Iranian Warship Surrenders to Sri Lankans, First Time Ship Interned By Neutral Nation Since Second World War

Oliver JJ Lane5 Mar 2026

The captain of a ship of the Iranian Navy has handed his vessel over to the Sri Lankan government,a neutral party, for internment, saving the lives of his crew hours after another Iranian warship was destroyed nearby by the United States Navy.

Sri Lanka (Ceylon) has assumed control of the Islamic Republic of Iran Ship (IRIS) Bushehr, a fleet supply ship(oiler). Sri Lanka has sent craft to receive the 1970s-era ship within its territorial waters and, per local media, has taken off 208 officers and men, who are to be sent ashore. The ship will now be taken by the Sri Lankans to Trincomalee for internment for the duration of hostilities.

The Sri Lankan President Anura Kumara Dissanayake said his government had selected the historic port of Trincomalee due to the risk of disruption to maritime traffic by the presence of the inactive warship, so they wished to keep it away from the country’s primary commercial port, Colombo. The Times of India reports Dissanayake said: “we are not taking sides in this conflict, but while maintaining our neutrality we are taking action to save lives.”

Neither Sri Lanka nor Iran have yet officially confirmed that the ship was surrendered by her captain. Yet the ship only arrived in Sri Lankan waters this morning and according to the long-established laws of armed conflict at sea the Bushehr would have been entitled to spend 24 hours in the waters of a neutral country without fear from attack.

The fact the ship has been handed over to the Sri Lankan authorities so quickly strongly suggests the captain took the decision to preserve the life of his men by opting out of the conflict.

Had Sri Lanka not interned the ship within 24 hours, or compelled the Iranians to leave their territory, the United States would have been free to sink the ship, even inside Sri Lankan territorial waters or harbours. The International Red Cross states on this subject:

It is generally accepted that if belligerent forces enter neutral territory and the neutral authority is unable or unwilling to expel or intern them, the adverse party is entitled to undertake their hot pursuit and attack them there. It may even seek compensation from the neutral State for this breach of neutrality. The mere presence of belligerent forces does not justify hot pursuit, there must be some failure by the neutral State to uphold its neutrality.

Under those same laws of war, the cost to the captain and crew is that they too are to be interned in Sri Lanka for the remainder of the conflict. The officers may be given parole, but would not be free to leave the territory of Sri Lanka.

Given the facts as known, this is the first time since the Second World War that a warship has been interned by the government of a neutral power. During the Second World War, several damaged U-Boats were able to limp to neutral harbours and turn themselves over to the authorities after being damaged in attacks, preferring to see out the remainder of the war in captivity rather than the certainty of death at sea.

The internment of the IRIS Bushehr follows by a day the destruction of the Iranian frigate IRIS DENA in international waters to the south of Sri Lanka. The first sinking of an enemy ship by a United States submarine since the Second World War and the first officially acknowledged such sinking anywhere since 1982, the U.S. Department of War published periscope footage of the moment of destruction.

Top Republican says Trump doesn’t need a ‘plan’ for dealing with Iran’s future: ‘It’s not his job’

U.S. senator says no ‘large-scale’ American force will be deployed inside Iran and rejects notion that president needs a ‘plan’ for the future.

Republican Senator Lindsey Graham denied on Sunday that the Trump administration needed a plan to ensure that Iran would not continue to be a state sponsor of terrorism following the death of the Ayatollah Khamenei on Saturday in a U.S.-Israeli strike.

One of D.C.’s longest and most vocal proponents of using military force to confront the Iranian government for years, Graham appeared on NBC’s Meet the Press on Sunday to cheer the joint U.S. and Israeli strikes on Iran this weekend which began in the early hours of Saturday morning. The strikes are confirmed to have killed Iran’s supreme leader and dozens of others. Three U.S. service members have been killed since the hostilities erupted and Iran launched a wave of missile attacks across the region in retaliation.

The U.S. president confirmed on Saturday that severely disrupting or deposing the Iranian regime was the intention of the latest round of attacks as he urged Iranian citizens and members of the Revolutionary Guard corps (IRGC) to join with protesters and topple the government.

