Declaration of North America (DNA)

Today, President Andrés Manuel López Obrador, President Joseph R. Biden, and Prime Minister Justin Trudeau met in Mexico City for the 10th North American Leaders’ Summit (NALS). The leaders are determined to fortify our region’s security, prosperity, sustainability and inclusiveness through commitments across six pillars: 1) diversity, equity, and inclusion; 2) climate change and the environment; 3) competitiveness; 4) migration and development; 5) health; and 6) regional security.

North America shares a unique history and culture that emphasizes innovation, equitable development, and mutually beneficial trade to create inclusive economic opportunities for the benefit of our people. We are not just neighbors and partners. Our people share bonds of family and friendship and value – above all else – freedom, justice, human rights, equality, and democracy. This is the North American DNA.

Diversity, Equity, and Inclusion

Diversity, equity, and inclusion is foundational to the strength, vibrancy, and resilience of our countries. We focus on providing marginalized communities opportunities for their full, equal, and meaningful participation in our democracies and economies. To advance these objectives, President López Obrador, President Biden, and Prime Minister Trudeau reiterated their joint commitment to protect civil rights, promote racial justice, expand protections for LGBTQI+ individuals and deliver more equitable outcomes to all.

In partnership with Indigenous Peoples, we will promote innovative and sustainable solutions that honor traditional knowledge, foster Indigenous-led growth and drive job creation. We will continue our cooperation to build societies where Indigenous women and girls can live, learn, and lead without fear through the Trilateral Working Group on Violence Against Indigenous Women and Girls. Indigenous women from all three countries will convene in the coming weeks to facilitate discussions about priorities and best practices including in areas of political, economic, and social development. The three countries also reaffirm our commitment to gender equality and empowerment of women and girls, in all their diversity by aiming to improve financial and political support for women’s and girl’s rights.

Climate Change and Environment

Mexico, the United States, and Canada recognize the critical nature of taking rapid and coordinated measures to tackle the climate crisis and respond to its consequences. This includes achieving our respective 2030 nationally determined contributions under the Paris Agreement, and working together and with other countries to keep a 1.5-degree C temperature limit within reach. To promote buy-in for ambitious cuts to emissions, we will come together to align approaches on estimating the social cost of greenhouse gas emissions.

We will continue to implement and build on commitments from the 2021 North American Leaders’ Summit on climate mitigation, adaptation, and resilience, while renewing our focus on reducing methane emissions from all sources, with a new focus on waste methane. We will explore standards to develop hydrogen as a regional source of clean energy. We will move swiftly to accelerate the energy transition by deploying clean energy solutions, increasing the production and adoption of zero-emission vehicles in North America and transitioning to cleaner fuels. In partnership with Indigenous Peoples, we reiterate our pledge to protect biodiversity, to work toward ending deforestation, and doing our part to conserve 30 percent of the world’s land and waters by 2030.

GOP House passes two anti-abortion bills among first votes of new Congress (death blossom)

The Republican-led House approved two anti-abortion bills on Wednesday, legislation intended to communicate the GOP majority's opposition to abortion and disapproval of the Biden administration. The Born-Alive Abortion Survivors Protection Act, sponsored by Rep. Ann Wagner (R-MO), passed in a 220 to 210 vote. It would require healthcare practitioners to provide medical treatment and lifesaving measures for infants born alive after a failed abortion. Health providers that do not comply could be subject to civil liability and criminally charged. Under the bill, if an abortion results in the live birth of an infant, the infant would be considered a legal person and entitled to protections under U.S. laws as any other newborn. "Congresswoman Wagner’s legislation will give babies born alive during an abortion the necessary, lifesaving medical care that any other baby would receive to give them the best chance at life," said House Majority Leader Steve Scalise (R-LA). "Republicans are committed to defending life and doing everything in our power to keep babies who survive an abortion alive.”

Democrats have contended that the 2002 Born-Alive Infants Protection Act already guarantees infants' legal rights. “Let’s be clear: Doctors are already required to provide appropriate medical care by law. This is not how medical care works. It’s wrong, irresponsible, and dangerous to suggest otherwise," said Jacqueline Ayers, the senior vice president of policy, organizing, and campaigns at Planned Parenthood Federation of America. Several states have already implemented "born-alive" legislation. Last November, voters disapproved of a ballot initiative in Montana that would have required medical care for infants born alive after an attempted abortion, induced labor, or cesarean section. Montana already has a law on the books that makes it a felony to cause the death of a premature infant purposefully, knowingly, or negligently.

