Securities and Exchange Commission on Thursday sought a second delay and requested to provide the court another joint submission on or before April 30, indicating whether they have reached an agreement to settle a dispute over Musk's use of Twitter, both parties said in a court filing.
The SEC in February sought to have Musk found in contempt of a fraud settlement last year after the CEO tweeted details about Tesla production numbers that were not vetted by the electric vehicle company's attorneys.
Instead, U.S. District Court Judge Alison Nathan in Manhattan ordered Musk and the SEC to try to resolve the dispute on their own. The parties have already requested one extension.
The SEC sued Musk last year for making fraudulent statements after he tweeted on Aug. 7 that he had "funding secured" to take Tesla private at $420 per share. The parties later settled and Musk agreed to step down as chairman and have the company's lawyers pre-approve written communications, including tweets with material information about the company. Musk's lawyers have argued that the February tweet did not contain new information that was material to investors.

On World Intellectual Property Day, we celebrate the essential role of innovation in the strength and expansion of our economy. Our free market continues to unleash the imagination of our Nation's talented creators, inventors, and entrepreneurs, enabling them to develop products that improve and elevate lives across our country and around the world. To maintain and reinforce our economic competitiveness, we must protect intellectual property and related technologies so that new industries and innovations can flourish.
Since the founding, our Nation's incredible intellectual property system has empowered Americans to make discoveries that have helped us live healthy, prosperous, and enjoyable lives. My Administration is determined to build on our country's strong tradition of protecting intellectual property. Last year, I signed the Orrin G. Hatch–Bob Goodlatte Music Modernization Act, which will improve our protection of the creative genius of America's extraordinary musicians. This groundbreaking legislation modernizes our outdated copyright laws so that artists and songwriters are justly compensated for the online use of their music. Additionally, my Administration negotiated the new United States–Mexico–Canada Agreement (USMCA), modernizing the North American Free Trade Agreement into a 21st century, high-standard agreement. The USMCA includes the strongest and most comprehensive intellectual property standards of any prior free trade agreement. Once approved by the Congress, the USMCA will
deliver comprehensive protections against misappropriation of trade secrets, robust border enforcement, and enhanced trademark, copyright, and patent provisions that are critical to driving innovation, creating economic growth, and supporting American jobs. Earlier this month, I also issued a memorandum directing my Cabinet to combat trafficking in counterfeit and pirated goods in online marketplaces.
We must stop those actors who engage in unfair and unscrupulous practices, including nation states that sponsor the theft of American intellectual property. To protect our economic and national security, my Administration is taking aggressive action to enforce both our laws and a fair and reciprocal trade policy. For example, a critical part of our ongoing negotiations with China includes putting an end to the hundreds of billions of dollars of intellectual property we lose to China each year. Protecting the innovations, creations, and inventions that power our country are vital to our economic prosperity and national security.
