Climate, hunger, civil unrest and spiking food prices came together at the Food Chain Reaction game in Washington DC this week. Cooperation mostly won the day.

On Monday and Tuesday, 65 international policymakers, academics, business and thought leaders gathered at the World Wildlife Fund’s headquarters in Washington DC to game out how the world would respond to a future food crisis.

The game took the players from the year 2020 to 2030. As it was projected, the decade brought two major food crises, with prices approaching 400 percent of the long term average; a raft of climate-related extreme weather events;governments toppling in Pakistan and Ukraine; and famine and refugee crises in Bangladesh, Myanmar, Chad and Sudan.

Along withWWF, the Center for American Progress and the Center for Naval Analyses, Cargillwas one of Food Chain Reaction’s organizers. The company was represented in the game by Corporate Vice President Joe Stone.

“I can’t tell you the number of discussions where people came up to me from other parts of the world, saying ‘we appreciate Cargill’s role in sustainability,’ or ‘Cargill is so important in solutions for feeding the world.’ Sometimes, when you’re inside Cargill, you don’t appreciate that enough, but when you hear from other people how much they’re depending on us to help figure this out, it just increases our responsibility,” said Stone.

Unintended consequences

Over two days, the players – divided into teams for Africa, Brazil, China, the EU, India, the U.S., international business and investors, and multilateral institutions – crafted their policy responses as delegations engaged in intensive negotiations.

Cooperation mostly won the day over the short term individual advantage. Teams pledged to build international information networks and early warning systems on hunger and crops together, invest jointly in smart agricultural technology and build up global food stocks as a buffer against climate shocks.

In the face of a steep price spike withlooming global food shortages in 2022, the EU at one point suspended its environmental rules for agriculture and introduced a tax on meat. Both measures were quickly reversed in 2025, as harvests went back to normal and tensions eased in the hypothetical universe.

The most eye-catching result, however, was a deal between the U.S., the EU, India and China, standing in for the top 20 greenhouse gas emitters, to institute a global carbon tax and cap CO2 emissions in 2030.

“We’ve learned that a carbon tax is a possibility in years ahead,” acknowledged Stone. “But before we can consider moving ahead with a measure like that, we must study it and understand it much better. We have to avoid sudden market distortions and unforeseen consequences.”

Stone said he was impressed with the complexity of the game and the second and third order consequences of some of the decisions that were taken. “Take the meat tax Europe wanted to impose, and think through that. What meat are you going to tax – does that mean poultry and beef or aquaculture as well? Where do you levy the tax, where does the money go, what are the unintended consequences?”

‘Not just putting out fires’

The game was built over the course of months, with maximal realism in mind. The scenario was extrapolated from events that have actually occurred in the real world, such as the food crisis of 2008-2009 or the recent string of hottest years and months on record.

Cargill economist Tim Bodin, who helped design the game and sat on the judges’ panel that evaluated the team’s moves, said he was surprised by the degree of cooperation. “Most people started out with a short-term perspective, but transitioned to long-term measure pretty quickly – they started working to strengthen resiliency instead of just putting out fires.”

The realism of the exercise exceeded expectations, said former U.S. Senate majority leader Tom Daschle, who acted as a mentor to the players. “It’s much closer to the real world than you’d think. The people who play here are very committed and serious.”

Probes launched into 75 foreign ‘mercenaries’ in Ukraine – Russia

The chairman of Russia’s Investigative Committee, Alexander Bastrykin, told RT about cases launched over violations in Donbass

Russia’s Investigative Committee has launched at least 75 criminal probes into foreign “mercenaries” fighting against Russian forces in Ukraine, the committee’s chairman, Alexander Bastrykin, told RT. He claimed that among the individuals are British, American, Norwegian, Canadian, and Georgian nationals.

In an interview published on Tuesday, Bastrykin said the Russian authorities had collected extensive evidence implicating these foreign fighters, and some have been captured by Russian troops, he added.

When asked to comment on the criminal investigations opened in Ukraine, as well as those opened by the International Criminal Court into a number of Russian officials, Bastrykin called the probes “obviously absurd and unlawful,” citing cases in which the Ukrainian authorities accused Russian nationals of war crimes despite the fact that the individuals had apparently left the Russian Army long ago.