The House also approved H. Con. Res. 3, which condemns the attacks on anti-abortion facilities and churches in the wake of the Supreme Court's Dobbs v. Jackson Women's Health Organization decision. The resolution passed by a 222 to 209 vote with three Democrats, Reps. Vicente Gonzalez (TX), Chrissy Houlahan (PA), and Marie Perez (WA), voting in favor of it. Over 100 Republican members of Congress, led by Republican Conference Vice Chairman Mike Johnson (R-LA), introduced the bill. "We are introducing this resolution to make the position of Congress crystal clear: violence, property damage, threats, and intimidation tactics must be condemned, and these clear violations of federal and state laws must be prosecuted," Johnson said in a statement. A number of crisis pregnancy centers across the country were vandalized in the weeks following the Dobbs decision. Blue Ridge Pregnancy Center, a faith-based nonprofit crisis pregnancy group, was attacked by vandals hours after the court's ruling, breaking windows and spraying graffiti on the outside of the building, prompting Gov. Glenn Youngkin (R-VA) to condemn the incident. Roughly 56 pregnancy centers have been vandalized since the beginning of early May, the Catholic News Agency estimates. The FBI has been involved in investigating several of the attacks, offering rewards for information leading to an arrest, though most investigations have been carried out by local authorities. The Department of Justice, meanwhile, has been largely focused on attacks against abortion clinics, forming a task force earlier this year to coordinate a national investigation and prosecution of incidents against "reproductive health providers, patients, and facilities."

Competitiveness

We seek to deepen our regional capacity to attract high quality investment, spur innovation, and strengthen the resilience of our economies, recognizing the benefits brought by the United States-Mexico-Canada Agreement. To boost regional competitiveness, the three countries will seek to forge stronger regional supply chains, as well as promote targeted investment, in key industries of the future such as semiconductors and electric vehicle batteries, which will be critical to advance electric vehicle development and infrastructure. We will convene public-private dialogues and map out supply chains to address common challenges and opportunities.

Critical minerals are an essential component to accelerating North America’s clean energy transition. Each country will review and map out existing and potential reserves of critical mineral resources in the region, while taking care of the environment, respecting local communities, and adhering to high ethical standards.

To support innovation, job creation, and workforce development, the three governments commit to working with the private sector, civil society, labor and academia across North America to foster high-tech entrepreneurship, promote small and medium-sized enterprises, and strengthen technical education. We will also consider trilateral approaches to promote sustainable, inclusive jobs and develop the workforce to meet our climate commitments.

Migration and Development

Today marks the six-month anniversary of the Los Angeles Declaration on Migration and Protection, a bold new framework for regional responsibility-sharing that 21 leaders endorsed on the margins of the Ninth Summit of the Americas. The three countries of North America each made ambitious commitments under the Los Angeles Declaration, including working together to advance labor mobility in North America, particularly regarding regular pathways, and have been delivering on these commitments.

Since June, Mexico, the United States and Canada have collectively welcomed record numbers of migrants and refugees from the Western Hemisphere under new and expanded labor and humanitarian programs. Today, we affirm our joint commitment to safe, orderly, and humane migration under the Los Angeles Declaration and other relevant multilateral frameworks. This includes assisting host communities and promoting migrant and refugee integration; providing protection to refugees, asylum seekers, and vulnerable migrants; strengthening asylum capacity in the region; expanding and promoting regular pathways for migration and protection; addressing the root causes and impacts of irregular migration and forced displacement; and collaborating to counter xenophobia and discrimination against migrants and refugees.

Now more than ever, we need to identify and address the root causes of irregular migration and forced displacement. Mexico, the United States, and Canada commit to supporting countries across the Western Hemisphere to create the conditions to improve quality of life, especially in marginalized communities that are vulnerable to both forced internal and regional migration and displacement. To that end, we will continue to work together and with our respective private sectors to promote responsible business practices, implement obligations under the USMCA and international labor conventions, and cooperate to eradicate the use of forced and child labor in our supply chains.

Health

Trilateral health cooperation will focus on launching an updated North American Plan for Animal and Pandemic Influenza (NAPAPI) to improve prevention, preparedness, agility, and to provide rapid response to health emergencies in North America. The North American Health Security Working Group will develop and launch a new, revised NAPAPI as a flexible, scalable, and cross-sectoral platform to strengthen regional prevention, preparedness and response to a broader range of health security threats that include influenza and beyond. As we emerge from the acute phase of the COVID-19 pandemic, we also recognize that resilient health systems, including a strong health workforce, are the foundation upon which effective pandemic preparedness and response will be built. We will continue efforts to build stronger and more resilient health systems that meet the broad range of health needs in our countries.