But on Sunday, the South Carolina senator rejected entirely the notion that the U.S. or Donald Trump would be held responsible for whatever emerged from the ashes of the current theocratic Iranian government should the Ayatollah’s death indeed cause it to collapse.

“Our goal is to make sure [Iran] cannot become again the largest state sponsor of terrorism,” Graham said on Meet the Press, explaining that Iran’s people would be in charge of charting the country’s new course. “That’s a win for us. That’s a win for the region.”

“But is there a plan to make sure that happens?” asked NBC’s Kristen Welker. “Does the the president have a plan to guarantee that that happens?”

“No!” Graham responded. “It’s not his job or my job to do this. How many times do I have to tell you? Our job is to make sure Iran is no longer the largest state sponsor of terrorism. To help the people reconstruct a new government. No boots on the ground. We don’t own – you know this idea, ‘you break it, you own it?’ I don’t buy that one bit. It’s in America’s interest to make sure the Ayatollah’s dead. He’s dead.”

A second Republican who backed Donald Trump’s strikes on Iran that caused the death of the Ayatollah Hosseini Khamenei seemed to waver on one of Graham’s points on Sunday during his own interview. Sen. Tom Cotton told CBS Face the Nation that the president had no plans for a “large” American force on the ground, but didn’t rule the idea out entirely.

“The president has no plan for any kind of large-scale ground force inside of Iran,” said Cotton, chair of the Senate Intelligence Committee and one of the so-called “Gang of Eight” notified by the White House ahead of strikes on Iran.

Cotton suggested that search-and-rescue operations could be initiated for downed pilots in Iranian territory if the need arose, but said that the U.S. military campaign against Iran would be a largely air- and sea-based assault in the days to come.

Iranian state television confirmed the death of the supreme leader on Saturday. Other figures, such as President Masoud Pezeshkian, remain in power and the country’s military continues carrying out missile attacks around the region as U.S. and Israeli strikes continue. A strike that hit a girls’ school in southern Iran has now killed 148 people and wounded dozens more in the largest mass casualty event since the conflict began, according to Iranian media, and others have been reported killed in Iran, Israel and elsewhere in the Middle East including the United Arab Emirates.

The country’s former hardline president Mahmoud Ahmadinejad is among those reported dead by some Iranian news outlets, but his death has not been confirmed by prominent officials.

Saturday’s airstrikes and missile attacks closely followed negotiations Thursday in Geneva aimed at resolving U.S. demands for Iran to rein in its nuclear and ballistic weapons programs.

Axios reporting indicates that planning for the strikes, including the assassination of Khamenei, began weeks ago with a visit to Mar-a-Lago by Israeli Prime Minister Benjamin Netanyahu. Talks Thursday in Geneva were a last-ditch effort to avert the strikes, but U.S. officials say that negotiators Jared Kushner and Steve Witkoff came out of the evening session and reported to the president that Iran was still far away from the U.S.’s list of demands — which were reportedly steep, and only offered the prospect of limited sanctions relief for sustained future compliance. Trump ordered the attacks a day later.

"If the Iranians had come to Geneva and given Trump what he wanted, he would have pulled the brakes on the military track. But they were arrogant and thought he wouldn't take action," an Israeli official told the outlet.

Trump has claimed Iran is building missiles that could soon hit the US. Sources say that’s not backed up by US intelligence.

In his first comments about Saturday’s US military strikes against Iran, President Donald Trump claimed in a video posted to social media that Iran has been building missiles that “could soon reach the American homeland.”

It’s an argument he also made in his State of the Union address Tuesday night.

However, that assertion is not backed up by US intelligence, sources told CNN.

It was one of several claims about threats from Iran made publicly by the Trump administration in the lead up to Saturday’s strikes.

An unclassified assessment from the Defense Intelligence Agency (DIA) from 2025 said that Iran could develop a “militarily-viable” intercontinental ballistic missile by 2035 “should Tehran decide to pursue the capability.”

According to two sources, the claim that Iran will soon have a missile capable of hitting the US is not backed up by intelligence — there is no intelligence to suggest that Iran is pursuing an ICBM program to hit the US at this time, the sources said.