The head of the Investigative Committee revealed that his subordinates had countered these “unlawful” Ukrainian investigations by launching at least 14 of their own probes into the Ukrainian officials behind them.

On the topic of crimes allegedly committed by Ukrainian forces in the two breakaway Donbass republics, Bastrykin said that since 2014, his committee has initiated around 800 criminal investigations into current and former members of Ukraine’s political leadership, as well as the top brass of some of the country’s security services and “radical nationalist organizations.”

He revealed that among the suspects in these cases are Ukraine’s former interior minister, Arsen Avakov, as well as theformer governor of Dnepropetrovsk Region, Igor Kolomoisky.

According to Bastrykin, the vast majority of the crimes investigated by the Russian authorities regard the shelling of the civilian population with artillery, ballistic missiles, mortars, and firearms, noting that these actions are classified as inhumane treatment of civilians, the use of banned weapons and methods in an armed conflict, and even as genocide. He said that 115 individuals have been identified in connection with these cases, adding that the number is likely to increase over time as the committee continues to investigate.

Bastrykin claimed that since the start of Russia’s military offensive on February 24, Ukrainian forces have committed similar crimes, predominantly targeting the Russian-speaking population of the Donbass who “opposed Kiev’s nationalist policies.”

The head of Russia’s Investigative Committee said it has recognized as many as59,000 people as victims, and is helping them file lawsuits to claim compensation from the Ukrainian government.

Western weapons depot destroyed in Ukraine – Moscow

Russia said that the target near the port of Odessa was struck by supersonic missiles

Russian supersonic Oniks missiles have struck a logistics hub at a military airfield used to supply troops with foreign weapons near the Black Sea port of Odessa, Moscow said on Tuesday.

Defense Ministry spokesman Major General Igor Konashenkov said at a daily press briefing that a hangar with Turkish-made Bayraktar TB2 combat drones was destroyed, along with weapons from the US and Europe.

The ministry released a video of three missiles being launched from the ground.

Overall,six military sites were hit by airstrikes overnight, including a fortified command center near Kharkov in eastern Ukraine, Konashenkov said.

Moscow previously reported that it had struck a depot with Western arms near Odessa on Sunday.

Ukraine has accused Russia of shelling residential areas in Odessa and killing civilians. Moscow, however, insists that it only strikes military targets.Russia attacked the neighboring state in late February, following Ukraine’s failure to implement the terms of the Minsk agreements, first signed in 2014, and Moscow’s eventual recognition of the Donbass republics of Donetsk and Lugansk.

The German and French brokered protocols were designed to give the breakaway regions special status within the Ukrainian state.

The Kremlin has since demanded that Ukraine officially declare itself a neutral country that will never join the US-led NATO military bloc. Kiev insists the Russian offensive was completely unprovoked and has denied claims it was planning to retake the two republics by force.

Moscow reveals number of Ukrainian POWs

Many Ukrainian servicemen seeresistance as “futile” and prefer to lay down arms, Russia’s top investigator told RT

Russia holds about 2,000 Ukrainian servicemen “who have voluntarily laid down their arms,” including five brigade commanders who “were fighting against the Donbass population,” head of the Russian Investigative Committee Alexander Bastrykin claimed amid Moscow’s military offensive in the neighboring country.

In an interview with RT, published on Tuesday, Bastrykin said that investigators were working with prisoners of war and were getting “many details about the circumstances of the Ukrainian regime’s crimes.”

“Everyone sees that Ukrainian servicemen, no matter how it sounds in the Western media and propagandist social media, prefer to surrender when a good opportunity arises. They understand the futility of resistance,” Bastrykin said.

The testimonies of those captured have provided the Russian authorities with information about the Ukrainian forces’ work with foreign advisors, as well as about foreign mercenaries, the Investigative Committee’s head revealed.

“Based on the available data, criminal cases have been initiated against 75 mercenaries who are participating in hostilities on the side of Ukraine. We know that they came from the UK, the US, Norway, Canada, Georgia and other countries,” Bastrykin said.

As an example, he mentioned a Georgian national who is said to have created an armed formation called Georgian National Legion on Ukrainian territory, which included at least 24 of his compatriots as mercenaries.