Regional Security

Mexico, the United States, and Canada will focus on strategies to bolster our shared continental security against domestic, regional, and global threats, including cyber threats. Security cooperation will continue to abide by our common understanding that respect for human rights and the rule of law contribute to a more secure North America. Our security cooperation includes actions to disrupt criminal actors and associated crimes across our shared borders, including money laundering, child sexual exploitation, firearms and human trafficking. We also are taking a consistent approach to the collection, use, processing, retention, and protection of Passenger Name Record (PNR) data to strengthen our shared security perimeter and the safety of our citizens, including advocating for the global adoption of standards and recommended practices of the International Civil Aviation Organization on PNR data.

We will continue our North American Drug Dialogue and further advance our cooperative international efforts to address the growing global synthetic drug threat as the United States takes the chair in 2023. We will enhance trilateral work to address the use of precursor chemicals in the production of illegal substances in North America and to disrupt drug trafficking, as well as strengthen public health approaches to prevention, harm reduction, treatment, and recovery.

As both natural and human-induced hazards and disasters increase risks to vulnerable populations, we will continue to work together to share training and best practices to keep our people safe and address emergencies including natural and other disasters. Recognizing the differentiated impact disasters have on women and girls, we aim to integrate a gender perspective in these efforts.

Looking forward

The commitments made during this summit are rooted in a shared vision for a more equitable, just, inclusive, resilient, secure, and prosperous North America and a shared responsibility to achieve more equitable outcomes responsive to the needs and aspirations of our citizens. As we work to implement these commitments in the upcoming year, we seek to model a democratic and sustainable path based on trust to promote inclusive prosperity and security. Mexico, the United States, and Canada look forward to building on this progress at the eleventh NALS (NALS XI), to be hosted by Canada.

Moderna CEO Announces New mRNA Shot for Heart Failure Patients to Help “Grow Back New Blood Vessels”

Stéphane Bancel, CEO of Moderna, announced the development of a new mRNA shot to treat patients suffering from heart failure.

In a statement released on Monday, the pharmaceutical company said it currently has 48 programs in development, including 36 programs that are currently being tested in clinical trials.

These programs include mRNA infectious disease vaccines and mRNA therapeutics that span seven different modalities.

“We enter 2023 in a great position, with significant momentum across our clinical pipeline, a highly energized team and a strong balance sheet of over $18 billion of cash and cash equivalents,” said Stéphane Bancel, Chief Executive Officer of Moderna.

“With our infectious disease franchise continuing to accelerate with exciting near-term catalysts for RSV Phase 3 data and Flu Phase 3 data, and recent breakthroughs in the development of individualized cancer treatments, as well as our rapid advancement in rare diseases and promising cardiology programs, the Moderna platform is delivering across several modalities. Our progress is meeting the high expectations we set out a few years ago, and with encouraging clinical data across the entire Moderna platform, we are accelerating our investments to deliver the greatest possible impact to people through mRNA medicines. Our board has approved a significant increase to our R&D investments, with a budget for 2023 of around $4.5 billion. 2023 is going to be a very exciting year for Moderna, and most importantly, for patients.”

One of the vaccines that the US-based company is working on is the treatment for patients suffering from heart failure.

In an interview with Sky News, Bancel said, “We are now in a super exciting program where we inject mRNA in people’s heart after a heart attack to grow back new blood vessels and re-vascularize the heart.”

In short, Moderna will fix the problem it created.

(Phys.org)—For the first time, physicists have experimentally demonstrated the violation of "bilocal causality"—a concept that is related to the more standard local causality, except that it accounts for the precise way in which physical systems are initially generated. The results show that it's possible to violate local causality in an entirely new and more general way, which could lead to a potential new resource for quantum technologies.

The physicists, Gonzalo Carvacho et al., from institutions in Italy, Brazil, and Germany, have published a paper on the demonstration of the violation of bilocal causality in a recent issue of Nature Communications.

In general, the idea of local causality is usually taken for granted: objects can influence other objects only when they are physically close together, and any correlations between distant objects must have originated in the past when they were closer together. But in the quantum world, distant particles can be correlated in ways that are impossible for classical objects, unless these distant particles can somehow influence each other.