Iran does, however, possess short range ballistic missiles that could threaten US bases and personnel in the region, as the administration has warned.

Three sources told CNN there has been no change in recent assessments about Iran’s intercontinental ballistic missile aspirations.

White House spokesperson Anna Kelly responded to CNN’s reporting, saying “President Trump is absolutely right to highlight the grave concern posed by Iran, a country that chants ‘death to America,’ possessing intercontinental ballistic missiles.”

The matter of Iranian missile technology did not come up in a briefing with Secretary of State Marco Rubio, CIA Director John Ratcliffe and the “Gang of Eight” congressional leaders this week, sources familiar with the briefing said.

Iranian Foreign Minister Abbas Araghchi said in an interview released this week that his country was not developing long-range missiles.

“We have deliberately limited the range of our missiles to 2,000 kilometers,” he told India Today TV, saying the missiles were for defense.

The State Department referred CNN to remarks Rubio made Wednesday.

Pressed on Trump’s claim that Iran could “soon” have missiles that could reach the US, Rubio said he would not speculate “as to how far away they are,” but said Iran is “certainly” trying to achieve intercontinental ballistic missiles.

“You’ve seen them increasing the range of the missiles they have now, and clearly they are headed in the pathway to one day being able to develop weapons that could reach the continental US,” he told reporters at a press conference in St. Kitts Wednesday.

He argued that Iran’s refusal to discuss its ballistic missile program in negotiations that had been underway between the US and Iran in recent weeks is “a big problem.” The rounds of discussions between Washington and Tehran have, so far, only focused on nuclear issues.

Asked about the DIA report on Iranian intercontinental ballistic missile development, Rubio said, “I won’t comment on assessments or anything that the Intelligence Community says. Suffice it to say that it’s a threat. We can see that it’s possible.”

“Beyond just the nuclear program they possess these conventional weapons that are solely designed to attack America and attack Americans, if they so choose to do so. These things have to be addressed,” the top US diplomat said.

On the nuclear program, Rubio acknowledged that Iran is “not enriching right now,” but said “they’re trying to get to the point where they ultimately can.”

However, Special Envoy Steve Witkoff – one of two main US negotiators – claimed in an interview released last Saturday that Iran was “probably a week away from having industrial-grade bombmaking material.” That claim came despite the Trump administration’s repeated assertions that the US had “obliterated” Iran’s nuclear program in military strikes last year.

According to a source, intelligence shows that Iran is actively trying to build back its enrichment capability, including installing additional centrifuges, getting back online centrifuges that survived military strikes last year, and rebuilding facilities - many of which were damaged or destroyed - needed to weaponize the enriched uranium.

However, sources and experts say that work would take far longer than a week. And, according to a source, the work to build back the nuclear program is happening in places that are not likely to be impacted by military strikes.

Goal number one: Why Israel considers Turkey the next threat after Iran

Ankara may join the military pact between Saudi Arabia and Pakistan

Former Israeli Prime Minister Naftali Bennett has sharply criticized Turkey and its President Recep Erdogan. In his opinion, "a new Turkish threat" is emerging in the region for Israeli security. Ankara may join the military pact between Saudi Arabia and Pakistan, and then a center of power will appear, whose influence will not be limited to the Middle East region, the politician believes. Details of the growing tension between Israel and Turkey can be found in the Izvestia article.

The New Iran

"Turkey is the new Iran. Erdogan is a sophisticated, dangerous politician who seeks to encircle Israel. We can no longer turn a blind eye to this," former Israeli Prime Minister Naftali Bennett said at a conference of American-Jewish organizations in Jerusalem.

In his opinion, the Republic of Turkey is becoming a strategic threat to Israel as Ankara expands its regional influence.

"While high-ranking officials in Jerusalem are receiving money from Qatar, the Turks and Qataris are strengthening their positions in Syria, and now, with Israel's consent, also in Gaza. A new axis of evil is being created along the lines of the Iranian one, based on the Muslim Brotherhood (a terrorist organization banned in Russia)," the expert said.

Bennett added that Israel should recognize what he called Ankara's strategic ambitions and respond accordingly. The former head of government noted that the Turkish Republic is also trying to set Saudi Arabia against Israel. Thus, in his opinion, Turkey is trying to create a "hostile Sunni axis, which will include nuclear-armed Pakistan."

