Discussion

In the case of an act or omission which violates the UCMJ and a criminal law of a State, the United States, or both,

the determination which agency shall exercise jurisdiction should normally be made through consultation or prior

agreement between appropriate military officials (ordinarily the staff judge advocate) and appropriate civilian

authorities (United States Attorney, or equivalent). See also Memorandum of Understanding Between Departments

of Justice and Defense Relating to the Investigation and Prosecution of Crimes Over Which the Two Departments

THE MILITARY JUSTICE SYSTEM

Role of Congress and The President. The foundation of military law is the Constitution of the United States. The Constitution provides that Congress has responsibilities to make rules to regulate the military; it also establishes the President as Commander in Chief of the armed forces.

The Uniform Code of Military Justice (UCMJ) is implemented through Executive Orders of the President of the United States pursuant to his authority under Article 36, UCMJ (10 USC § 836). "During the 1950s and 60s, federal troops and federalized NG forces, accompanied by military intelligence personnel, were deployed to help integrate Southern schools and to help deal with civil disorders in Detroit in 1967 and other cities the following year after the assassination of Dr. Martin Luther King Jr." - "In the late 1960s, the Pentagon compiled personal information on more than 100,000 politically active Americans in an effort to quell civil rights and anti-Vietnam War demonstrations and to discredit protestors.26 The Army used 1,500 plain clothes agents to watch demonstrations, infiltrate organizations, and spread disinformation. These cases are civil cases. A State AG can initiate CAL as can private attorneys on behalf of a "lead plaintiff(s)" who will represent the class. RICO (racketeeering) and other criminal laws do not apply here.

CAL are governed by Rule 23 of th Federal Rules of Civil Procedure - Most states rules are the same. CR23 requires threshold findings by a trial court to"certify" a class including: (1) the class is so numerous that joinder of all members is impracticable; (2) there are questions of law or fact common to the class; and (3) the claims or defenses of the representative parties are typical of the claims or defenses of the class.

OK you get the idea. Read CR 23 of you want more. These threshold proceedings are very involved and hotly contested. Of course this is becase there are typically huge sums at risk. My first instinct was shared by other anons - a CAL against MSM and/or social media companies. Such a claim could be supported by a large variety of theories beyond the scope of a post here. However, Q appears to have provided a huge clue on this question.

So I searched for "what I say" and went from there. I am convinced the following digs are Deep State/Cabal links. I do not know if I have been able to link them to a CAL. Here is the summary:

Defendants in these cases are any public official/agency.body acting "under color of law." (which means they hold some legal authority to act but abused it) Attorney’s fees and expert witness fees are also available under Section 1983 so there would be an incentive to take the case forward. Would a reasonable person dispute that child trafficking was deprivation of rights, privileges, or immunities?

Returning now to the rules for a CAL it seems it could make a prima facie case. (legal threshold) Of course there would be many barriers thrown up to such action. However, a CAL can accomplish a great deal without winning on the merits at a trial, and this would be highly political. If the class were even to be certified it would send shock waves throught the establishment. Q has stated that a case against certain people (BO?) would produce riots. Can we get at him indirectly through innocent (black) victims? BOOM?

From what I gather in reading a few comments about revisiting the regulations (There are currently Federal Regulations Title II) is that it is a shit storm mess and we are putting the power in the judicial branch because it is a mess.

Q is asking for Congress to write an Act that is clear and enforceable and doesn't leave it in the hands of our courts to interpret and does not impede on anyone's First Amendment rights.

Exactly. For that matter, if our 1A rights were enforced across the internet, he would already have been fined/prosecuted. Why couldn't that happen? Speech is speech, whether spoken, written or filmed, etc.

The issue that IBOR would solve is the notion that since social media is operated by private companies that they are exempt from the BOR and can censor you. The IBOR would simply forward our already possessed rights under the consitution of these United States to all entities.

There is already legal precedent to do so courtesy of these stupid fag liberals. They forced a small bakery out of business for violating the rights of a gay couple. Those rights that they supposedly violated are granted by the BOR. So with that precedent set, it is not a far leap at all for the US Government to extend the coverage area of our current BOR to the Internet. No new fucking regulations, no new agency to monitor, the same shit we have just enforced on the Internet.