“Some of them also surrendered and were questioned by investigators,” Bastrykin added.

Commenting on the reports of alleged torture of Russian prisoners of war by the Ukrainians, Bastrykin said that “a number of such crimes” are currently being investigated. He cited two examples of such incidents: first, when the Ukrainians allegedly “systematically used physical violence” against several Russian servicemen whom they captured in Zaporozhye Region and “illegally held” for ten days.

“They tried to beat information out of them about the progress of the special military operation,” Bastrykin explained.

The second incident involved two groups of Russian soldiers who were captured in the Nikolayev Region and were allegedly also subject “to physical and psychological violence.”

“There are always chances to determine those involved, because there are no crimes without traces,” Bastrykin underlined, adding that the Investigative Committee was coordinating its efforts with officials from the Donetsk and Lugansk People’s Republics.

Ukrainian authorities had previously stressed that the abuse of prisoners is a war crime and would not be tolerated.

“We are a European army, and we do not mock our prisoners… I would like to remind all our military, civilian and defense forces once again that the abuse of prisoners is a war crime that has no amnesty under military law and has no statute of limitations,” Ukrainian presidential adviser Alexey Arestovich said in March, commenting on a video that seemed to show Russian POWs being tortured by members of Ukrainian forces.

Pentagon, US companies involved in Ukraine military biolabs – Russia’s top investigator

Alexander Bastrykin told RT about the case launched over the alleged development of biological weapons

The head of Russia’s Investigative Committee, Alexander Bastrykin, has told RT that his team is making progress in a criminal probe into Ukraine’s alleged Pentagon-funded bioweapons program.

“The analysis of the obtained documents allowed us to clearly identify the people involved in the military biological activities in Ukraine, including representatives of the US Department of Defense and American companies with ties to it,” Bastrykin said.

He added that the US had spent more than $224 million on biological programs in Ukraine since 2005. The investigator added that foreign aid was used to equip and upgrade around 30 research centers governed by Ukraine’s defense, health and agricultural ministries.

“The results of said research had been evacuated to Kiev-controlled territory before the start of [Russia’s] special military operation,” Bastrykin said, adding that his agency would continue to study the documents on the matter.

In March, Moscow claimed that it had found evidence that the US had been funding biological weapons research in Ukraine. Washington and Kiev denied this claim and accused Russia of waging a disinformation campaign.

Senior US diplomat Victoria Nuland said at the time that Washington was working with Ukraine to prevent research materials from falling into the hands of Russian troops.

Chinese Foreign Ministry spokesman Zhao Lijian, meanwhile, urged the US to “give a full account of its biological military activities at home and abroad and subject itself to multilateral verification.”

Ukraine seeks Russia's total defeat - top officials

Kiev insists the only document it will sign with Moscow is Russia’s “capitulation”

Ukraine’s top security official has said that, instead of a peace treaty, Kiev is only prepared to sign a document with Moscow that would finalize Russia’s defeat. The announcement comes as the conflict between the two countries continues to rage.

During an TV interview on Monday, Alexey Danilov, the head of Ukraine’s National Security and Defense Council (NSDC), was asked about international security assurances for Kiev and possible peace with Russia.

Danilov replied: “With Russia we can only sign an act of its capitulation. The sooner they do it, the better it will be for their country.”

The official noted earlier in the interview that President Volodymyr Zelensky’s office handles the talks and not the NSDC. “We have our own views. The president knows my stance on the issue,” he said. He added that he believes Zelensky will not violate Ukraine’s constitution, which guarantees the country’s territorial integrity and aspirations to join NATO.

Later on Monday, Zelensky’s adviser Alexey Arestovich brought up Danilov’s remarks during a chat with activist and YouTuber Mark Feygin. “The statement is very simple: there will be no peace treaty with Russia. There will only be the capitulation of the Russian Federation,” Arestovich said.

Asked whether Danilov had been authorized to make such statements, Arestovich said: “He doesn’t just make statements like that. He’s an official of the highest rank. It’s a completely new reality.”

Moscow wants Ukraine to renounce its bid to join NATO, as well as recognize Crimea as part of Russia, and the independence of the Donbass republics. Moscow also seeks the “demilitarization” and “denazification” of Ukraine.

