Protected Areas Enforcement Actions

The Department of Homeland Security (DHS) issued a memorandum — Guidelines for Enforcement Actions In or Near Protected Areas — instructing officers to refrain from taking enforcement actions at or near locations or protected areas in October 2021. This policy is part of DHS’s effort to avoid restricting people’s access to essential services or engagement in essential activities.

Protected Areas

Protected areas are locations that provide essential services or activities. When determining if a location is a protected area, DHS considers the activities that take place there, the importance of those activities to the well-being of people and the communities of which they are a part and the impact an enforcement action would have on people’s willingness to be in the protected area and receive or engage in the essential services or activities that occur there. It is a determination that requires the exercise of judgment.

Examples of protected areas include, but are not limited to:

Schools

Medical or mental healthcare facilities

Places of worship or religious studies

Places where children gather

Social services establishments

Places where disaster or emergency response/relief is provided

Places where funerals, graveside ceremonies, rosaries, weddings, or other religious or civil ceremonies or observances occur

Places where there are ongoing parades, demonstrations, or rallies

Enforcement Actions Within the Scope of the Protected Areas Memorandum

Enforcement actions that are within the scope of this guidance include, but are not limited to, such actions as arrests, civil apprehensions, searches, inspections, seizures, the service of charging documents or subpoenas, interviews and immigration enforcement surveillance.

Exceptions and Limitations on Scope

There might be limited circumstances under which an enforcement action needs to be taken in or near a protected area. The following are some examples of such limited circumstances:

The enforcement action involves a national security threat

There is an imminent risk of death, violence, or physical harm to a person

The enforcement action involves the hot pursuit of an individual who poses a public safety threat

The enforcement action involves the hot pursuit of a personally observed border crosser

There is an imminent risk that evidence material to a criminal case will be destroyed

A safe alternative location — a location deemed safe for DHS personnel, the subject of the enforcement action, and the public — does not exist

The memorandum does not limit ICE’s or employee’s statutory authority, and DHS does not tolerate violations of law in or near a protected area.

Absent exigent circumstances, DHS officers and agents must seek prior approval from their agency’s headquarters or an authorized delegate before taking an enforcement action in or near a protected area. To the fullest extent possible, any enforcement actions in or near a protected area should be taken in a non-public area, outside of public view, and to eliminate or minimize the chance that the enforcement action will prevent people from accessing the protected area.

If DHS officers and agents take enforcement actions that are believed to be in violation of the protected areas policy, a complaint may be filed through one of the following channels:

Sir Keir Starmer joined celebrity Labour backers for a party in the Downing Street garden just hours after laying flowers for the children murdered in the Southport knife attack, The Mail on Sunday can reveal.

The Prime Minister mingled with Labour supporters at a barbecue at No 10 on the evening of July 30 after he laid a floral tribute earlier that day in Southport, where three children were fatally stabbed during a dance class.

Celebrity guests at the do included TV presenter June Sarpong, soap actress Michelle Collins, and Helen Thorn and Ellie Gibson, who present the Scummy Mummies podcast.

The MoS can reveal the event was also attended by Labour donor Lord Waheed Alli, who has given more than £900,000 to the party and its candidates since 2004.

This newspaper understands that Sir Keir arrived at the party in Downing Street's rose garden at around 8pm. Around half an hour later, Southport erupted into violence, with hundreds attacking a mosque. It has previously been reported that Lord Alli, whose wealth is estimated at £200 million, organised a post-election reception in the Downing Street garden with others who had helped to bankroll the campaign.

Canadian Leader Ready To Work With Trump To Resurrect Keystone XL Pipeline

Alberta Premier Danielle Smith 'looking forward to starting those conversations,' she tells the Washington Free Beacon. Danielle Smith, the premier of Alberta, Canada, said Tuesday that she would like to restart conversations with Trump administration officials aboutreapproving the Keystone XL oil pipelineor permitting additional Canada-United States oil pipelines.

Smith is prepared to leverage her own authority and work with President Donald Trump on the issue, she told the WFB in a Tuesday interview.Her government is seeking to double its oil and gas production, she said, which means the province will need additional pipeline infrastructure to transport that product to its destination.

