In 1962, when the ICA was replaced by the USAID, the program was reorganised under the new title of 'Office of Public Safety', consolidating various disparate overseas police training and assistance projects across the globe.[1] Its director, CIA operative and police reformer Byron Engle, served from 1962 until his retirement in 1973.[3]

Police assistance projects overseas had been established by the Eisenhower administration, but military intervention and covert action by the CIA was the primary method of addressing communist groups and other subversives in poor and recently decolonised countries. In the 1950s and 60s, covert action was increasingly unsuccessful, the most infamous example being the disastrous Bay of Pigs invasion.[4] Already a proponent of modernization theory and international development programs as an alternative method of combating the spread of Communism, Kennedy was receptive to the efforts of national security advisor Robert W. Komer to grow police assistance and make it the primary agent of counterinsurgency.[5] Komer considered the police to be “more valuable than Special Forces in our global counter-insurgency efforts” and more cost-effective in that they did not require the expensive equipment and weaponry that military forces did. He described them as more successful as a preventative measure than any other program, providing "the first line of defense against demonstrations, riots and local insurrections. Only when the situation gets out of hand (as in South Vietnam) does the military have to be called in". Police were, as USAID director David Bell put it, "a most sensitive point of contact between the government and people, close to the focal points of unrest, and more acceptable than the army as keepers of order over long periods of time. The police are frequently better trained and equipped than the military to deal with minor forms of violence, conspiracy and subversion".[6]

Jeffrey Epstein's 'Little Black Book' and its ties to New Mexico

ALBUQUERQUE, N.M. —

Target 7 is continuing to uncover Jeffery Epstein's ties to New Mexico and is looking into a contact book that was released years ago.

Those contacts were put in what is referred to by journalists as Epstein's "Little Black Book."

The book was leaked by Epstein's housekeeper and has been published on Amazon and in other media outlets like Business Insider and The New York Times.

In total, more than 1,500 names, around 5,000 phone numbers, and thousands of home addresses.

Within all of that are ties to the Land of Enchantment.

Most people know Jeffery Epstein once owned Zorro Ranch in Santa Fe County.

“There was questionable conduct on that ranch,” former New Mexico Attorney General Hector Balderas said.

But now, the less known is being revealed. A 97-page address book gives insight into who the dead billionaire was associated with.

Listed in Epstein's book are Prince Andrew, Alec Baldwin, the office of Bill Clinton, and former New Mexico Gov. Bill Richardson.

“Bill Richardson is being linked to Jeff Epstein and the scandals associated with him, it's disappointing,” KOAT Political Expert Brian Sanderoff said.

Target 7 has previously reported how Richardson's name appeared in multiple court documents claiming he had been to the mansion multiple times.

One woman claimed in a deposition that she was sent to New Mexico to give Richardson a massage.

According to recently unsealed court records, the massages also included sex acts, and that woman's attorney claimed Richardson had knowledge of Epstein's sexual trafficking conduct. Richardson's attorneys deny those allegations.

Court documents claim most women were trafficked by Epstein by giving massages and inside Epstein's book is a whole section titled "New Mexico Massage," underneath are names of women.

Deep dive: Target 7 Investigates

Target 7 called every number listed in the section. Most numbers were disconnected or went to voicemail.

Only two women answered. When asked they confirmed their name with us, but once we mentioned Epstein, they said not to call back and hung up.

Other names in the book with ties to New Mexico include former Gov. Bruce King and attorney John Kelly.

“Very well-respected lawyer in New Mexico. He had been a former U.S. attorney, I believe under Bill Clinton. He was a partner in one of the biggest law firms in the state, has an extremely good reputation,” Santa Fe Attorney John Day said.

In 2000, Kelly ran for the 1st Congressional District seat in New Mexico and lost.

During his campaign for Congress, Bill Clinton spoke at a fundraiser for Kelly and talked about how they were good friends and went to Georgetown together.

We reached out to Kelly twice and tried to do an on-camera interview, he declined to do one.

When asked why his name is in Epstein's black book, he said, “I have no clue; you'll have to ask Mr. Epstein.”

He went on to say he met Epstein one time in 1993 when King asked him to go down to his ranch and meet with Epstein because he was interested in buying some land.

Kelly is now the president of the city of Albuquerque's ethics board.

“Just because there is a name in a phone book, it doesn't have any implication for anything other than it was business,” Day said.

Kelly's name does not appear anywhere else in any court documents associated with Jeffrey Epstein.

Epstein eventually bought land from King, which is now where Zorro Ranch is.

The property recently sold for an undisclosed amount.