Peace negotiations stalled after a meeting in Istanbul, Turkey, in late March. Russian Foreign Minister Sergey Lavrov accused Kiev on Sunday of frequently changing positions and “sabotaging” the talks.

Russia retaliates against ‘unfriendly states’

President Putin signed a new set of tit-for-tat measures over Western sanctions

Russian President Vladimir Putin introduced a package of economic measures on Tuesday to retaliate against international sanctions placed on Moscow.

The new decree seeks to protect Russia’s national interests, and was adopted “in connection with the unfriendly actions of the United States and its allies that violate international law and aim to illegally deprive the Russian Federation and Russian legal entities of their property,” the decree, published on the Kremlin’s website, states.

Putin gave the Cabinet of Ministers 10 days to determine the list of persons to be placed under the reciprocal sanctions.

The new measures prohibit government agencies, organizations, and individuals from “carrying out transactions (including signing external trade contracts) with legal entities, individuals, and organizations” on the new blacklist.

The decree alsoprohibits the export of products and raw materials if they are destined to sanctioned persons.

Russian entities and persons are also prohibited from fulfilling their obligations and carrying out financial transactions with the sanctioned companies and individuals.

This comes after the US and EU placed several rounds of unprecedented economic sanctions on Russia over its ongoing military operation in Ukraine. Assets of the Russian Central Bank and various other entities and businessmen were frozen abroad, the country was effectively cut off from the dollar and euro-dominated money markets, and a wide array of foreign businesses stopped dealing with the country.

German chancellor is ‘offended liverwurst’ – Ukrainian ambassador

Andrey Melnyk laid into Olaf Scholz for refusing to visit Kiev after the Ukrainian authorities snubbed the German president last month

Ukraine’s ambassador to Germany, Andrey Melnyk, has described the country’s chancellor, Olaf Scholz, as an “offended liverwurst” over his refusal to pay a visit to Kiev after Ukrainian authorities snubbed German President Frank-Walter Steinmeier in mid-April.

“To play an offended liverwurst doesn’t sound very statesmanlike,” Melnyk said, speaking to Germany’s DPA news outlet on Tuesday, adding: “We’re talking about the most brutal war of extermination since the Nazi attack on Ukraine, it is no preschool.”

The Ukrainian official noted, however, that his remark did not mean that Chancellor Scholz was not welcome in Kiev. More than “symbolic visits,” however, Melnyk said, Ukraine would appreciate Germany “implementing the Bundestag’s motion on the delivery of heavy weapons and fulfilling the earlier promises.”

The diplomat also criticized Berlin for failing to provide ammunition for the Gepard self-propelled anti-aircraft guns, which Germany pledged to ship to Ukraine in late April. The delivery would represent the first batch of heavy weaponry provided to Kiev by Berlin since Russia launched its offensive on February 24.

Melnyk’s ‘liverwurst’ comment came shortly after Chancellor Scholz told Germany’s ZDF TV channel that Ukraine’s refusal to receive President Steinmeier on April 13 stood in the way of Scholz’s own potential visit to Kiev. Scholz described the snub as a “remarkable instance,” pointing out that Steinmeier was re-elected as president back in February and enjoyed support from the vast majority of German MPs at the time.

Steinmeier was supposed to pay a visit to Kiev along with the leaders of Poland and the Baltic states on April 13. However, the Ukrainian authorities signaled to him the day prior that he was “not wanted” in Kiev because he had fostered good relations with Moscow.

The German chancellor said it cannot be that Germany provided “so much military assistance, so much financial assistance” to Ukraine and then is told that the president cannot visit.

Ukraine has been critical of the German government for what it sees as lackluster military support and an unwillingness to make a clean break from Russian energy exports.

While serving as foreign minister in Angela Merkel’s government, Steinmeier developed a plan of action to ensure the implementation of the Minsk agreements, which came to be known as the 'Steinmeier Formula'.

Aimed at ending the bloody conflict in the Donbass, the plan envisaged that the two breakaway republics of Donetsk and Lugansk would hold elections under Ukrainian law and OSCE oversight, whereupon they would gain special self-governing status and return the control of their borders with Russia to Kiev.

Although given the green light by Ukraine, Russia, the OSCE and the two regions back in October 2019, the scheme, however, failed to materialize, as it was fiercely resisted by the nationalist opposition in Ukraine.

