Canadian Ethics Commissioner probing SNC-Lavalin affair taking 'prolonged' medical leave
Conflict of Interest and Ethics Commissioner Mario Dion, the man looking into potential violations of federal ethics rules in the SNC-Lavalin affair, is stepping away temporarily from his duties for health reasons.
A statement issued by his office today says Dion will be away for a "prolonged period for medical reasons."
"Commissioner Dion will resume his duties as soon as he is able to do so," says the release. "We hope you will join employees of the Office in expressing our best wishes for Commissioner Dion's health. We would request continued respect for the privacy of Commissioner Dion and his family at this time."
Dion's office said it will continue to gather information on ongoing investigations and offer MPs and other public office holders advice.
"Despite these exceptional circumstances, the work of the Office will continue," says the statement.
Last month, Dion announced he'd investigate claims that the Prime Minister's Office pressured former attorney general Jody Wilson-Raybould to help Quebec engineering firm SNC-Lavalin avoid criminal prosecution.
The NDP asked the ethics watchdog to look into the matter after a Globe and Mail report alleged the PMO wanted Wilson-Raybould to direct federal prosecutors to draft a "deferred prosecution agreement" (DPA) — a deal akin to a plea bargain — to avoid taking SNC-Lavalin to trial on bribery and fraud charges.
Dion said there was sufficient cause to investigate Prime Minister Justin Trudeau for a possible contravention of Section 9 of the Conflict of Interest Act. That section prohibits any official responsible for high level decision-making in government from seeking to influence the decision of another person to "improperly further another person's private interests."

Huffman is accused of disguising a $15,000 charitable payment in the bribery scheme, according to court records. Prosecutors alleged Huffman met with a confidential witness who explained that he could control an SAT testing center and could arrange for someone to proctor her daughter’s test and correct it. Huffman's daughter allegedly took the test in December 2017 and received a score of 1420. That was a 400-point improvement from her first test. In October 2018, Huffman was recorded by the FBI discussing participating in the same scheme for her younger daughter; however, she did not ultimately pursue it.
Douglas Hodge, the former CEO of Newport Beach-based Pacific Investment Management Co., was also indicted in connection with his alleged participation in the scheme. Prosecutors alleged Hodge used bribery to get his children admitted to USC and Georgetown as purported athletic recruits. When Hodge’s daughter applied to Georgetown in 2008, her application indicated that she had won multiple United States U.S. Tennis Assn. tournaments. Pilots Complained About Boeing 737 Max 8 For Months Before Second Deadly Crash
One captain who flies the Max 8 said in November that it was "unconscionable" that Boeing and federal authorities have allowed pilots to fly the plane without adequate training - including a failure to fully disclose how its systems were distinctly different from other planes.
An FAA spokesman said the reporting system is directly filed to NASA, which serves as an neutral third party in the reporting of grievances.
"The FAA analyzes these reports along with other safety data gathered through programs the FAA administers directly, including the Aviation Safety Action Program, which includes all of the major airlines including Southwest and American," said FAA southwest regional spokesman Lynn Lunsford.
Meanwhile, despite several airlines and foreign countries grounding the Max 8, US regulators have so far declined to follow suit. They have, however, mandated that Boeing upgrade the plane's software by April.
Sen. Ted Cruz (R-TX), who chairs a Senate subcommittee overseeing aviation, called for the grounding of the Max 8 in a Thursday statement.
"Further investigation may reveal that mechanical issues were not the cause, but until that time, our first priority must be the safety of the flying public," said Cruz.
At least 18 carriers — including American Airlines and Southwest Airlines, the two largest U.S. carriers flying the 737 Max 8 — have also declined to ground planes, saying they are confident in the safety and "airworthiness" of their fleets. American and Southwest have 24 and 34 of the aircraft in their fleets, respectively. -Dallas Morning News

He's also withdrawing the lethal injection regulations that death penalty opponents have already tied up in court. And he's shuttering the execution chamber at San Quentin State Prison that has never been used. California hasn't executed anyone since 2006.

MELBOURNE, Australia (AP) — The most senior Catholic convicted of child sex abuse was sentenced Wednesday to six years in prison for molesting two choirboys in an Australian cathedral in a crime the judge said showed “staggering arrogance.”
Cardinal George Pell must serve a minimum of 3 years and 8 months before he is eligible for parole, according to the judge’s order. The five convictions against Pell carried a maximum possible sentence of 10 years each.
“In my view, your conduct was permeated by staggering arrogance,” Victoria state County Court Chief Judge Peter Kidd said in handing down the sentence.
Pope Francis’ former finance minister was convicted by a unanimous jury verdict in December of orally raping a 13-year-old choirboy and indecently dealing with the boy and the boy’s 13-year-old friend in the late 1990s, months after Pell became archbishop of Melbourne. A court order had suppressed media reporting the news until last month.
The 77-year-old denies the allegations and will appeal his convictions in the Victoria Court of Appeal on June 5. It was not immediately clear if he will also appeal the sentence.

In 2015, SNC-Lavelin was charged with bribing Libyan officials in exchange for construction contracts between 2001 and 2011.[50] In 2011, the RCMP began their investigation called Project Assistance which was triggered by a tip from Swiss authorities.[54] According to an August 8, 2013 Financial Post article, Michael Novak who, had been the head of SNC International, had signed "several of the contracts between SNC and "unknown commercial consultants to help win contracts" for "work in Africa".[55][56] This included a contract with former Libyan dictator Muammar Gaddafi's controversial government.[57] By the summer of 2013, police alleged that the "unknown commercial consultants" had never existed and that Ben Aissa had "set up shell companies so he could pocket the [$56 million] himself".[56][58] By July 2014, Aissa was jailed in Switzerland for "suspicion of corruption, fraud and money-laundering in North Africa".[59][60][Notes 4] When SNC-Lavalin pulled out of Libya in 2011, it left behind $22.9 million in Libyan banks.[61] In 2013, Roy filed a countersuit for wrongful dismissal, claiming lost wages and damages to his reputation, alleging that he had been framed and scapegoated by higher-level executives whose directives he was obliged to follow.[62][63][64][65][Notes 5]
By February 2012, SNC investors had found out that audited financial statements had been delayed to accommodate an internal review relating to SNC's operations. The internal review probed $35 million of unexplained payments in Libya. Prior to the launch of the investigation, there had been months-long media speculation about the company's work in Libya and its ties to the Muammar Gaddafi family.[66][67][68] In 2012, the Royal Canadian Mounted Police investigated the company on these charges in the Project Assistance investigation and,[69] in 2015, they charged SNC-Lavalin with "fraud and corruption", which the company indicated they would contest in court.[70]