"I think there's a number of different projectswe could look at that go cross-border, north and south," Smith said. "What I would propose is—are there ways that we can look at increasing pipeline access…

"And I think that would match with the speed with which this administration wants to move," she continued. "So, whether it's a Keystone 2.0 or something else, I'm looking forward to starting those conversations in earnest once the interior secretary is sworn in."

Smith's support for Keystone XL and additional pipeline construction is a significant development as Trump begins in earnest to implement his energy agenda, which will focus on increasing oil and gas production, and expanding energy infrastructure. Renewing Keystone XL's federal approval or fast-tracking permits for additional oil pipelines could kickstart that agenda and simultaneously secure a significant messaging win for Trump.

Keystone XL—which, as proposed, would originate in Alberta, cross into Montana, and stretch 1,200 miles to Nebraska before reconnecting with the existing Keystone pipeline system—has for years been heralded by Republicans and Montanan officials as an important tool for increasing energy security and boosting the economy,but loudly opposed by Democrats and climate activists over its potential emissions profile.

In early 2017, Trump overturned former president Barack Obama's 2015 decision to reject the project. Then, after years of federal permitting, Keystone's developer TC Energy would begin constructing the pipeline in 2020, thanking Trump and the government of Alberta, which took an equity stake in the project. Meanwhile, Smith's comments come as part of her efforts to strengthen relations, particularly on energy matters, between the oil-rich Alberta and the United States. Smith attended Trump's inauguration on Monday, telling the Free Beacon that she sought to earn exemptions from Trump's planned tariffs for Alberta's energy industry.

"We are stronger together. I think we can help Americans achieve their goal of energy dominance and ensure that American citizens continue to have low cost energy," Smith added.

Mr. Morlan, 57, an architect, was not immediately accepting of his son’s support for Mr. Trump. “Initially, it was like, ‘Are you crazy?’” he said. But Mr. Morlan has backed off over time, conscious that trying to discredit his son could keep them from having political discussions at all.

“As soon as they’re young adults, you don’t get to tell them how to think anymore,” he said.

Some parents still worry about the kind of men they will grow up to become. Kevin Bromberg, 58, a Democrat who lives in a suburb of Charlotte, N.C., said he disapproved of Mr. Trump’s lack of empathy toward immigrants like his wife. The insults and shock-talk that turned Mr. Bromberg off did not seem to alienate his 22- and 20-year-old sons from a previous marriage, who both voted for Mr. Trump.

Mr. Bromberg says he is happy that they are paying attention to politics at all, and has told his sons he respects their opinions. But a part of him remains concerned that the callousness he sees in Mr. Trump and the Republican Party will find its way into his children.

“Look, I’m not worried about my kids becoming educated on the issues,” he said. “What I don’t want is for my kids to become these cruel people.”

‘Nobody Feels Heard’

Parents who have been warned against hovering like helicopters seem to understand that micromanaging their children’s party affiliation is probably not setting them up for independent lives. Still, they didn’t necessarily consider that the children they taught to think for themselves might someday vote differently than they did. (These parents today need psychological help, to find out if they are the programmed people. The arrogance of "college educated" voters is such a lie. They are more duped than anyone.)

(I don't even remember my parents in the late 70's ever telling me who to vote for or why. But we all left home by 20 or 21 years of age at that time.)

BlackRock, Vanguard big purchasers of Trump Media shares in Q2, filings show

NEW YORK, Aug 14 (Reuters) - A handful of institutional investors bought large positions in former President Donald Trump’s media company in the second quarter ahead of the company's inclusion in two Russell indexes, regulatory filings released on Wednesday showed.

Among the biggest purchasers of shares of Trump Media & Technology Group (DJT.O), opens new tab, the parent company of the Truth Social platform, were asset managers Vanguard, State Street and BlackRock, which are known for their passive investing businesses. Those include exchange traded funds that buy shares of companies included in a wide range of indexes that they track.

Vanguard Group initiated a new position with the purchase of nearly 2.9 million shares of Trump Media, with a market value of approximately $94.3 million at the end of the quarter, the filings showed. BlackRock initiated a new position with the purchase of nearly 2.2 million shares, while State Street initiated a new position with just over 440,000 shares.