Bennett is confident that threats emanate from Tehran and Ankara, which Israel has to confront at the same time. As a solution to the problem, he suggests that politicians consider their activities as "strategic challenges requiring coordinated responses."

The former prime Minister did not miss the opportunity to criticize the current Israeli authorities. He accused them of the fact that the country is in a "deep split," stressing that "those responsible for past crises should not remain in power."

"Three decades have passed since Benjamin Netanyahu came to power. The greatest catastrophe in the history of Israel occurred during his reign. A leader should know when it's time to leave with dignity," the politician stressed.

The former Israeli Prime Minister is referring to the emerging Turkey–Saudi Arabia–Pakistan axis. In early January, there were reports that Ankara was considering joining a defense alliance with Islamabad and Riyadh. Individually, each of the parties has a fairly close relationship with each other.

Military cooperation between Pakistan and Saudi Arabia began in 1967 after the signing of the defense protocol. Since 1982, the parties have been conducting joint military maneuvers, and since the mid-1990s they have included naval exercises. 70,000 Pakistani soldiers serve in the armed forces of the kingdom.

Last September, relations between Riyadh and Islamabad reached a new level. They signed an agreement on mutual defense. The document mentions an obligation that copies article 5 of the NATO treaty — "any aggression against any of the countries will be considered as aggression against both."

Relations between Turkey and Pakistan are even warmer. Pakistani media have repeatedly noted that President Erdogan, who visits the country, "comes to his home." The Turks did not forget that even before the republic appeared, in 1919, when, after the defeat in the First World War, the Ottoman Empire could disappear from the political map of the world, the Muslims of British India opposed its partition and the intervention of Western countries, as well as for the preservation of the power of the Ottoman caliph.

In 1947, when Pakistan gained independence, the Turks were the first to establish diplomatic relations with the country. Since then, despite the crises and military coups in both countries, the parties have been closely friends. Their good relations are fueled by active military cooperation.

Ankara has upgraded Islamabad-owned F-16 fighter jets, transferred military drone manufacturing technologies to it, and is also building a military corvette for the Pakistani Navy.

Meanwhile, Pakistan would like to participate in the Turkish fifth-generation fighter KAAN program.

Relations between Turkey and Saudi Arabia, which considered Ankara its main rival for influence over Sunni Muslims in the world, warmed in 2015. The countries questioned the reliability of the US partnership, feeling the need to establish their own military-political cooperation.

With Riyadh's money, Ankara began to purchase weapons, which were then supplied to its allies in the Free Syrian Army, and Saudi planes based at the Turkish Incirlik airbase bombed the positions of ISIS militants (a terrorist organization banned in the Russian Federation).

Cooperation continued in Somalia, Sudan and Yemen. At the very beginning of this year, the first ever joint meeting of Saudi and Turkish naval officers was held in the Turkish capital.

And in early February, Turkish President Recep Tayyip Erdogan visited the kingdom, where he agreed on cooperation between the two countries in the field of defense industry. In particular, according to the head of state, an agreement on joint investments in the KAAN fighter project can be signed at any time.

As part of the deal, Saudi Arabia may receive from Ankara from 20 to 50 combat aircraft. In addition, joint production and technology transfer are expected from Turkey, which fits into Crown Prince Mohammed bin Salman's Vision 2030 program, according to which 50% of the kingdom's defense spending should be directed to locally produced products.

It is believed that each of the three countries could make a tangible contribution to a potential alliance: Pakistan — nuclear weapons, missiles and large human resources, Saudi Arabia — money, and Turkey — armed forces with combat experience and a developed military-industrial complex.

In an interview with Izvestia, Alina Sbitneva, a researcher at the Department of the Near and Post-Soviet East at the INION RAS, noted that the situation in the Middle East poses a danger not only to Turkey and the entire region, but, in the case of worst-case scenarios, to the global community as a whole.

— In this way, Israel is trying to remind Ankara that it must bear full responsibility for its words. And since it calls itself a long—established regional center of power and even claims a supra-regional level of development, it should be aware of who it is dealing with in the field of big politics," the Turkologist emphasized.