Bulgarian industry prepares to protest over gas costs

The country’s energy regulator predicted a 35% rise in prices following the suspension of Russian supplies

Bulgarian industry workers are preparing to protest the rising gas prices, the executive director of the Bulgarian Federation of Industrial Energy Consumers (BFIEC), Ivaylo Naydenov, said on Monday following the recent suspension of Russian gas supplies.

In an interview with Radio Bulgaria, Naydenov said the federation has called on the government to take measures to reduce prices or at least keep them at current levels.

“Otherwise, we will have no choice but to organize protests, as announced by the employers’ organizations,” Naydenov said.

He revealed that Prime Minister Kiril Petkov has already been informed by the BFIEC of the potential protests.

The Bulgarian government earlier announced that Petkov and two of his deputies would hold a meeting on May 5 with the representatives of employers’ organizations to discuss “prices on natural gas and electricity, as well as the measures required in response.”

This follows remarks by the head of the BFIEC board, Konstantin Stamenov. Speaking on Monday to Nova News, he said members of the federation “definitely cannot accept a new price of gas,” and if there is no compensation, they are going to stage a protest – and the same warning applies to electricity.

“There is a very limited possibility to replace gas with propane butane, but it is logistically impossible to deliver the quantities we need,” Stamenov said.

Moscow stopped exporting natural gas to Bulgaria and Poland on April 27, following their refusal to pay in rubles. Two days later, the head of Bulgaria’s energy regulator, the Energy and Water Regulatory Commission (EWRC), Stanislav Todorov, predicted a 35% rise in natural gas prices.

He explained the gloomy forecast by the fact that the country will now be fully dependent on the European markets.

“Given the fact that we have to go to the free market and replace 80% of the deliveries that Gazprom supplied to Bulgaria and which they no longer want to supply to Bulgaria, we have to replace them with quantities from alternative suppliers. What we can expect for the price for May is that the prices in Bulgaria for gas will be equal to those in Europe,” Todorov said.

The largest Bulgarian natural gas distribution company, Bulgargaz, said it had taken preventative measures to protect consumers and ensure there will be no shortage of gas in May.

The company argued that if Bulgaria had accepted Moscow’s demand to pay in rubles, the gas price would probably still “undergo unpredictable changes, given the lack of clarity on the exchange rate and the lack of ability of the Bulgarian side to exercise control over the currency conversion process.”

“The proposed mechanism implies real risks for the Bulgarian side from unilateral and uncontrolled suspension of supplies without providing the appropriate opportunity to seek liability from the Russian supplier,” Bulgargaz stated.

In March, Russian President Vladimir Putin set a requirement for states which had imposed sanctions on Russia and are still importing its gas, to use the ruble for transactions. Several buyers signaled willingness to accept Moscow’s demands, but many others made it clear they would not.

Harsh sanctions were imposed on Russia by Western nations in response to Moscow’s military operation in Ukraine. The Russian government, which considers the measures unlawful and unjustified, has retaliated by imposing its own counter-sanctions on “unfriendly states.”

UN reveals latest data on Ukrainian refugees

More than 3 million refugees have been taken in by Poland, UN data shows

More than 5.5 million people have fled Ukraine since Russia’s military attack on the country began in February, the UN Refugee Agency (UNHCR) reported on Monday.

The data is compiled using a variety of sources, including numbers provided by the authorities at official border crossing points, the agency said.

According to the UN, Poland has taken over 3 million people from Ukraine. Romania has been the second largest recipient of Ukrainian refugees, taking in over 800,000, the data show. Meanwhile, almost 700,000 people have fled to Russia, while more than half a million have been accommodated by Hungary.

The UNHCR said last week that a further 7.7 million people have been displaced within Ukraine. According to the agency, 13 million people overall are estimated to be stranded in affected areas of the country, unable to leave due to “heightened security risks,” “destruction of bridges and roads,” and a lack of information on where to find safety and accommodation.

The refugee agency said the war had resulted in “the fastest growing refugee crisis since World War II” and that 8.3 million people are expected to have fled by the end of the year. Syria currently remains the world’s largest refugee crisis, with 6.8 million people having left the country.
