Nederlanders niet verrast omdat veiling Offshore windmolenpark geen biedingen krijgt

De Rijksdienst voor Ondernemend Nederland (RVO) heeft bevestigd geen biedingen te hebben ontvangen in de laatste veiling van offshore windparken op de Noordzee. Hoewel de regering teleurgesteld was, merkten zij op dat het geen verrassing was vanwege de veranderende omstandigheden in de industrie.
Nederland bood een nieuwe locatie aan ongeveer 60 mijl voor de kust bij Texel in het noordwesten van het land. De site was oorspronkelijk voorgesteld met een capaciteit van 2 GW, maar de veiling werd later gewijzigd in een capaciteit van 1 GW. De regering zei dat de wijziging was genomen om het investeringsrisico voor ontwikkelaars te verlagen en meer biedingen aan te trekken. De veiling, die zonder overheidssubsidie werd voorgesteld, heeft echter geen aanvragen voor de bouw en de exploitatie van de site van Nederwiek I-A opgeleverd.
RVO noemde stijgende kosten en minder vraag naar elektriciteit dan eerder werd verwacht als factoren in het gebrek aan biedingen. Hoewel de markt voor offshore windenergie de afgelopen jaren snel is gegroeid, is de markt de laatste tijd snel en aanzienlijk veranderd. Zij merkten op dat veilingen in Duitsland, Denemarken, het Verenigd Koninkrijk en België ook geen biedingen hebben ontvangen of zijn uitgesteld wegens beperkte belangstelling.
"De duurzaamheid van onder andere de Nederlandse industrie loopt achter", schrijft RVO. "Dit heeft het voor ontwikkelaars van windparken moeilijker gemaakt om langlopende elektriciteitscontracten af te sluiten voordat de bouw van een windpark begint. Dit heeft hun bereidheid om te investeren verminderd.”
De regering benadrukt dat het al was begonnen met de planning, en merkt op dat het Ministerie van klimaatbeleid en groene groei had gewaarschuwd dat de veiling mogelijk geen aanvragen zou ontvangen. In September publiceerde het ministerie zijn plan voor de volgende fase van de offshore windenergiesector.
In 2026 wil de overheid vergunningen afgeven voor 2 GW offshore windenergiecapaciteit. Het nieuwe plan vraagt om een subsidieregeling, waarbij ambtenaren opmerken dat €948 miljoen (US$1,1 miljard) al is gereserveerd voor het programma in 2026. De volgende ronde zal ook gebaseerd zijn op een Contracts for Difference (CFD) - proces, dat een minimumprijs voor de opgewekte elektriciteit zal garanderen. Wanneer de marktprijs onder de garantie daalt, maakt de overheid het verschil in subsidies op, en wanneer deze het overschrijdt, gaat de winst naar het land of de consumenten.
De Nederlandse overheid is momenteel bezig met de herziening van de sites die in 2026 worden aangeboden. Ze zijn van plan om de details van de volgende ronde in Januari vrij te geven en ze geloven dat de nieuwe aanpak meer interesse in de markt zal stimuleren.