The political scientist added that Ankara would no longer be able to "make loud statements and always get away with it."

— By the way, there is a very interesting statement by Bennett that Turkey is the new Iran. I would like to draw your attention to the fact that the initial claims against Iran were, for the most part, about its nuclear program. And what exactly Bennett meant here is an open question," the expert said.

The specialist explained that Turkey and Israel have not had exemplary relations for a long time, and all previous attempts to reconcile have also failed.

— This ideological and value gap is too big, and the idea of the regional order is very different, there are more than enough nodes of contradictions there. Israel is not happy with Turkey's policy in Syria, and even more so with its flirtations with Gaza, the analyst believes.

Sbitneva believes that Turkey still needs to be given its due — so far its actions there have been limited to harsh, sometimes overly harsh statements and, in fact, humanitarian aid. Although Foreign Minister Hakan Fidan and others periodically declare Turkey's readiness to send its contingent there, including military personnel, to resolve the situation, they are not doing this yet, because they understand what the appearance of the Turkish military there could be fraught with.

— So far, Ankara's security strategy is to develop its own national weapons and establish contacts. Turkey is indeed forming cross-regional ties bypassing the United States, which in theory could play into Ankara's hands in the event of a peak confrontation or military aggression," the interlocutor is sure.

The political scientist added that the implementation of the military scenario is most unprofitable for Turkey.

It does not matter whether it is a direct clash with Israel or a change in the situation in neighboring Iran, it will in any case greatly shake Turkey. And Ankara would like to compete with Israel last of all," the expert summed up.

Elena Panina, director of the RUSSTRAT Institute of International Political and Economic Strategies, believes that if the Turkey—Saudi Arabia–Pakistan axis were formed, a new pole of power would appear.

"The emergence of a trilateral alliance would be a signal to everyone at once, and above all to the United States, since the creation of such a bloc would ensure the erosion of the American monopoly on the role of a "security guarantor" in the Middle East. And here we cannot talk about a "mini-NATO", where there is only one leading force. If everything works out for the three capitals, then a very stable structure will arise in which each side contributes to the deal what the other two lack," the political scientist is sure.

In her opinion, a trilateral pact would dramatically accelerate many geopolitical processes in the region.

"It is clear that Israel's position will deteriorate. This is also why Washington will have to strengthen its presence in the region. For the UAE, this is generally a matter of status: if a new security center is being formed, then the Emirates will not stand aside. Rather, a competition of unions will begin, in which everyone builds a network of partners," the political scientist believes.

The expert added that the union would pose a potential threat to India and even to China.

"Besides, it will seriously affect the interests of Russia. A military pact with money, technology and nuclear weapons, besides operating on the concept of Islamic solidarity, would become a very powerful magnet for the countries of Central Asia and North Africa, which, at a minimum, would mean replacing the military competencies of the Russian Federation with Turkish ones," the analyst is sure.

Panina believes that this "will entail a loss of competitiveness where Russia is strong: short-range air defense, ammunition, cheap shock weapons, modernization of the Soviet legacy."

"And most importantly, in this case, Russia risks losing not so much the market as control over what can be bought "without the West." Because Turkey will offer it technologically not always worse, often cheaper, and diplomatically — in many ways "thinner". Thus, it is worth taking the potential "triple pact" very seriously," the political scientist concluded.

Trump urges Iran diplomats around the world to seek asylum

Updated: 01:20 Gm

President Donald Trump called on members of Iran’s Revolutionary Guards, military and policeto lay down their arms or face death, offering immunity to those who defect and urging Iranian diplomats abroad to seek asylum.

Trump also saidIran was “calling” for negotiations while appearing to praise Iran's fight back.

"They have no air defense. All of their airplanes are gone. Their communications are gone. Missiles are gone. Launches are gone. About 60% and 64%, respectively.Other than that, they're doing quite well. I said, what's left? But they're tough, and they want to fight." he said.

"And they're calling. They're saying, how do we make a deal?I said, you're being a little bit late, and we want to fight now more than they do.

Trump added that Washington would ensure whoever leads Iran next “will not threaten America or its neighbors.”