To determine whether local causality has been violated, physicists perform Bell tests, which attempt to violate Bell inequalities. If a Bell inequality is violated, then either locality or realism (or simply "local realism") has also been violated.

There are dozens of different versions of Bell inequalities, but currently they all make the same assumption: that the correlations between particles all originate from a single common source. In real experiments, however, particles and their correlations can come from many different sources.

To address this issue, the new paper considers a new type of Bell inequality that accounts for the fact that the two sources of states used in the experiment are independent, the so-called bilocality assumption. By violating this new type of Bell inequality, the researchers have for the first time violated bilocal causality, indicating the presence of non-bilocal correlations that are completely different than other types of quantum correlations.

The researchers also showed that, in certain situations, it's possible to violate bilocal causality but not any other type of local causality. This finding further suggests that this type of violation is truly different than any standard local causality violation.

"Our work is an experimental proof-of-principle for network generalizations of Bell's theorem," coauthor Fabio Sciarrino at the Sapienza University of Rome told Phys.org. "We experimentally demonstrated how bilocality can be considered a powerful resource enlarging our current capabilities to process information in a non-classical way."

Overall, the results contribute to the perspective that the standard Bell inequalities are just one particular type of more general phenomena. Further exploring this idea could guide the design of future experiments that may reveal greater insight into the violations of local causality and how they might be used in applications. The new non-bilocal correlations, for instance, could be used as a resource for establishing highly secure quantum communication channels in complex quantum networks.

In the future, the researchers plan to extend the experimental demonstration to larger quantum networks. They also noted that the current experiment is subject to loopholes, just like any other Bell test, other than the recent loophole-free Bell tests. The physicists hope that one day a loophole-free test may also be developed for bilocal causality violation.

"A natural next step is to experimentally realize larger quantum networks by adding more nodes and more entangled sources," Sciarrino said. "Our current research plans address the study of the bilocality in quantum networks under strict conditions of reference frames between the different parties in order to highlight another characteristic of this new resource."

They reflect all bendy, if you have one hung on the wall and you put your face right up to it, you can see whatever is on that same wall the mirror is hung upon. The booklet produced by the Synod, to be held in two sessions this year and next year, is ‘one of the most incoherent documents ever sent out from Rome’, says Pell. Not only is it ‘couched in neo-Marxist jargon’, but it is ‘hostile to the apostolic tradition’ and ignores such fundamental Christian tenets as belief in divine judgment, heaven and hell.

The Australian-born cardinal, who endured the terrible ordeal of imprisonment in his home country on fake charges of sex abuse before being acquitted, was nothing if not courageous. He did not know that he was about to die when he wrote this piece; he was prepared to face the fury of Pope Francis and the organisers when it was published. As it is, his sudden death may add extra force to his words when the synod meets this October.

They have produced a 45-page booklet which presents its account of the discussions of the first stage of ‘listening and discernment’, held in many parts of the world, and it is one of the most incoherent documents ever sent out from Rome.

With no sense of irony, the document is entitled ‘Enlarge the Space of Your Tent’, and the aim of doing so is to accommodate, not the newly baptised —those who have answered the call to repent and believe — but anyone who might be interested enough to listen. Participants are urged to be welcoming and radically inclusive: ‘No one is excluded’.

What is one to make of this potpourri, this outpouring of New Age good will?

The document does not urge even the Catholic participants to make disciples of all nations (Matthew 28:16-20), much less to preach the Saviour in season and out of season (2 Timothy 4:2).

The first task for everyone and especially the teachers, is to listen in the Spirit. According to this recent update of the good news, ‘synodality’ as a way of being for the Church is not to be defined, but just to be lived. It revolves around five creative tensions, starting from radical inclusion and moving towards mission in a participatory style, practicing ‘co-responsibility with other believers and people of good will’. Difficulties are acknowledged, such as war, genocide and the gap between clergy and laity, but all can be sustained, say the Bishops, by a lively spirituality.

The image of the Church as an expanding tent with the Lord at its centre comes from Isaiah, and the point of it is to emphasise that this expanding tent is a place where people are heard and not judged, not excluded.

So we read that the people of God need new strategies; not quarrels and clashes but dialogue, where the distinction between believers and unbelievers is rejected. The people of God must actually listen, it insists, to the cry of the poor and of the earth.

Because of differences of opinion on abortion, contraception, the ordination of women to the priesthood and homosexual activity, some felt that no definitive positions on these issues can be established or proposed. This is also true of polygamy, and divorce and remarriage….
